Climate action must spearhead a new Australian foreign\u00a0policy"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/wesley-morgan\/\">WESLEY MORGAN<\/a>  |   <\/p>\n\n\n\n<p>Late last year, more than 100 former diplomats and officials&nbsp;<a href=\"https:\/\/www.canberratimes.com.au\/story\/7548876\/why-diplomats-are-worried-about-climate-change\/\">called for<\/a>&nbsp;a new Australian foreign policy\u2014with climate action at the centre\u2014to help cement Australia\u2019s future in a world rapidly shifting to net-zero emissions.<\/p>\n\n\n\n<p>Failure to act on climate change, they argued, would erode our national interests and international influence. Australia\u2019s allies, partners and competitors would&nbsp;<a href=\"https:\/\/www.diplomatsforclimate.org\/a_climate_focused_foreign_policy_for_australia\">penalise us<\/a>&nbsp;for not pulling our weight. Regardless of who wins the federal election, Australia\u2019s next government must heed this advice.<\/p>\n\n\n\n<p>There\u2019s a saying that \u201call politics is local\u201d. But Australian climate politics is dictated as much by the realities of a warming planet, and seismic shifts in global energy markets, as by marginal electorates in Queensland.<\/p>\n\n\n\n<p>Managing the transition to a net-zero emissions economy must be a priority task for the next government. Our strategic and economic success depends on it.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/461702\/original\/file-20220506-12066-gzvlev.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"wind farm on green ridge\" \/><figcaption class=\"wp-element-caption\">Managing the net-zero transition must be a priority.&nbsp;Shutterstock<\/figcaption><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">How did we get here?<\/h4>\n\n\n\n<p>In recent times, Australian foreign policy has promoted the nation as an energy superpower\u2014a major supplier of coal and gas to Asia. Reducing emissions has been a secondary focus, as Australia\u2019s diplomatic machinery is tasked with&nbsp;<a href=\"https:\/\/www.australianforeignaffairs.com\/articles\/extract\/2021\/07\/double-game\">promoting<\/a>&nbsp;fossil fuel exports.<\/p>\n\n\n\n<p>This wasn\u2019t always the case. When a scientific consensus on global warming emerged in the late 1980s, the Hawke Labor government&nbsp;<a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/bob-hawke-and-australian-foreign-policy\">appointed<\/a>&nbsp;an ambassador for the environment to promote climate action, and supported&nbsp;<a href=\"https:\/\/www.theguardian.com\/environment\/planet-oz\/2015\/aug\/06\/how-australians-were-ready-to-act-on-climate-science-25-years-ago-and-what-happened-next\">ambitious<\/a>&nbsp;national targets to cut emissions.<\/p>\n\n\n\n<p>By the mid-1990s however\u2014under the influence of a powerful fossil fuel lobby and following a national recession\u2014the Keating government was increasingly concerned about the potential economic costs of climate action. The subsequent Howard government decided that taking serious climate action was not in Australia\u2019s interests<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/gjia.georgetown.edu\/2022\/01\/10\/letting-the-team-down-considering-australias-approach-to-climate-policy-after-glasgow\/\">argument<\/a>&nbsp;then, as it is now, was that Australia\u2019s economy depends on fossil fuels, and cutting emissions would cost us relatively more than it would other countries.<\/p>\n\n\n\n<p>So ever since, rather than act on climate change, Australia has sought to minimise obligations to cut emissions while expanding coal and gas exports.<\/p>\n\n\n\n<p>Today, Australia has one of the weakest 2030 emissions targets in the developed world. At last year\u2019s global climate talks in Glasgow, Australia&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-australia-56854558\">refused<\/a>&nbsp;to join other developed nations in strengthening its ambition.<\/p>\n\n\n\n<p>United Nations Secretary-General Antonio Guterres describes Australia as a&nbsp;<a href=\"https:\/\/www.sbs.com.au\/news\/article\/australia-a-holdout-on-climate-un-chief\/jzufkwmqw\">holdout<\/a>&nbsp;on climate action. He is right. Australia is among a small, isolated group of countries \u2014 including Russia and Saudi Arabia \u2014 resisting global efforts to cut emissions.