{"id":9451,"date":"2022-11-03T08:30:00","date_gmt":"2022-11-02T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9451"},"modified":"2023-08-07T10:16:41","modified_gmt":"2023-08-07T00:16:41","slug":"souteast-asia-snapshot-38","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/souteast-asia-snapshot-38\/","title":{"rendered":"Souteast Asia snapshot #38"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |   <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Malaysian Prime Minister dissolves Parliament<\/h4>\n\n\n\n<p>Prime Minister Ismail Sabri Yaakob announced the <a href=\"https:\/\/www.abc.net.au\/news\/2022-10-11\/malaysian-pm-dissolves-parliament-calls-snap-polls\/101520882\">dissolution of the Malaysian Parliament<\/a>, on 10 October 2022, with <a href=\"https:\/\/kstp.com\/associated-press\/ap-us-international\/malaysian-pm-dissolves-parliament-calls-snap-polls\/\">a snap election<\/a> expected to follow in November.<\/p>\n\n\n\n<p>The dissolution came after the PM received the <a href=\"https:\/\/asia.nikkei.com\/Politics\/Malaysia-PM-dissolves-parliament-paving-way-for-election\">King of Malaysia&#8217;s consent<\/a>, a decision viewed as an effort to <a href=\"https:\/\/www.asahi.com\/ajw\/articles\/14739474\">clear<\/a> all the criticism of his government and to <a href=\"https:\/\/www.cnbc.com\/2022\/10\/10\/malaysias-prime-minister-dissolves-parliament.html\">ensure<\/a> the people have the power to create a strong sustainable government. While the date of the vote is yet to be <a href=\"https:\/\/apnews.com\/article\/elections-malaysia-general-government-and-politics-16b60de3340a0fa9d9f298ba87cde934\">announced<\/a> by the Malaysian Election Commission, it must be <a href=\"https:\/\/www.wionews.com\/world\/malaysia-pm-dissolves-parliament-calls-for-snap-elections-523962\">within 60 days<\/a> from the dissolution.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.kxly.com\/i\/malaysian-pm-dissolves-parliament-calls-snap-polls\/\">Members of the government and opposition<\/a> have expressed concern that the election will be difficult due to the arrival of the monsoon season which often brings deadly floods. The Sultan, however, believes there was no other way but to approve the dissolution request to ensure the people <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/pm-ismail-dissolves-malaysian-parliament-paving-way-for-snap-elections\">can vote and create a good government<\/a>. The Pejuang Party views the snap election as dangerous due to the floods, encouraging people to reject the UMNO\u2019s calls for an election.<\/p>\n\n\n\n<p>Although the dissolution <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3195418\/malaysia-pm-dissolves-parliament-paving-way-snap-election-during\">aims<\/a> to offer the Malaysian people a chance to choose their government, observers will need to be cautious about potential weather events before realising the shape of Malaysian politics in the future.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Indonesia launches its first homegrown COVID-19 vaccine<\/h4>\n\n\n\n<p>In a surprising move, Indonesia officially announced its <a href=\"https:\/\/www.thederrick.com\/ap\/business\/indonesia-launches-its-first-home-grown-covid-19-vaccines\/article_79a015b4-be88-514e-a778-6a0770511320.html\">first domestic COVID-19 vaccine<\/a>, on 13 October 2022, to reduce its <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20221021_38\/\">reliance<\/a> on importing vaccines, paving the way for Indonesia\u2019s vaccine <a href=\"https:\/\/www.voacambodia.com\/a\/indonesia-launches-its-first-home-grown-covid-19-vaccines\/6788484.html\">independency<\/a>. &nbsp;<\/p>\n\n\n\n<p>The vaccine\u2014named IndoVac\u2014is made by Indonesia\u2019s <a