But the new law is just the first step. Over the next eight years to 2030, we must get on a steep trajectory of emissions reductions.<\/p>\n\n\n\n<p>The law set a national target to cut emissions by 43% this decade, based on 2005 levels. While this brings Australia closer to the&nbsp;<a href=\"https:\/\/www.climatecouncil.org.au\/wp-content\/uploads\/2021\/10\/From-Paris-to-Glasgow_V6-FA_Low_Res_Single_Pages_edit.pdf\">international consensus<\/a>, we should be aiming to go much further, much faster.<\/p>\n\n\n\n<p>When Prime Minister Anthony Albanese&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/NDC\/2022-06\/NDC%202022%20Update%20Letter%20to%20UNFCCC.pdf\">informed<\/a>&nbsp;the United Nations of Australia\u2019s new target, he wrote of his government\u2019s aspiration for \u201ceven greater emission reductions in the coming decade\u201d. But how will Australia go beyond a 43% cut to emissions? And what policies should the government implement and fund first?<\/p>\n\n\n\n<p>A&nbsp;<a href=\"https:\/\/www.climatecouncil.org.au\/resources\/power-up-ten-climate-gamechangers\/\">roadmap<\/a>&nbsp;released today by the Climate Council charts the way forward. It sets out key goals Australia should be chasing this decade, and ten climate policy \u201cgame-changers\u201d to help get us there.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/483933\/original\/file-20220912-16-jww77z.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"man talks in parliament as three others watch on smiling\" \/><figcaption class=\"wp-element-caption\">The federal government has passed its climate bill \u2013 now the real work begins.&nbsp;Lukas Coch\/AAP<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">100% renewables by 2030<\/h2>\n\n\n\n<p>Australia\u2019s energy grid is responsible for 33% of our national emissions. Today,&nbsp;<a href=\"https:\/\/www.cleanenergycouncil.org.au\/resources\/resources-hub\/clean-energy-australia-report\">59% of our electricity<\/a>&nbsp;comes from coal-fired power plants.<\/p>\n\n\n\n<p>Renewables are not just a clean form of energy \u2013 they are also the cheapest form of new energy. Our analysis suggests Australia should aim to achieve 100% renewables by 2030.<\/p>\n\n\n\n<p>We must also increase overall power generation by around 40% this decade to make steep inroads into electrifying other sectors of the economy.<\/p>\n\n\n\n<p>Here\u2019s how to do it:<\/p>\n\n\n\n<p><strong>1. Enable transmission infrastructure:<\/strong>&nbsp;the federal government has&nbsp;<a href=\"https:\/\/www.afr.com\/companies\/energy\/labor-s-poles-wires-spend-to-deliver-infrastructure-just-in-time-20220607-p5aroz\">promised A$20 billion<\/a>&nbsp;for transmission infrastructure. This is crucial. To connect renewables to the grid, we need new transmission lines, and lots of them. The total length of transmission will need to be about&nbsp;<a href=\"https:\/\/aemo.com.au\/-\/media\/files\/major-publications\/isp\/2022\/2022-documents\/a5-network-investments.pdf?la=en\">24 times what it is now<\/a>.<\/p>\n\n\n\n<p><strong>2. Boost storage:<\/strong>&nbsp;to support grid security, we\u2019ll need lots of electricity storage \u2013 think grid-scale batteries and pumped-hydro. To encourage greater investment the federal government should set a mandatory Renewable Energy Storage target, with specific goals for additional storage each year to 2030.<\/p>\n\n\n\n<p><strong>3. Upskill Australians:<\/strong>&nbsp;a new energy system will need skilled workers. The federal government must help workers upskill for clean trades through new investment in TAFE courses and electrical apprenticeships.<\/p>\n\n\n\n<p><strong>4. Establish a National Energy Transition Authority:<\/strong>&nbsp;this new organisation should set closure dates and develop transition plans for all coal-fired power stations by 2024, and support communities through the process.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/483934\/original\/file-20220912-24-zh4epx.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"man in high-vis and hard hat stands outside fence with batteries in background\" \/><figcaption class=\"wp-element-caption\">Battery storage, such as this Tesla facility in South. Australia must increase rapidly to secure a renewables-powered grid.&nbsp;David Mariuz\/AAP<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Clean up transport<\/h2>\n\n\n\n<p>Australia\u2019s transport sector is responsible for 19% of national greenhouse gas emissions. By the end of this decade, transport emissions should be halved. Almost all new cars in Australia will need to be zero-emissions vehicles, and we\u2019ll need major improvements in public and active transport infrastructure and use.<\/p>\n\n\n\n<p>How do we get there?<\/p>\n\n\n\n<p><strong>5. Fuel efficiency:<\/strong>&nbsp;the federal government should implement mandatory&nbsp;<a href=\"https:\/\/www.climatecouncil.org.au\/how-australia-can-boost-electric-vehicle-supply\/\">fuel efficiency standards<\/a>. Already common across the developed world, these standards encourage auto companies to supply more low and zero-emissions vehicles to the market.