Some countries are imposing <a href=\"https:\/\/www.dw.com\/en\/chinas-move-to-lift-covid-travel-ban-sparks-concern\/a-64227701\">travel restrictions on Chinese travelers<\/a> to decrease the spread of COVID-19. including ASEAN countries which have varied responses.<\/p>\n\n\n\n<p>Brunei and <a href=\"https:\/\/timesofindia.indiatimes.com\/travel\/travel-news\/myanmar-all-set-to-welcome-foreign-tourists-from-april-17\/articleshow\/90334816.cms\">Myanmar<\/a> lifted their travel restrictions on all travelers which have been in place <a href=\"https:\/\/crisis24.garda.com\/alerts\/2022\/09\/brunei-officials-to-ease-international-travel-curbs-including-removing-vaccination-requirement-for-incoming-foreigners-from-sept-15-update-46\">since 2022<\/a>. Cambodia welcomed the return of Chinese tourists with <a href=\"https:\/\/cambojanews.com\/cambodia-prepares-for-the-return-of-chinese-tourists-and-visitors\/\">no quarantine, or prior testing<\/a>, and will prepare a <a href=\"https:\/\/www.khmertimeskh.com\/501218268\/ministry-plans-official-greeting-to-welcome-chinese-tourists\/\">welcome event<\/a> for the inbound Chinese travelers. The Cambodian government also <a href=\"https:\/\/kiripost.com\/stories\/cambodia-to-welcome-china-tourists\">urged all private businesses<\/a> to provide good services and hospitality for Chinese tourists. Similarly, <a href=\"https:\/\/indonesiaexpat.id\/news\/indonesia-welcomes-chinese-tourists-without-restrictions-amidst-spiking-cases\/\">Indonesia<\/a> and <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/laos-china-border-01092023033743.html\">Laos<\/a> <a href=\"https:\/\/en.antaranews.com\/news\/268380\/indonesia-ready-to-welcome-chinese-tourists-minister-uno\">welcomed the inflow<\/a> of Chinese visitors but their travel must be in accordance with the respective country\u2019s COVID-19 policy, <a href=\"https:\/\/www.jakartadaily.id\/hospitality\/pr-1626431832\/indonesia-ready-to-welcome-chinese-tourists-targeting-253-thousand-people-in-2023\">with the government stressing they will be cautious<\/a> regarding foreign travelers\u2019 regulations. Jakarta is also <a href=\"https:\/\/en.tempo.co\/read\/1675412\/indonesia-readies-to-welcome-chinese-tourists-sandiaga-uno-says\">confident that its target<\/a> of receiving 253,000 Chinese tourists can be achieved this year while Laos similarly, is <a href=\"https:\/\/www.rfa.org\/english\/news\/laos\/laos-china-border-01092023033743.html\">hoping for an increase<\/a> in Chinese travelers.<\/p>\n\n\n\n<p>In contrast, Malaysia will <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/malaysia-to-open-special-lanes-for-china-travellers\">create a special entry point<\/a> for the arriving Chinese tourists. The government will establish <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-10\/malaysia-says-special-lanes-for-china-travelers-at-entry-points\">special thermal screening procedures<\/a> for Chinese arrivals while those who have any COVID-19-related symptoms <a href=\"https:\/\/e.vnexpress.net\/news\/travel\/malaysia-to-operate-special-lanes-for-chinese-tourists-at-international-entry-points-4558958.html\">will undergo further examination<\/a>. The Malay government encouraged its citizens <a href=\"https:\/\/www.channelnewsasia.com\/asia\/malaysia-minister-health-covid-border-china-travellers-tourist-airports-3203441\">not to overreact to the incoming Chinese<\/a> travelers as there has not been any COVID-19 case reported yet. The Philippines, on the other hand, is confident that its <a href=\"https:\/\/www.scmp.com\/news\/asia\/southeast-asia\/article\/3205095\/coronavirus-philippines-says-no-need-restrict-chinese-visitors-indonesia-lifts-last-restrictions\">current