Like liberal democracies the world over, Australia\u2019s foreign policy is built on principles of freedom, equality, respect for democratic values, and the rule of law. As former attorney-general,&nbsp;<a href=\"http:\/\/static1.1.sqspcdn.com\/static\/f\/556710\/26630423\/1445933341617\/Brandis_HR.pdf?token=cvcOeweW52WcsTGQmGA29UggKU8%3D\" target=\"_blank\" rel=\"noreferrer noopener\">George Brandis<\/a>&nbsp;remarked at the launch of Australia\u2019s bid for election to a coveted seat on the United Nations Human Rights Council, \u201ccommitment to human rights is essential to the very nature of what it means to be an Australian.\u201d Human rights, he went on to say, \u201care integral to what we Australians regard as our sense of nationhood.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one sense, this view has underpinned a foreign policy that is overtly committed to advancing human rights through multilateral institutions and bilateral dialogues, and that views human rights both as intrinsic goods and as a foundation on which peace and prosperity are built. It is a foreign policy that ultimately saw Australia&nbsp;<a href=\"https:\/\/www.dfat.gov.au\/international-relations\/international-organisations\/un\/unhrc-2018-2020\/Pages\/australias-membership-unhrc-2018-2020\" target=\"_blank\" rel=\"noreferrer noopener\">win election to the Human Rights Council<\/a>&nbsp;(2018\u201320), engage as an enthusiastic participant in assessing the human rights performance of member states through its&nbsp;<a href=\"https:\/\/www.ohchr.org\/en\/hrbodies\/upr\/pages\/uprmain.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Universal Periodic Review<\/a>&nbsp;process, or UPR, and emerge as a vocal advocate for a range of issues including gender equality, abolition of the death penalty, freedom of expression, and the establishment of strong national human rights institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet Australian foreign policy is also marked by a deep reluctance to impose values on others, to take consistent and decisive action against countries that systematically violate their populations\u2019 human rights, or to speak up against some of the world\u2019s most egregious abuses. Preferring quiet diplomacy to overt criticism, Australia\u2019s self-avowed pragmatism has earned it a reputation for being soft on human rights, for letting economic interests override democratic principles, and for signalling tacit acceptance of repressive regimes that routinely violate human rights. It has been accused of \u201c<a href=\"https:\/\/www.hrlc.org.au\/news\/2018\/3\/13\/australian-government-loses-its-voice-as-un-human-rights-council-hears-of-horror-unfolding-in-myanmar\" target=\"_blank\" rel=\"noreferrer noopener\">losing its voice<\/a>\u201d on critical issues heard the Human Rights Council, such as the ethnic cleansing of the Rohingya population of Myanmar, where it recognised the \u201ccomplex challenges\u201d faced by Myanmar while other states openly condemned the actions as appalling human rights violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Partway through its tenure on the Human Rights Council, Foreign Minister&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.hrw.org\/news\/2019\/06\/24\/australia-protect-human-rights-foreign-policy\" target=\"_blank\">Marise Payne<\/a>&nbsp;reiterated Australia\u2019s democratic commitment to human rights in its foreign policy: \u201cDemocracy, the rule of law, individual freedom and the right to all to dignity and respect \u2014 these values have guided Australians for generations.