<\/p>\n\n\n\n<p>The standards can be made more stringent over time, ensuring an orderly shift to zero-emissions vehicles. Without them, Australia risks becoming a dumping ground for polluting older-model cars \u2013 while the rest of the world charges ahead.<\/p>\n\n\n\n<p><strong>6. Ditch dirty diesel:<\/strong>&nbsp;Governments \u2013 both state and federal \u2013 need to invest in cleaner and more convenient public transport. A key first step is replacing diesel buses with a renewable electric fleet.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/483931\/original\/file-20220912-24-azifze.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"people line up to board bus\" \/><figcaption class=\"wp-element-caption\">Diesel buses should be replaced with renewable-electric alternatives.&nbsp;Dan Himbrechts\/AAP<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Net-zero buildings<\/h2>\n\n\n\n<p>Some 20% of Australia\u2019s emissions are created by the building sector. (It should be noted, this figure includes electricity consumed in buildings, which is also counted as emissions from the energy sector). To reach our climate goals we\u2019ll need to change the way our homes, businesses and other buildings are constructed and run.<\/p>\n\n\n\n<p>This should be done by:<\/p>\n\n\n\n<p><strong>7. Tightening building rules:<\/strong>&nbsp;The National Construction Code must be tightened so all new homes are net-zero emissions \u2013 through energy efficient design, rooftop solar and all-electric appliances.<\/p>\n\n\n\n<p>By 2025 gas connections should be banned for new homes, and new gas appliances should be banned for established homes. This would ensure the move to cheaper and cleaner forms of heating and cooking.<\/p>\n\n\n\n<p>Households will also need government support to refit their homes with electric appliances, through incentive programs and concessional finance. As Australians switch energy-efficient renewables-powered homes, they\u2019ll&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2021-10-04\/rewiring-australian-households-could-save-up-to-6000-per-year\/100512028\">save on bills<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/483935\/original\/file-20220912-14-mjmkwi.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"Burning gas element on stove\" \/><figcaption class=\"wp-element-caption\">It\u2019s time to say goodbye to gas connections in new homes.&nbsp;Joel Carrett\/AAP<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Overhaul industry<\/h2>\n\n\n\n<p>Australia\u2019s industrial sector creates 34% of our national emissions \u2013 and that\u2019s excluding electricity use. These emissions must be halved, by increasing energy efficiency, electrifying processes where possible, switching fuels and phasing out fossil fuel extraction.<\/p>\n\n\n\n<p>At the same time, we must seize new economic opportunities for industry in a future low-carbon world.<\/p>\n\n\n\n<p>Reaching this goal will require:<\/p>\n\n\n\n<p><strong>8. Proper rules for big polluters:<\/strong>&nbsp;The federal government must reform what\u2019s known as the \u201c<a href=\"https:\/\/www.dcceew.gov.au\/about\/news\/reforming-the-safeguard-mechanism-hys\">safeguard mechanism<\/a>\u201d to ensure big polluters do their fair share to cut emissions. This includes government incentives to drive the steepest emissions reduction possible.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Redirect public spending<\/h2>\n\n\n\n<p>Public spending must be aligned with the net-zero goal. That means:<\/p>\n\n\n\n<p><strong>9. No more handouts:<\/strong>&nbsp;federal and state governments spent&nbsp;<a href=\"https:\/\/theconversation.com\/we-pay-billions-to-subsidise-australias-fossil-fuel-industry-this-makes-absolutely-no-economic-sense-189866\">an estimated<\/a>&nbsp;$11.6 billion on subsidies for the fossil fuel industry last financial year, up $1.3 billion on the previous year. These handouts, such as fuel tax credits, must stop.<\/p>\n\n\n\n<p><strong>10. Create a climate and energy investment plan:<\/strong>&nbsp;the federal government should introduce climate budget statements outlining how taxpayer investment is aligned with the goal of rapidly reducing emissions.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/images.theconversation.com\/files\/483936\/original\/file-20220912-16-d35anx.jpg?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip\" alt=\"coal pile and machinery at port\" \/><figcaption class=\"wp-element-caption\">Australian governments spent $11.6 billion on fossil fuel subsidies last financial year.&nbsp;Darren Pateman\/AAP<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Time to get started<\/h2>\n\n\n\n<p>Australia has already warmed by&nbsp;<a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg1\/downloads\/factsheets\/IPCC_AR6_WGI_Regional_Fact_Sheet_Australasia.pdf\">around 1.4\u2103<\/a>&nbsp;since pre-industrial times. We\u2019re suffering significant losses from accelerating climate change, and worse is on the way.<\/p>\n\n\n\n<p>The passing of the climate bill into law has set the floor for action.
