There have been&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2021-07-21\/china-rejects-accusations-of-cyber-attacks-by-australia\/100309706\" target=\"_blank\" rel=\"noreferrer noopener\">many earlier cyber intrusions<\/a>&nbsp;targeting Australian&nbsp;<a href=\"https:\/\/www.news.com.au\/national\/politics\/senator-and-academic-warn-of-relentless-cyber-attacks-from-china\/news-story\/32f511b3996f79370d7c8c4a6948d17e\" target=\"_blank\" rel=\"noreferrer noopener\">government and commercial<\/a>&nbsp;sites but this was the first time physical actions have been taken against Australia outside the disputed maritime areas in the northern hemisphere. Given China first tries a new approach and then steadily increases its usage, such Chinese actions may become \u201cnormal\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s actions involved the use of a&nbsp;<a href=\"https:\/\/news.defence.gov.au\/media\/media-releases\/chinese-vessel-lasing-adf-aircraft\" target=\"_blank\" rel=\"noreferrer noopener\">laser rangefinder illuminating<\/a>&nbsp;a Royal Australian Air Force P-8A maritime patrol aircraft flying near two Chinese warships that were sailing only about 170 kilometres from Marchinbar Island in Australia\u2019s Northern Territory. The Chinese warships involved, the&nbsp;<em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Type_052D_destroyer\" target=\"_blank\" rel=\"noreferrer noopener\">Hefei<\/a><\/em>&nbsp;and&nbsp;<em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Type_071_amphibious_transport_dock\" target=\"_blank\" rel=\"noreferrer noopener\">Jinggang Shan<\/a><\/em>, are respectively comparable to the Royal Australian Navy\u2019s Perth class guided missile destroyers and Canberra class landing helicopter dock ships. Both Chinese vessels have optical fire controls systems that incorporate laser range finders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australia\u2019s concern is that&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.defensenews.com\/air\/2022\/02\/22\/australia-accuses-china-of-using-military-grade-laser-against-p-8a-aircraft\/\" target=\"_blank\">the laser is of military standard<\/a>&nbsp;and by implication&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.lasersafetyfacts.com\/laserclasses.html\" target=\"_blank\">not eye safe<\/a>&nbsp;and able to cause permanent eye damage or temporary blindness. Such lasers are for unrestricted use only in war \u2013 in peacetime&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.lasersafetyfacts.com\/4\/\" target=\"_blank\">strict safety protocols<\/a>&nbsp;need following. The use of lasers for dazzling or blinding aircrews flying maritime patrol aircraft was first used by the Soviets in the late Cold War.
