Pre-polling has commenced for some voters, and campaigning has been in full swing for some time.<\/p>\n\n\n\n<p>Opposition parties continue to point to what they see as constraints on the process. In addition, the Electoral Commission is moving against candidates considered to be in breach of electoral law and regulations.<\/p>\n\n\n\n<p>Just this week, <a href=\"https:\/\/www.fijivillage.com\/news\/Peoples-Alliance-Deputy-Leaders-Lynda-Tabuya-and-Dan-Lobendahn-charged-with-vote-buying-and-breach-of-campaign-rules-5fx84r\/#.Y47Be3O98dI.twitter\">two leading members of the People\u2019s Alliance Party<\/a>\u2014Lynda Tabuya and Dan Lobendahn \u2013 have been charged with vote buying and breaching campaign rules. Their case has been adjourned until February next year.<\/p>\n\n\n\n<p>Meanwhile, the National Federation Party has written to the Supervisor of Elections and the Multinational Observers\u2019 Group to raise concerns about an alleged middle-of-the-night visit by the Fiji First Party Secretary-General to the facility where ballot papers are printed.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Corruption convictions for naturalised Marshallese citizens<\/h4>\n\n\n\n<p>Two naturalised Marshallese citizens have been <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/480028\/pair-plead-guilty-to-conspiring-to-bribe-marshall-islands-officials\">convicted<\/a> of attempting to bribe government officials in a court in New York. Cary Yan and Gina Zhou pleaded guilty to charges brought under the US Foreign Corrupt Practices Act.<\/p>\n\n\n\n<p>The prosecution claimed that the pair had sought to undermine the democracy of Marshall Islands for their own monetary gain. The scheme centred around the payment of bribes to Marshallese legislators to influence the Parliament in declaring the Rongelap atoll as a \u2018Special Administrative Region\u2019 (SAR) within the country.<\/p>\n\n\n\n<p>It is still not known which Marshallese officials were targeted by Yan and Zhou. The previous administration led by Hilda Heine withstood attempts to push legislation to create the SAR through the Nitijela. In January of 2020, David Kabua succeeded Heine as President of the country. A resolution to create the SAR was passed by the Nitijela in March of 2020.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Call for Indonesia boycott<\/h4>\n\n\n\n<p>The influential Pacific Conference of Churches (PCC) has called for a <a href=\"https:\/\/asiapacificreport.nz\/2022\/12\/04\/pacific-churches-call-for-boycott-of-indonesian-products-over-papua\/\">boycott<\/a> of Indonesian goods and all programmes that are provided or sponsored by the Indonesian government.<\/p>\n\n\n\n<p>The call is part of a longstanding campaign by the PCC in support of the people of West Papua. In particular, the PCC is focused on maintaining pressure on Jakarta to facilitate a visit to West Papua by the UN High Commissioner for Human Rights. This was something that the Pacific Islands Forum called for in 2019 but has yet to happen.<\/p>\n\n\n\n<p>Last week, supporters of West Papua marked the 61<sup>st<\/sup> anniversary of the raising of the Morning Star flag. Rev James Bhagwan of the PCC and Shamima Ali of the Fiji Women\u2019s Crisis Centre called on Pacific leaders to withstand Indonesian attempts to silence support for West Papua, including by way of \u2018chequebook diplomacy\u2019.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Millennium Challenge Corporation establishes a presence in Solomon Islands<\/h4>\n\n\n\n<p>A further step in the relationship between the United States of America and the Government of Solomon Islands has been achieved. An in-country Director for the Millennium Challenge Corporation\u2019s Threshold Program has been appointed.<\/p>\n\n\n\n<p>His name is <a href=\"https:\/\/www.einnews.com\/pr_news\/604162621\/solomon-islands-government-welcomes-in-country-mcc-resident-threshold-director\">Charles Jakosa<\/a> and he will be located in Honiara from January 2023. This comes as the USA is working to establish an embassy in Solomon Islands.<\/p>\n\n\n\n<p>The Threshold Program has been many years in the making. It comes with a budget of US$20 million (SBD 165 million). Its focus will be on the promotion of sustainable development and the alleviation of poverty in Solomon Islands.
