{"id":9232,"date":"2022-07-08T08:30:00","date_gmt":"2022-07-07T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9232"},"modified":"2023-08-07T10:20:44","modified_gmt":"2023-08-07T00:20:44","slug":"south-east-asia-snapshot-30","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/south-east-asia-snapshot-30\/","title":{"rendered":"Southeast Asia snapshot #30"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |    <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Myanmar\u2019s junta-appointed Defense Minister attends ASEAN defense meeting<\/h4>\n\n\n\n<p>On 22 June 2022, Myanmar\u2019s military-appointed Defense Minister, General Mya Tun Oo, attended the <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/myanmar-minister-joins-southeast-asian-defense-meeting-85551483\">16<sup>th<\/sup> ASEAN Defense Ministers Meeting<\/a> with other <a href=\"https:\/\/www.sandiegouniontribune.com\/news\/nation-world\/story\/2022-06-22\/myanmar-minister-joins-southeast-asian-defense-meeting\">Southeast Asian counterparts<\/a> in Cambodia despite calls from various groups to <a href=\"https:\/\/www.stripes.com\/theaters\/asia_pacific\/2022-06-22\/myanmar-minister-joins-southeast-asian-defense-meeting-6423170.html\">exclude the junta<\/a> from the meeting.<\/p>\n\n\n\n<p>The meeting\u2019s joint statement commits ASEAN member states to <a href=\"https:\/\/www.thehindu.com\/news\/international\/myanmar-minister-joins-southeast-asian-defence-meeting\/article65553049.ece\">further promote the implementation of the five-point consensus<\/a> and to the continued support of <a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2022-06-22\/myanmar-minister-attends-asean-defence-meeting-despite-calls-to-exclude-junta\">the ASEAN Special Envoy<\/a>. The meeting, however, was not positively received by all parties.<\/p>\n\n\n\n<p>Some believed that allowing the Minister to attend the meeting could legitimize the junta\u2019s <a href=\"https:\/\/www.scmp.com\/news\/asia\/southeast-asia\/article\/3182681\/myanmar-minister-joins-asean-defence-meeting-junta-shifts\">attacks on human rights and democracy in Myanmar<\/a>. The Cambodian Defense Minister, Tea Banh, reiterated his ambition of <a href=\"https:\/\/www.rappler.com\/world\/asia-pacific\/myanmar-minister-attends-asean-defense-meeting-despite-calls-to-exclude-junta\/\">using forums to find resolutions<\/a> to the current crisis. The Malaysian Defense Ministry presented a firm stance, stating that although the <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/world\/835740\/myanmar-minister-attends-asean-defense-meeting-despite-calls-to-exclude-junta\/story\/\">gathering involved the junta<\/a>, Malaysia would <a href=\"https:\/\/www.rfa.org\/english\/news\/myanmar\/admm-06222022161316.html\">never recognize the military government as a legitimate ruler of Myanmar<\/a>. &nbsp;&nbsp;<\/p>\n\n\n\n<p>Despite the attendance of all ASEAN member states at the meeting, it is clear that the <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-asean-has-to-do-more-for-myanmar-government-in-exile-says-as-junta\/\">junta is not recognized or accepted by the bloc<\/a>. More pressure may be placed on Cambodia, as the current ASEAN Chair, to exclude the junta from upcoming ASEAN meetings.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">ASEAN progress in dealing with the Myanmar crisis<\/h4>\n\n\n\n<p>Since the <a href=\"https:\/\/www.bbc.com\/news\/world-asia-55902070\">coup in 2021<\/a>, ASEAN has struggled to manage the issues in Myanmar. On 22 June 2022, the junta moved Aung San Suu Kyi from <a href=\"https:\/\/www.nationthailand.com\/international\/40016933\">house arrest to a secret prison in Naypyidaw<\/a>. Her court proceedings will be <a href=\"https:\/\/edition.cnn.com\/2022\/06\/22\/asia\/myanmar-suu-kyi-prison-trial-intl-hnk\/index.html\">conducted behind closed doors<\/a> with limited details being released to public media. Some fear that the junta is planning <a href=\"https:\/\/www.bbc.com\/news\/world-asia-61906979\">to detain Aung San Suu Kyi for the rest of her life<\/a> given her prison sentences exceed 100 years.