href=\"https:\/\/ktar.com\/story\/5289639\/indonesia-launches-its-first-home-grown-covid-19-vaccines\/\">pharmaceutical industry<\/a>, charged to produce the primary vaccine, booster vaccines, and vaccines for children reporting an 80% efficiency rate after two shots. Importantly, the dose is also fit for consumption by the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/indonesia-approves-first-home-grown-covid-vaccine-emergency-use-media-2022-09-28\/\">Muslim population<\/a>. Indonesia has <a href=\"https:\/\/www.usnews.com\/news\/health-news\/articles\/2022-10-13\/indonesia-launches-its-first-home-grown-covid-19-vaccines\">planned<\/a> to produce 20 million doses of primary vaccine within 2022 with the aim of at least 40 million doses in 2023 and 120 million doses in 2024.<\/p>\n\n\n\n<p>Indonesia is <a href=\"https:\/\/www.houstonchronicle.com\/lifestyle\/renew-houston\/health\/article\/Houston-doctors-COVID-vaccine-receives-emergency-17478236.php\">well placed<\/a> to assist middle to low-income countries that are currently fighting COVID-19 with the potential to <a href=\"https:\/\/www.reuters.com\/business\/healthcare-pharmaceuticals\/indonesia-talks-with-african-countries-export-its-homemade-covid-shot-2022-10-07\/\">soon export the vaccine<\/a> to other Global South countries as well. President Widodo has announced Indonesia\u2019s <a href=\"https:\/\/www.courthousenews.com\/indonesia-launches-its-first-home-grown-covid-19-vaccines\/\">vaccine independence<\/a> with the development of the IndoVac deemed by some as a <a href=\"https:\/\/thediplomat.com\/2022\/10\/indonesia-launches-first-home-grown-covid-19-vaccine\/\">new era<\/a> of Indonesian leadership in fighting and managing the pandemic.<\/p>\n\n\n\n<p>IndoVac will enable Indonesia to have access to easier, safer, and cheaper COVID-19 vaccines which will be an important asset for the country\u2019s future fight against the pandemic.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Thailand\u2019s response to October 6 mass shooting<\/h4>\n\n\n\n<p>Following the October 6 mass shooting, resulting in the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/least-20-people-killed-mass-shooting-thailand-police-2022-10-06\/\">death of 37 people<\/a> (including 24 children, the gunman, and his wife and child), the Thai government has announced rapid changes to the country\u2019s weapons and protection systems ahead of the 2023\u2019s general election.<\/p>\n\n\n\n<p>With condolences, Prime Minister <a href=\"https:\/\/www.aljazeera.com\/news\/2022\/10\/7\/grief-and-shock-in-thailand-over-attack-on-daycare-tiny-angels\">Prayuth Chan-o-cha<\/a> and the <a href=\"https:\/\/asia.nikkei.com\/Politics\/Thailand-massacre-triggers-king-s-appearance-as-opposition-pounces\">King of Thailand<\/a> visited the victims\u2019 families with the promise of <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-10-12\/thailand-to-tighten-gun-control-rules-after-mass-massacre#xj4y7vzkg\">stricter gun ownership rules<\/a> and tougher regulations on <a href=\"https:\/\/english.news.cn\/asiapacific\/20221012\/16557776b9e140168934030b15543667\/c.html\">drug use<\/a>. Authorities have been instructed to <a href=\"https:\/\/edition.cnn.com\/2022\/10\/11\/asia\/thailand-pm-gun-control-childcare-massacre-intl-hnk\/index.html\">look for illegal drug use<\/a> in communities and among government officials. They were also tasked with reviewing records of individuals who have misused guns to have their <a href=\"https:\/\/www.euronews.com\/2022\/10\/11\/thailand-shooting\">gun licenses revoked<\/a>. The government is recalling all firearms from officials and police who have <a href=\"https:\/\/www.abc.net.au\/news\/2022-10-11\/thai-pm-orders-tighter-gun-control-drugs-crackdown-after-mass-ki\/101520994\">exploited their weapons<\/a> during duty.