But that since COVID and the invasion of Ukraine, more Australians understood how connected nations are to each other and we can no longer \u201ccompartmentalise\u201d.<\/p>\n\n\n\n<p>NATO is a treaty-based organisation&nbsp;<a href=\"https:\/\/www.nato.int\/nato-welcome\/index.html\">created in 1949<\/a>&nbsp;by the United States, Canada, and several Western European nations to provide collective security against the Soviet Union. Australia isn\u2019t a member, but an \u201cenhanced opportunities partner\u201d.<\/p>\n\n\n\n<p>This was the first time Australia, Japan, South Korea and New Zealand were invited as special guests to attend a NATO summit. While left unsaid by the prime minister, it was crucially important Australia attend at the leaders level and make our mark to secure Europe\u2019s attention on&nbsp;<a href=\"https:\/\/www.afr.com\/policy\/foreign-affairs\/nato-s-globalised-strategy-20220628-p5axf0\">Indo-Pacific security challenges<\/a>.<\/p>\n\n\n\n<p>Our invitation was clearly influenced by US President Joe Biden\u2019s&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2022\/06\/28\/press-gaggle-by-press-secretary-karine-jean-pierre-and-national-security-advisor-jake-sullivan-en-route-madrid-spain\/\">strong view<\/a>&nbsp;\u201cthe linkage in security between the Indo-Pacific and the Euro-Atlantic is only deepening\u201d.<\/p>\n\n\n\n<p>The prime minister took the opportunity of the visit to send a&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-28\/australian-pm-warns-china-to-learn-from-putin-s-mistakes-afr\">message<\/a>&nbsp;to the Chinese government that it should learn the lessons from Russia\u2019s \u201cstrategic failure\u201d in Ukraine.<\/p>\n\n\n\n<p>As it transpired, the Madrid Summit felt to many like a watershed moment that may influence Australian and global national security in the future.<\/p>\n\n\n\n<p>NATO and the partners demonstrated a unified commitment to the rule of law, sovereign borders and human security in Europe and beyond. All this in the face of the Russian invasion of Ukraine and the precedent it sets for other would-be aggressors.<\/p>\n\n\n\n<p>NATO had to also consider their response to China\u2019s growing influence and assertiveness and the security consequences of climate change. These are both of&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-22\/australia-s-spy-chief-to-assess-climate-change-security-risks\">crucial import<\/a>&nbsp;to Australia\u2019s future.<\/p>\n\n\n\n<p>The impact and importance of diplomatic moments like these need to be better communicated to the Australian public through the Department of Foreign Affairs and Trade (DFAT).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What happened at the Summit?<\/h2>\n\n\n\n<p>NATO\u2019s 30&nbsp;<a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/nato_countries.htm\">members<\/a>&nbsp;met to discuss Russia\u2019s invasion of Ukraine and endorse the new NATO&nbsp;<a href=\"https:\/\/www.nato.int\/strategic-concept\/\">Strategic Concept<\/a>.<\/p>\n\n\n\n<p>There were some clear headlines:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NATO will increase its troops on high alert by more than sevenfold to over 300,000<\/li>\n\n\n\n<li>NATO formally invited Finland and Sweden to join the alliance after Turkey withdrew its objections<\/li>\n\n\n\n<li>the Strategic Concept&nbsp;<a href=\"https:\/\/www.nato.int\/strategic-concept\/\">document<\/a>&nbsp;defines Russia as the \u201cmost significant and direct threat\u201d to Allies\u2019 security.<\/li>\n<\/ul>\n\n\n\n<p>This document also addresses China for the first time and the challenges Beijing poses toward Allies\u2019 security, interests and values. The language used about China is frank, with statements including:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The PRC employs a broad range of political, economic and military tools to increase its global footprint and project power, while remaining opaque about its strategy, intentions and military build-up [\u2026] It strives to subvert the rules-based international order, including in the space, cyber and maritime domains.