<\/p>\n\n\n\n<p>As the current ASEAN Chair, Cambodia has <a href=\"https:\/\/www.nationthailand.com\/international\/40017130\">raised concern regarding this transfer<\/a> and has <a href=\"https:\/\/www.khmertimeskh.com\/501102126\/pushing-the-bar-asean-wants-junta-to-reverse-decision-to-put-suu-kyi-in-jail\/\">urged the junta to return Suu Kyi back home<\/a> due to her <a href=\"https:\/\/www.voacambodia.com\/a\/asean-envoy-calls-for-suu-kyi-return-to-house-arrest-ahead-of-myanmar-visit-\/6635192.html\">poor health and well-being<\/a>. The ASEAN Special Envoy, Prak Sokhonn, also <a href=\"https:\/\/www.arabnews.com\/node\/2111586\/world\">encouraged the military regime to exercise compassion<\/a> in the process of returning Myanmar back to normalcy, assuring that <a href=\"https:\/\/www.ucanews.com\/news\/release-suu-kyi-from-prison-says-asean-envoy\/97808\">the other ASEAN members share the same concerns<\/a>. Interestingly, Suu Kyi\u2019s transfer was done just a <a href=\"https:\/\/www.irrawaddy.com\/news\/burma\/aseans-envoy-on-myanmar-urges-suu-kyis-return-to-house-arrest-from-solitary-confinement.html\">few days before the ASEAN Special Envoy&#8217;s second visit<\/a> to Myanmar.<\/p>\n\n\n\n<p>This second visit from 29 June \u2013 3 July, aimed to &nbsp;<a href=\"https:\/\/www.voacambodia.com\/a\/asean-special-envoy-making-2nd-visit-to-strife-torn-myanmar\/6639851.html\">push for further implementation of the five-point consensus<\/a>, to assist in <a href=\"https:\/\/independenttribune.com\/news\/national\/govt-and-politics\/asean-special-envoy-begins-second-visit-to-myanmar\/article_93fdcf87-e12c-53bd-9d49-a94cc5964092.html\">establishing dialogue<\/a> and to deliver <a href=\"https:\/\/cambodianess.com\/article\/prak-sokhonn-to-pay-second-working-visit-to-myanmar\">humanitarian assistance in Myanmar<\/a>.<\/p>\n\n\n\n<p>China has supported the visit, highlighting their <a href=\"https:\/\/cambodianess.com\/article\/sokhonn-sees-hope-in-myanmar-talks\">commitment to humanitarian assistance<\/a> by <a href=\"http:\/\/english.www.gov.cn\/news\/internationalexchanges\/202207\/01\/content_WS62be5962c6d02e533532d0d7.html#:~:text=China%20donates%202m%20doses%20of%20COVID%2D19%20vaccines%20to%20ASEAN%20for%20Myanmar,-Updated%3A%20Jul%2001&amp;text=YANGON%20%E2%80%94%20China%20donated%202%20million,ASEAN's%20humanitarian%20assistance%20to%20Myanmar.\">donating two million COVID-19 vaccines to ASEAN<\/a> for the vulnerable in Myanmar. This falls in line with China\u2019s attempts to reflects <a href=\"https:\/\/www.thestar.com.my\/aseanplus\/aseanplus-news\/2022\/07\/01\/china-donates-two-million-doses-of-covid19-vaccines-to-asean-for-myanmar\">support ASEAN\u2019s current agenda<\/a>.<\/p>\n\n\n\n<p>Despite the <a href=\"https:\/\/wnyt.com\/associated-press\/international\/asean-special-envoy-making-2nd-visit-to-strife-torn-myanmar\/\">warm welcome from the military government<\/a> for the Special Envoy\u2019s visit, the junta made it clear that Prak Sokhonn would <a href=\"https:\/\/www.rfa.org\/english\/news\/myanmar\/entreaty-07012022204718.html\">not be allowed to meet with Aung San Suu Kyi<\/a> given her trial. However, the Special Envoy was allowed to meet with the <a href=\"https:\/\/www.manilatimes.net\/2022\/07\/01\/news\/world\/asean-envoy-seeks-consensus-action-in-myanmar\/1849358\">junta&#8217;s leader and other ethnic armed groups<\/a> to foster dialogue.<\/p>\n\n\n\n<p>This has sparked many questions surrounding the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/asean-envoy-appeals-myanmar-junta-spare-suu-kyi-jail-2022-06-27\/\">effectiveness of the current ASEAN Special Envoy<\/a> and progress toward peace in Myanmar. Some believe that this second visit will result in <a href=\"https:\/\/infotourism.news\/second-visit-to-myanmar-excluding-key-stakeholders-for-asean-envoy-radio-free-asia\/\">little progress<\/a> as the junta remains resistant to cooperation in implementing the peace plan.