Pacific leaders speak at UNGA77"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/rachel-smith\">RACHEL SMITH<\/a>  |  <\/p>\n\n\n\n<p>The 77<sup>th<\/sup> United Nations General Assembly (UNGA77) motto was <em>\u201ca watershed moment: transformative solutions to interlocking challenges,\u201d <\/em>with member states encouraged to come prepared to develop transformative solutions to global challenges. This was heeded by the leaders of the Pacific who spoke with influence across a range of topics, but with a consistent theme\u2014\u201cThe Pacific\u2019s challenges are the world\u2019s challenges.\u201d &nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Climate Change<\/h4>\n\n\n\n<p>President Nikenike Vurobaravu of <a href=\"https:\/\/gadebate.un.org\/sites\/default\/files\/gastatements\/77\/vu_en.pdf\">Vanuatu<\/a> asked movingly for climate change to be measured in human lives rather than degrees or tons of carbon before calling for the development of a Fossil Fuel Non-Proliferation Treaty that would see coal, oil and gas phased down to a level consistent with the 1.5\u00b0 target, and a fair transition for workers, communities and nations dependent on fossil fuels.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.forumsec.org\/2022\/09\/23\/remarks-tuvalu-pm-natano-statement-to-unga77\/\">Tuvalu<\/a> and the <a href=\"https:\/\/gadebate.un.org\/sites\/default\/files\/gastatements\/77\/mh_en.pdf\">Marshall Islands<\/a> launched the \u2018<a href=\"https:\/\/apnews.com\/article\/united-nations-general-assembly-drowning-island-nations-75f5390daf98d1d385da7dd4a869ae09\"><em>Rising Nations Initiative\u2019<\/em><\/a><em> <\/em>on the sidelines of UNGA77. The Initiative calls for a \u2018<a href=\"https:\/\/www.france24.com\/en\/live-news\/20220921-pacific-atoll-nations-launch-global-plan-to-preserve-heritage\">global settlement that guarantees nation states<\/a> \u2026 a permanent existence beyond the inhabitable lifetime of our atoll homes\u2019.<\/p>\n\n\n\n<p>COP27 was high on the agenda for the Pacific representatives in the General Debate and at side events such as the Alliance of Small Island States\u2019<a href=\"https:\/\/www.aosis.org\/un-secretary-general-at-aosis-leaders-conference-polluters-must-pay\/\"> Leaders Breakfast<\/a> and the <a href=\"https:\/\/www.un.org\/ohrlls\/news\/opening-statement-island-resilience-forum-sc15ncenotsilence%E2%80%9D\">Island Resilience Forum: SC1.5NCEnotSILENCE<\/a>. <a href=\"https:\/\/www.forumsec.org\/2022\/09\/22\/remarks-fsm-president-panuelo-national-statement-to-the-unga77\/\">The Federated States of Micronesia<\/a> and <a href=\"https:\/\/www.forumsec.org\/2022\/09\/23\/remarks-solomon-islands-pm-manasseh-d-sogavare-delivers-national-statement-to-unga77\/\">Solomon Islands<\/a> used their addresses to the General Assembly to call for action on loss and damage as a result of climate change and provision for a&nbsp; <a href=\"https:\/\/climatenetwork.org\/2022\/09\/06\/over-400-organisations-demand-that-loss-and-damage-is-on-the-agenda-for-cop27\/\">Loss and Damage Finance Facility<\/a> to be placed on the COP27 agenda.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Geopolitics<\/h4>\n\n\n\n<p>The Pacific Island Forum (PIF) countries came ready to present the Pacific as stewards of the Blue Pacific Continent. \u201c<a href=\"https:\/\/youtu.be\/l2OEPza2LPQ\">Together, we are an oceanic superpower<\/a>,\u201d said Fijian Prime Minister and PIF Chair Voreqe Bainimarama during the global launch of the <em>\u2018<\/em><a href=\"https:\/\/www.forumsec.org\/wp-content\/uploads\/2022\/08\/PIFS-2050-Strategy-Blue-Pacific-Continent-WEB-5Aug2022.pdf\"><em>2050 Strategy for the Blue Pacific Continent<\/em><\/a><em>\u2019 <\/em>at UNGA77. He drew a polite, but firm line in the sand in front of the watching eyes of world leaders and representatives\u2014Pacific countries intend to protect the ocean that is their home, the source of their livelihoods and economic potential, and the world\u2019s largest carbon sink; they intend to become resilient and independent, particularly economically; and they expect the rest of the world to cooperate with them, as equals.<\/p>\n\n\n\n<p>It seems the world is listening. US Secretary of State Antony Blinken co-chaired the first <a href=\"https:\/\/www.state.gov\/secretary-antony-j-blinken-at-the-ministerial-meeting-of-the-partners-in-the-blue-pacific\/\">Ministerial Meeting of the Partners of the Blue Pacific<\/a> alongside Prime Minister Bainimarama on the margins of UNGA77. The meeting was attended by the current full members of the Partnership (the US, Australia, the UK, New Zealand and Japan) with Korea, India, Germany, Canada and France in attendance and <a href=\"https:\/\/foreignpolicywatchdog.com\/fiji\/fijis-prime-minister-and-us-secretary-of-state-antony-blinken-co-chair-the-first-partners-of-the-blue-pacific-meeting-in-new-york-2\">expressing their interest in joining<\/a>.