{"id":8915,"date":"2022-02-10T08:30:00","date_gmt":"2022-02-09T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=8915"},"modified":"2023-08-08T08:38:16","modified_gmt":"2023-08-07T22:38:16","slug":"confronting-indias-inequality-problem","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/confronting-indias-inequality-problem\/","title":{"rendered":"Confronting India&#8217;s &#8216;inequality problem&#8217;"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/yan-islam\">YAN ISLAM<\/a>  |   <\/p>\n\n\n\n<p>In a recent piece, Maitreesh Ghatak, Professor of economics at London School of Economics, <a href=\"https:\/\/www.theindiaforum.in\/article\/does-india-have-inequality-problem\">reflects on India&#8217;s &#8216;inequality problem&#8217;. <\/a>The graph below (Figure 1) shows trends in Indian inequality (based on the income share of the top 1%) relative to some of its Asian peers (China and Indonesia), while Table 3 (from Ghatak as cited above) highlights the inexorable rise in income inequality based on different cohorts in India since the 1980s.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2022\/02\/india-inequality1.jpg.jpg\" alt=\"\" class=\"wp-image-8916\" width=\"600\" height=\"350\" \/><\/figure>\n\n\n\n<p>Source: Derived from <a href=\"https:\/\/wid.world\/\">World Inequality database<\/a><\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/wp-content\/uploads\/sites\/2\/2022\/02\/india-inequality2.jpg-1024x368.png\" alt=\"\" class=\"wp-image-8917\" width=\"600\" height=\"220\" \/><\/figure>\n\n\n\n<p>Ghatak, is, of course, not the only one worried about the rise in inequality in India. The widely noted <a href=\"https:\/\/wir2022.wid.world\/country-appendix-glossary\/\">World Inequality Report offers a dismal account of inequality in India. Cited below is its account of India.<\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Extreme income inequalities in India<\/h4>\n\n\n\n<p>&#8230;The top 10% and top 1% hold respectively 57% and 22% of total national income, the bottom 50% share has gone down to 13%. India stands out as a poor and very unequal country, with an affluent elite.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Income inequality in the long run: a historical high<\/h4>\n\n\n\n<p>Indian income inequality was very high under British colonial rule (1858-1947), with a top 10% income share around 50%. After independence, socialist-inspired five-year plans contributed to reducing this share to 35-40%. Since the mid- 1980s, deregulation and liberalization policies have led to one of the most extreme increases in income and wealth inequality observed in the world. While the top 1% has largely benefited from economic reforms, growth among low and middle-income groups has been relatively slow and poverty persists.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Wealth inequality<\/h4>\n\n\n\n<p>The bottom 50% own almost nothing&#8230;The middle class is also relatively poor &#8230;as compared with the top 10% and 1% who own respectively 65% of the total &#8230;and 33%<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Gender inequality<\/h4>\n\n\n\n<p>Gender inequalities in India are very high. The female labor income share is equal to 18%. This is significantly lower than the average in Asia (21%, excluding China). This value is one of the lowest in the world, slightly higher than the average share in the Middle East (15%).<\/p>\n\n\n\n<p><a href=\"https:\/\/www.business-standard.com\/article\/current-affairs\/india-s-billionaire-count-at-142-in-2021-84-households-see-income-decline-122011700601_1.html\">Oxfam<\/a> has also released a report (&#8216;Inequality Kills&#8217;) and notes that there are now more than140 billionaires in India, up from just over 100 in recent years. This reminds one of modern India\u2019s transition from \u2018British Raj to <a href=\"https:\/\/www.amazon.com.au\/Billionaire-Raj-Journey-Through-Indias\/dp\/1524760064\">\u2018Billionaire Raj\u2019<\/a>. This distinctive group of billionaires more than doubled its wealth during the pandemic, while 84% of Indian households experienced a decline in their income. There are now more than 46 million \u2018new poor\u2019 &nbsp;that emerged during the pandemic.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Labour market distress and fears of a \u2018lost generation\u2019 amidst rising inequality<\/h4>\n\n\n\n<p>These disturbing trends are occurring at a time when India is experiencing <a href=\"https:\/\/ceda.ashoka.edu.in\/what-data-has-been-telling-us-the-job-crisis-is-real\/\">acute labour market distress<\/a> &#8211; rising unemployment, declining labour force participation rate, falling real wages. A disproportionate burden of this distress is being borne by young men and women. According to media reports, in recent days one has probably witnessed <a href=\"https:\/\/www.voanews.com\/a\/violent-protests-highlight-india-s-grim-unemployment-situation\/6418660.html\">India&#8217;s first large-scale unemployment riots.<\/a><\/p>\n\n\n\n<p>There are also fears that India might be in the unenviable position of harbouring <a href=\"https:\/\/scroll.in\/article\/1016178\/the-lost-generation-how-unending-school-closures-have-crippled-the-education-of-india-s-children\">a \u2018lost generation\u2019<\/a> induced by the longest school closures in the world in response to multiple waves of COVID-19. According to a former Indian Finance Minister, the latest budget has indicated very little by way of tackling both rising inequality and emerging labour market distress.<\/a> Apparently, according to its critics, this is a budget aimed for an \u2018Amrit Kaal\u2019 (a new \u2018golden age\u2019) of tomorrow without recognizing the challenges of today.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.theindiaforum.in\/article\/india-under-modi?utm_source=website&amp;utm_medium=organic&amp;utm_campaign=Suggested-articles&amp;utm_content=India%20under%20Modi\">The broader concern is that the government is much more concerned about enacting its avowedly political and partisan majoritarian agenda rather than dealing with deep-seated economic problems.<\/a> Whether this mindset will change depends upon how the current government fares in the 2024 elections.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\" \/>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><em><strong>Iyanatul (Yan) Islam<\/strong> is an&nbsp;Adjunct Professor at the Griffith Asia Institute and former Branch Chief, International Labour Office, Geneva.