<\/p>\n<\/blockquote>\n\n\n\n<p>China has&nbsp;<a href=\"https:\/\/www.newsweek.com\/china-nato-summit-japan-south-korea-security-defense-1720169\">responded<\/a>&nbsp;that:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>NATO\u2019s so-called new Strategic Concept is only old wine in a new bottle. It still has not changed the Cold War mentality of creating imaginary enemies and bloc confrontation.<\/p>\n<\/blockquote>\n\n\n\n<p>NATO also&nbsp;<a href=\"https:\/\/reliefweb.int\/report\/world\/secretary-generals-report-climate-change-security-impact-assessment-2022#:%7E:text=In%20a%20'sobering'%20assessment%20report,as%20the%20world%20warms%20further'.\">states<\/a>&nbsp;climate change is \u201ca defining challenge of our time\u201d. This is in accordance with the&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/2022\/mar\/23\/climate-crisis-is-greatest-threat-to-australias-future-and-security-former-defence-leaders-warn#:%7E:text=3%20months%20old-,Climate%20crisis%20is%20greatest%20threat%20to%20Australia's,security%2C%20former%20defence%20leaders%20warn&amp;text=The%20climate%20crisis%20is%20the,of%20defence%20leaders%20has%20warned.\">view<\/a>&nbsp;of former defence chiefs aired in the context of the federal election.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Australia has been deepening ties with NATO<\/h2>\n\n\n\n<p>Australia\u2019s invitation is the result of a long-term strategy to deepen ties with NATO. Australia is a partner not a member, and so this invitation to the Asia-Pacific countries is significant. It reflects NATO\u2019s intent to focus on China and Indo-Pacific security for the first time in its history.<\/p>\n\n\n\n<p>Australia\u2019s relationship with NATO began to grow&nbsp;<a href=\"https:\/\/belgium.embassy.gov.au\/bsls\/relnato.html#:%7E:text=In%202014%2C%20NATO%20further%20recognised,General%20Jens%20Stoltenberg%20to%20Australia.\">closer<\/a>&nbsp;as a result of our deployments in Afghanistan under the NATO-led International Security Assistance Force. Australia and NATO signed a joint political declaration in June 2012, then Individual Partnership and Cooperation Programs in 2013 and 2017.<\/p>\n\n\n\n<p>In 2014, NATO further recognised Australia as a \u201cvaluable, capable and reliable partner\u201d by granting Australia \u201cenhanced opportunities partner\u201d status (along with Finland, Georgia, Jordan, Sweden and Ukraine).<\/p>\n\n\n\n<p>And in August 2019, Australia and NATO signed a renewed partnership agreement during an historic&nbsp;<a href=\"https:\/\/www.dfat.gov.au\/news\/news\/Pages\/visit-to-australia-by-nato-secretary-general\">visit<\/a>&nbsp;of NATO Secretary General Jens Stoltenberg to Australia.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Side goals<\/h2>\n\n\n\n<p>The prime minister also had some important goals on the sidelines of the summit, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a visit to&nbsp;<a href=\"https:\/\/www.pm.gov.au\/media\/visit-europe\">Paris<\/a>&nbsp;to improve the relationship with France after the AUKUS submarine announcement<\/li>\n\n\n\n<li><a href=\"https:\/\/www.abc.net.au\/news\/2022-06-30\/free-trade-negotiations-with-europe-to-resume-within-months\/101195476\">talks<\/a>&nbsp;to reinvigorate the EU trade relationship<\/li>\n\n\n\n<li>and bilateral meetings with the King and Queen of Spain, UK Prime Minister Boris Johnson, and US President Joe Biden.<\/li>\n<\/ul>\n\n\n\n<p>He may include a visit to Ukraine, security allowing, following the Indonesian president\u2019s recent visit to Kyiv. The prime minister had been urged to visit Ukraine to underscore his commitment to that issue.
