It contended that further progress was afflicted by a lack of vision, poor technical understanding and patronage politics.<\/p>\n\n\n\n<p>Two years later, Indonesia has been hit by an unprecedented campaign of doxxing \u2014 the targeted, malicious publication of individuals\u2019 personal information \u2014 and wholesale data leaks. Perpetrated by an&nbsp;<a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3192562\/indonesia-hunts-down-bjorka-analysts-warn-hacking-spree-could-be\">anonymous hacker or team of hackers<\/a>&nbsp;using the alias \u2018Bjorka\u2019, sensitive data from intelligence agencies, state-owned enterprises, businesses and millions of ordinary citizens was exposed.<\/p>\n\n\n\n<p>While questions remain about the identity and motivations of Bjorka \u2014 which&nbsp;<a href=\"https:\/\/www.darkowl.com\/blog-content\/darknet-threat-actor-report-bjorka\/\">claims to be Warsaw-based<\/a>&nbsp;and seeks to redress abuses of power by security officials \u2014 their attack has resulted in the passage of the long-delayed Personal Data Protection (PDP) Bill. The leaks have also highlighted ongoing problems with the institutional basis of cybersecurity governance.