<\/p>\n\n\n\n<p>The Pacific islands \u2018friends to all and enemies to none\u2019 foreign policy approach was reiterated by the <a href=\"https:\/\/www.forumsec.org\/2022\/09\/22\/remarks-fsm-president-panuelo-national-statement-to-the-unga77\/\">Federated States of Micronesia<\/a> and Solomon Islands. Solomon Islands Prime Minister, Manasseh Sogavare, rebuked those who have critiqued their growing partnership with China but also called for peace in the Taiwan Strait. Leaders of Marshall Islands, <a href=\"https:\/\/gadebate.un.org\/en\/77\/nauru\">Nauru<\/a>, <a href=\"https:\/\/www.forumsec.org\/2022\/09\/21\/33075\/\">Palau<\/a> and Tuvalu all called for Taiwan\u2019s formal inclusion in the United Nations, reminding the assembly that \u2018no one should be left behind\u2019 in implementing the Sustainable Development Goals (SDGs).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Peace and Security<\/h4>\n\n\n\n<p>With the Pacific island representatives ready to affirm their commitment to the SDGs, and express their concern the world is not on track to meet the 2030 Agenda, the voices of the Pacific Island nations also provided a consistent rallying cry for greater multilateralism.&nbsp; <a href=\"https:\/\/www.forumsec.org\/2022\/09\/23\/remarks-un-secretary-general-guterres-to-pacific-islands-forum-leaders\/\">Secretary-General Antonio Guterres<\/a> praised the PIF Leaders for their \u2018powerful, consistent and united voice\u2019.<\/p>\n\n\n\n<p>The SDGs were linked to the COVID-19 recovery efforts and the financial difficulties faced by Small Island Developing States (SIDS). Nauru, Palau, <a href=\"https:\/\/www.forumsec.org\/2022\/09\/22\/remarks-png-pm-marape-statement-to-unga-77\/\">Papua New Guinea<\/a>, <a href=\"https:\/\/www.forumsec.org\/2022\/09\/23\/remarks-samoa-pm-fiame-naomi-mataafa-delivers-national-statement-to-unga7\/\">Samoa<\/a>, Solomon Islands, <a href=\"https:\/\/www.forumsec.org\/2022\/09\/23\/remarks-tuvalu-pm-natano-statement-to-unga77\/\">Tonga<\/a> and Vanuatu all called for greater support for the development of the <a href=\"https:\/\/www.un.org\/ohrlls\/mvi\">Multidimensional Vulnerability Index<\/a> (MVI) which would be used to determine external financing to help vulnerable countries recover from crises in place of the more inequitable measures of development, such as GNI per capita, which are traditionally used to determine the provision of financing.<\/p>\n\n\n\n<p>UNGA77 coincided with the International Day for the Total Elimination of Nuclear Weapons and Pacific leaders took the opportunity to remind the Assembly of the ongoing relevance of Nuclear Non-Proliferation to the Pacific. Russia\u2019s aggressions in Ukraine and blocking of consensus at the 10<sup>th<\/sup> Review of the Treaty on the Non-Proliferation of Nuclear Weapons in the leadup to UNGA77 were roundly condemned by Pacific leaders, who called for peace and greater multilateralism. <a href=\"https:\/\/gadebate.un.org\/sites\/default\/files\/gastatements\/77\/ki_en.pdf\">Kiribati<\/a> and Marshall Islands reminded the Assembly of the harm endured in their countries as a result of nuclear testing. Federated States of Micronesia, Marshall Islands, Tuvalu and Solomon Islands all expressed concerns over Japan\u2019s plan to release treated water from the Fukushima nuclear site into the Pacific.<\/p>\n\n\n\n<p>Pacific island representatives also raised concerns over abuses in West Papua and China\u2019s Xinjiang region (Marshall Islands) and the ongoing embargo of Cuba as a human rights issue (Nauru, Solomon Islands, Tuvalu).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Wrap up<\/h4>\n\n\n\n<p>Pacific leaders were consistent in their messaging at UNGA77, demonstrating their commitment to <em>solidarity, sustainability <\/em>and <em>science<\/em>; and demonstrating their commitment to finding transformative solutions. Secretary-General Guterres praised the Pacific leaders for their strong, moral voices and implored them to not lose hope and continue to advocate loudly. As the global community begins to prepare for COP27 it is hoped that the voice of the Pacific, not just as a number of small islands but as a powerful \u2018Blue Continent\u2019 bloc, will be reflected in the agenda and results of the next major meeting of the world\u2019s leaders.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p class=\"author label\">AUTHOR<\/p>\n\n\n\n<p><em>Rachel Smith is a post-graduate research student at Griffith University.