<\/p>\n\n\n\n<p>The opposition party\u2014the Pheu Thai party\u2014has <a href=\"https:\/\/www.theguardian.com\/world\/2022\/oct\/07\/thailand-in-mourning-after-children-killed-in-mass-stabbing-and-shooting\">placed some blame on the Thai government<\/a> for ignoring the drug problem in Thailand. This will lead to an open session in the Thai House of Representatives. In response, some have called for reform in the Thai Police including <a href=\"https:\/\/www.theguardian.com\/world\/2022\/oct\/16\/in-wake-of-nursery-killings-thailand-faces-reckoning-over-drugs-guns-and-mental-health\">regular mental health check-up<\/a>s for officers. Internationally, the <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/10\/06\/statement-by-national-security-advisor-jake-sullivan-on-shooting-in-thailand\/\">United States<\/a> and <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2022-10-06\/statement-attributable-the-spokesperson-for-the-secretary-general-mass-shooting-thailand\">the UN Secretary-General<\/a> sent their condolences to the families of the victims.<\/p>\n\n\n\n<p>The incident has undoubtedly left a scar on Thailand and will shape the current firearm controls and continued efforts to manage illegal drug regulation.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Mahathir willing to be Malaysian Prime Minister for the third time<\/h4>\n\n\n\n<p>Despite serving for two terms for a total of 24 years, former Prime Minister Mahathir has <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/mahathir-willing-to-be-malaysian-pm-for-third-time-if-there-s-a-request\">expressed his readiness<\/a> for high office for the third term, if he\u2019s called to do so after the <a href=\"https:\/\/www.brecorder.com\/news\/40204185\/malaysia-to-hold-national-elections-on-november-19\">general election in November 2022<\/a>.<\/p>\n\n\n\n<p>This can only occur if, as said in late <a href=\"https:\/\/mothership.sg\/2022\/09\/mahathir-willing-to-be-prime-minister-third-time\/\">September 2022<\/a>, the coalition Gerakan Tanah Air (GTA) and the Malaysian public <a href=\"https:\/\/newsbeezer.com\/singapore\/mahathir-ready-to-be-malaysia-pm-for-third-time-if-theres-a-request\/\">request<\/a> him to do so. He has pledged to serve as long as he\u2019s able to function despite being 97 years old. Mahathir would only <a href=\"https:\/\/www.thestar.com.my\/news\/nation\/2022\/09\/24\/if-there-are-calls-i-am-open-to-being-pm-for-a-third-time-says-dr-m\">serve for a year<\/a> to get the country on a stable and sustainable track.<\/p>\n\n\n\n<p>Dr Mahathir hopes there is <a href=\"https:\/\/newsinfo.inquirer.net\/1682133\/mahathir-willing-to-be-malaysian-pm-for-third-time-if-theres-a-request\">no need for his reappointment<\/a> as prime minister but he <a href=\"https:\/\/asianews.network\/mahathir-willing-to-be-malaysian-pm-for-third-time-if-theres-a-request\/\">will not turn it down<\/a> if he was offered. He also believes that the win by the ruling UMNO party could result in the <a href=\"https:\/\/www.theguardian.com\/politics\/2022\/oct\/12\/mahathir-mohamad-97-year-old-malaysian-former-leader-to-run-for-parliament\">release of the former PM Najib Razak<\/a> as well. The former political secretary of Anwar Ibrahim\u2014Mahathir\u2019s opposition\u2014welcomed <a href=\"https:\/\/www.nst.com.my\/news\/politics\/2022\/10\/841632\/tun-mahathir-open-possibility-returning-pm-3rd-time\">Mahathir\u2019s decision to return<\/a> reiterating this as a sign of Malaysia\u2019s strong democracy. While many are closely observing his <a href=\"https:\/\/www.bbc.com\/news\/world-asia-63218662\">current health condition<\/a>, and therefore whether or not he is fit to serve in office, Mahathir\u2019s willingness to return for a third term may be an attempt to prevent political opponents from acquiring the office.