<\/p>\n\n\n\n<p>Not by coincidence Australia is also the world\u2019s&nbsp;<a href=\"https:\/\/theconversation.com\/australias-net-zero-plan-fails-to-tackle-our-biggest-contribution-to-climate-change-fossil-fuel-exports-170646#:%7E:text=Australia's%20fossil%20fuel%20exports%20have,exporter%20of%20fossil%20fuels%20overall.&amp;text=The%20emissions%20caused%20by%20other,than%20double%20Australia's%20domestic%20emissions.\">third-largest<\/a>&nbsp;fossil fuel exporter, behind only Russia and Saudi Arabia.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/461704\/original\/file-20220506-15-weo4z6.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"coal pile and machinery\" \/><figcaption class=\"wp-element-caption\">Australia is the world\u2019s third-largest fossil fuel exporters.&nbsp;Shutterstock<\/figcaption><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">The world is changing around us<\/h4>\n\n\n\n<p>When Prime Minister Scott Morrison last year sought support from his Nationals colleagues for a net-zero by 2050 target, he urged them to accept&nbsp;<a href=\"https:\/\/www.afr.com\/politics\/federal\/pm-says-national-security-also-a-climate-consideration-20211018-p590xa\">economic reality<\/a>. The world is transitioning to net-zero. And climate action is now a&nbsp;<a href=\"https:\/\/www.theaustralian.com.au\/nation\/politics\/scott-morrisons-national-security-argument-for-netzero\/news-story\/ee1b2b30dae5bd85a46fb0cdf81fd7a5\">key pillar<\/a>&nbsp;of the Western alliance, and so key to Australia for national security reasons.<\/p>\n\n\n\n<p>Morrison\u2019s arguments show how the world has changed since he came to power in August 2018.<\/p>\n\n\n\n<p>Australia\u2019s most recent foreign policy&nbsp;<a href=\"https:\/\/www.dfat.gov.au\/sites\/default\/files\/2017-foreign-policy-white-paper.pdf\">white paper<\/a>, released in 2017, forecast strong global growth in demand for fossil fuels. Those forecasts have proved wrong.<\/p>\n\n\n\n<p>Instead, Australia\u2019s key destination markets, such as Japan, China and South Korea, are phasing out fossil fuels. In the past two years alone, more than&nbsp;<a href=\"https:\/\/zerotracker.net\/\">100 countries<\/a>, representing around 90% of the global economy, have committed to net-zero emissions.<\/p>\n\n\n\n<p>This mega-trend has fundamentally altered Australia\u2019s economic prospects.<\/p>\n\n\n\n<p>Climate has also moved to the centre of global geopolitics. Major powers are integrating climate into defence and strategic planning, foreign policy, diplomacy and statecraft.<\/p>\n\n\n\n<p>The European Union will next year start imposing border costs on imports from countries not doing enough to cut emissions, a move which could eventually&nbsp;<a href=\"https:\/\/www.climatecouncil.org.au\/wp-content\/uploads\/2021\/10\/Markets-Are-Moving_V5-FA_High_Res_Single_Pages.pdf\">shave A$12.5 billion<\/a>&nbsp;from the Australian economy annually. G7 countries are&nbsp;<a href=\"https:\/\/theconversation.com\/new-german-leader-proposes-a-climate-club-of-leading-economies-that-would-punish-free-riders-like-australia-175842\">planning<\/a>&nbsp;a \u201cclimate club\u201d to impose costs on countries that don\u2019t meet shared standards for climate policy.<\/p>\n\n\n\n<p>In the US, a&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/02\/U.S.-Indo-Pacific-Strategy.pdf\">new<\/a>&nbsp;Indo-Pacific strategy signals an intention to pressure countries such as Australia to set a stronger 2030 target. This is partly so the US and allies might work together to&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/2021\/oct\/12\/us-climate-pressure-on-australia-and-allies-aims-to-ramp-up-pressure-on-china-ambassador-says\">press China<\/a>&nbsp;to cut emissions.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Security mismatch in the Pacific<\/h4>\n\n\n\n<p>The recent&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2022-04-19\/china-and-solomon-islands-sign-security-pact-says-chinese-foreig\/101000530\">security deal<\/a>&nbsp;between the Solomon Islands and China may demonstrate how Australia has yet to integrate climate action into its own statecraft.