<\/p>\n\n\n\n<p>The spokesman for the NUG, meanwhile, expressed the <a href=\"https:\/\/www.rfa.org\/english\/news\/myanmar\/trip-06292022162714.html\">impossibility of the Envoy to produce any successful outcomes<\/a> given he can only meet with the junta while other important stakeholders remain barred from the meeting.<\/p>\n\n\n\n<p>A concern that has emerged through this visit is the perception that the junta has earned the power to <a href=\"https:\/\/thediplomat.com\/2022\/06\/asean-special-envoy-begins-second-official-mission-to-myanmar\/\">slow down or speed up the processes<\/a> of the peace plans and dialogues. Regardless of this constraints, this visit can be viewed as a commitment made by the ASEAN Chair to see &nbsp;<a href=\"https:\/\/www.phnompenhpost.com\/national-politics\/top-diplomat-embarks-second-trip-myanmar\">Myanmar return to peace<\/a>.<\/p>\n\n\n\n<p>The ability of the Special Envoy to conduct a <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220701-dialogue-with-suu-kyi-not-impossible-says-myanmar-junta\">second visit<\/a> signals progress in establishing dialogue with some parties. This progress, however, remains limited as the junta continues to exercise control over every dialogue attempt by the Special Envoy.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Marcos Jr sworn in as President of the Philippines<\/h4>\n\n\n\n<p>On 30 June 2022, Ferdinand Marcos Jr, also known as \u201cBongbong\u201d, was <a href=\"https:\/\/www.channelstv.com\/2022\/06\/30\/ferdinand-marcos-jr-sworn-in-as-philippine-president\/\">sworn in as the 17<sup>th<\/sup> President of the Philippines<\/a>, succeeding outgoing president Duterte. This marks the <a href=\"https:\/\/www.cnnphilippines.com\/news\/2022\/6\/30\/Bongbong-Marcos-inauguration-Philippines-president.html\">return of Marcos rule<\/a> after former dictator Ferdinand Marcos Sr was <a href=\"https:\/\/edition.cnn.com\/2022\/06\/30\/asia\/philippines-president-ferdinand-bongbong-marcos-inauguration-intl-hnk\/index.html\">ousted from power 36 years ago<\/a>.<\/p>\n\n\n\n<p>In his inauguration speech, Marcos Jr <a href=\"https:\/\/www.khmertimeskh.com\/501104775\/philippines-marcos-jr-sworn-in-praises-rule-of-dictator-father\/\">praised his father\u2019s efforts<\/a> and <a href=\"https:\/\/economictimes.indiatimes.com\/news\/international\/us\/ferdinand-marcos-jr-sworn-in-as-the-new-president-of-the-philippines\/articleshow\/92567080.cms\">urged for unity within the Philippines<\/a>. He committed to tackling issues including the <a href=\"https:\/\/www.nytimes.com\/2022\/06\/30\/world\/asia\/philippines-marcos-inauguration.html\">economic downturn, climate change<\/a>, and <a href=\"https:\/\/www.channelnewsasia.com\/asia\/ferdinand-marcos-jr-praises-late-fathers-legacy-he-sworn-philippine-president-2782491\">food sufficiency in the Philippines<\/a> despite the crisis in Ukraine \u2013 even <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/philippines-president-marcos-says-food-sufficiency-urgent-issue-2022-06-30\/\">appointing himself as Agricultural Minister<\/a> to manage this particular challenge. Poignantly, he also reiterated a firm commitment to <a href=\"https:\/\/www.ndtv.com\/world-news\/late-dictators-son-ferdinand-marcos-jr-sworn-in-as-philippine-president-3114484\">defend the Philippines in the South China Sea dispute<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/apnews.com\/article\/covid-health-asia-kamala-harris-82d6fee9838271d030fbd1b46e9927d1\">Activists held protests<\/a> at the event to vocalize their concern about the <a href=\"https:\/\/www.nbcnews.com\/news\/world\/dictators-son-ferdinand-marcos-jr-sworn-philippine-president-rcna36057\">past trauma of martial law<\/a> on Filipinos. Some even called on Bongbong <a href=\"https:\/\/www.ucanews.com\/news\/marcos-jr-sworn-in-as-philippines-president\/97857\">to fix the country\u2019s image<\/a>, damaged by Duterte\u2019s war on drugs.