<\/p>\n\n\n\n<p>For decades, Pacific island countries\u2014<a href=\"http:\/\/www.mfaet.gov.sb\/media-center\/press-releases\/foreign-affairs-news\/31-climate-change-tops-talks-between-sogavare-and-visiting-italian-minister.html\">including<\/a>&nbsp;the Solomon Islands\u2014have argued climate change is their first-order security threat, particularly for atoll island states who face inundation from rising seas.<\/p>\n\n\n\n<p>But those concerns are not reflected in Australia\u2019s current efforts to engage more closely with the Pacific. The recent&nbsp;<a href=\"https:\/\/www.dfat.gov.au\/geo\/pacific\">Pacific Step Up<\/a>&nbsp;strategy is largely driven by concern that China could leverage infrastructure lending to establish a military base in the region.<\/p>\n\n\n\n<p>A former Australian intelligence chief, Nick Warner,&nbsp;<a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/australia-has-to-end-its-long-pacific-stupor-before-it-s-too-late-20220427-p5agne\">says<\/a>&nbsp;Australia\u2019s position on climate has \u201cundermined our standing in the Pacific\u201d\u2014a view&nbsp;<a href=\"https:\/\/t.co\/P5WnkQa6BG\">echoed<\/a>&nbsp;by former Australian High Commissioner to the Solomon Islands, Peter Hooton.<\/p>\n\n\n\n<p>The lesson is clear. In a warming world climate policy&nbsp;<em>is<\/em>&nbsp;foreign policy.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/461705\/original\/file-20220506-15-9ut8yl.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"woman dances in front of climate action sign\" \/><figcaption class=\"wp-element-caption\">Australia\u2019s Pacific Step Up does not align with the security priorities of the region.&nbsp;Dan Himbrechts\/AAP<\/figcaption><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\">Australia as a clean energy superpower<\/h4>\n\n\n\n<p>Our foreign policy must be retooled to reposition Australia as a clean energy superpower, and to seize the economic opportunities that will flow.<\/p>\n\n\n\n<p>As the sunniest and windiest inhabited continent on the planet, Australia has world-class renewable energy resources and enviable reserves of minerals needed for the electric vehicles, batteries and wind turbines of the future.<\/p>\n\n\n\n<p>Australia is&nbsp;<a href=\"https:\/\/www.climatecouncil.org.au\/wp-content\/uploads\/2021\/10\/CC_MVSA0279-CC-Report-From-Paris-to-Glasgow_V6-FA_Low_Res_Single_Pages-3.pdf\">well-placed<\/a>&nbsp;to export zero-emissions electricity to growing economies in Asia. Our renewable energy advantage also means we can competitively produce zero-carbon versions of the commodities the world urgently needs\u2014steel, aluminium, hydrogen and fertilisers.<\/p>\n\n\n\n<p>The Business Council of Australia estimates clean export opportunities&nbsp;<a href=\"https:\/\/d3n8a8pro7vhmx.cloudfront.net\/bca\/pages\/6621\/attachments\/original\/1634169147\/Sunshot_-_Clean_Exports_Research_Report_-_Embargoed_-_131021.pdf?1634169147\">could generate<\/a>&nbsp;395,000 jobs by 2040. With the right policy framework, Australia could grow a new clean energy export mix&nbsp;<a href=\"https:\/\/bze.org.au\/wp-content\/uploads\/2021\/09\/Beyond-Zero-Emissions-Export-Powerhouse-Summary-Report.pdf\">worth A$333 billion<\/a>&nbsp;each year, almost triple the value of existing fossil fuel exports.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">A big task for the next government<\/h4>\n\n\n\n<p>Whichever party wins the election on May 21 should reposition Australia as a global climate leader. This will require negotiation between domestic constituencies resisting change and an international context that\u2019s changing regardless.<\/p>\n\n\n\n<p>The Department of Foreign Affairs and Trade, and Australia\u2019s diplomatic network, should be tasked with promoting climate action. And a climate change ambassador should be appointed\u2014separate from the existing ambassador for the environment.<\/p>\n\n\n\n<p>Australia should also bid to host the annual UN climate summit and co-host the UN talks with Pacific island states.<\/p>\n\n\n\n<p>Above all, the next government must strengthen Australia\u2019s 2030 emissions reduction target before global climate talks in Egypt in November. We should at least match our key allies and commit to halving emissions this decade.