protocols are adequate<\/a> as most of its population is <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-12-29\/philippines-health-dept-no-need-to-restrict-chinese-visitors?leadSource=uverify%20wall\">vaccinated and has adapted<\/a> to the \u2018new normal\u2019. Despite that, Manila still requires incoming Chinese tourists to <a href=\"https:\/\/menafn.com\/1105365515\/Philippine-Health-Department-Says-No-Need-To-Restrict-Chinese-Visitors\">present the negative COVID-19 test result<\/a> and is strengthening its <a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/856070\/ex-health-secretary-no-need-to-restrict-entry-of-travelers-from-china\/story\/\">monitoring systems<\/a> for safety assurance.<\/p>\n\n\n\n<p>For Singapore, the government will <a href=\"https:\/\/ustoday.news\/why-singapore-isnt-imposing-new-travel-rules-on-visitors-from-china\/\">not impose any restrictions<\/a> on inbound Chinese visitors but will strictly monitor COVID-19 infection cases. The Singaporean government will <a href=\"https:\/\/www.moh.gov.sg\/news-highlights\/details\/ministerial-statement-by-mr-ong-ye-kung-minister-for-health-on-singapore-s-response-to-the-current-global-covid-19-situation-9-january-2023\">uphold its regulations<\/a> which require all incoming tourists to present their negative COVID-19 test result or their fully vaccinated documentation before arrival as the country is still <a href=\"https:\/\/www.cnbc.com\/2023\/01\/13\/singapore-covid-travel-rules-why-singapore-isnt-singling-china-out.html\">concerned about the new virus variants<\/a>.<\/p>\n\n\n\n<p>Similar to Cambodia, <a href=\"https:\/\/edition.cnn.com\/2023\/01\/13\/business\/thailand-reopening-chinese-tourists-intl-hnk\/index.html\">Thailand<\/a> and <a href=\"https:\/\/en.vietnamplus.vn\/vietnam-ready-to-welcome-back-chinese-visitors\/246443.vnp\">Vietnam<\/a> have also welcomed Chinese tourists with open arms. In fact, the first group of Chinese travelers to visit Thailand were greeted by <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/high-hopes-thailand-welcomes-chinese-tourists-return-96308620\">three Thai Cabinet ministers<\/a> while the Vietnamese authorities will <a href=\"https:\/\/tuoitrenews.vn\/news\/business\/20230112\/ho-chi-minh-city-prepares-to-welcome-chinese-tourists\/70882.html\">set out a plan<\/a> to quickly attract Chinese tourists. No <a href=\"https:\/\/www.hindustantimes.com\/world-news\/thailand-says-no-covid-test-needed-for-travelers-from-china-101672908087602.html\">restrictions, quarantine, or COVID-19 tests<\/a> are required from Chinese tourists <a href=\"https:\/\/global.chinadaily.com.cn\/a\/202301\/06\/WS63b7c05ba31057c47eba8220.html\">visiting Thailand<\/a> while Vietnam will put more efforts into <a href=\"https:\/\/english.news.cn\/20230109\/23ce1fa40cb1403d851b93caa994e52b\/c.html\">improving the quality of its tourism sector<\/a> to attract Chinese travelers.<\/p>\n\n\n\n<p>Even though <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3206229\/chinas-first-retaliation-over-travel-restrictions-beijing-suspends-short-term-visas-south-koreans\">South Korea<\/a>, <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/1\/10\/china-stops-issuing-visas-to-south-korean-japan-over-covid-curbs\">Japan<\/a>, <a href=\"https:\/\/www.dw.com\/en\/germany-advises-against-nonessential-travel-to-china-amid-covid-surge\/a-64313466\">Germany<\/a>, <a href=\"https:\/\/www.euronews.com\/2023\/01\/01\/france-urges-all-eu-countries-to-test-chinese-travellers-for-covid\">France<\/a>, the <a href=\"https:\/\/www.voanews.com\/a\/white-house-explains-covid-restrictions-on-travelers-from-china\/6917724.html\">US<\/a>, among others, are still hesitating to open up to Chinese tourists, many believe the welcoming gesture from ASEAN states was due to the economic <a href=\"https:\/\/www.rfa.org\/english\/news\/china\/tourism-01052023152641.html\">benefit brought by the Chinese visitors<\/a> which is needed for the region\u2019s post-COVID economic revival. Other observers have argued that Chinese travelers are coming to ASEAN countries to <a href=\"https:\/\/tnp.straitstimes.com\/news\/singapore\/more-chinese-tourists-visit-spore-mrna-vaccines\">receive better COVID-19 vaccines<\/a> which have been viewed as a <a href=\"https:\/\/thediplomat.com\/2023\/01\/southeast-asia-prepares-to-welcome-back-chinese-tourists\/\">concern of the COVID-19 outbreak<\/a> in ASEAN countries.<\/p>\n\n\n\n<p>Whether ASEAN countries will experience a spike in COVID-19 cases due to the inflow of Chinese travelers remains uncertain, the region\u2019s reopening and associated policies will undoubtedly contribute the ASEAN economic recovery in the long run.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">New ASEAN Secretary General assumes his role<\/h4>\n\n\n\n<p>The Cambodian Minister Attached to Prime Minister \u2013 <a href=\"https:\/\/www.khmertimeskh.com\/501125446\/a-cambodian-senior-official-appointed-asean-secretary-general-from-2023\/\">Kao Kim Hourn<\/a> \u2013 assumed his role as the new ASEAN Secretary-General, appointed <a href=\"https:\/\/m.en.freshnewsasia.com\/index.php\/en\/localnews\/32912-2022-11-11-14-28-35.html\">at the 2022 ASEAN Summit<\/a> on 9 January.<\/p>\n\n\n\n<p>The new ASEAN chief highlighted <a href=\"https:\/\/www.bernama.com\/en\/world\/news.php?id=2155254\">six important priorities<\/a>, known as the \u201csix P\u2019s\u201d for ASEAN. Those are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/en.vietnamplus.vn\/new-secretarygeneral-highlights-six-key-priorities-of-asean\/246800.vnp\">Peace<\/a> \u2013 focusing on regional stability and security;<\/li>\n\n\n\n<li><a href=\"https:\/\/vietnam.postsen.com\/trends\/235398\/New-ASEAN-Secretary-General-highlights-6-priorities-of-the-whole-bloc.html\">Prosperity and planet<\/a> \u2013 stressing the importance of natural resources, green economy, and climate change;<\/li>\n\n\n\n<li><a href=\"https:\/\/vietnam.postsen.com\/trends\/235559\/ASEAN-highlights-6-main-priorities-in-the-coming-time.html\">People<\/a> \u2013 boosting youth through the bloc\u2019s community building;<\/li>\n\n\n\n<li><a href=\"https:\/\/borneobulletin.com.bn\/aseans-new-secretary-general-takes-office\/\">Partnership<\/a> \u2013 enhancing the region\u2019s external cooperation; and,<\/li>\n\n\n\n<li><a href=\"https:\/\/www.businesstoday.com.my\/2023\/01\/11\/new-secretary-general-highlights-six-key-priorities-of-asean\/\">Potentials<\/a> \u2013 to maximize the region\u2019s profit and outcome.<\/li>\n<\/ul>\n\n\n\n<p>With this plan, the new ASEAN Secretary General seeks to <a href=\"https:\/\/en.nhandan.vn\/aseans-next-page-to-be-shaped-by-new-emerging-trends-secretary-general-post121706.html\">empower the region\u2019s young population<\/a> through strong intra- and inter-regional partnerships. However, realizing this plan will be difficult for the ASEAN chief as <a href=\"https:\/\/asianews.network\/asean-hails-new-secretary-general-amid-challenges\/\">significant challenges<\/a> such as the global recession, geopolitical tensions, and the <a href=\"https:\/\/www.thejakartapost.com\/world\/2023\/01\/09\/asean-hails-new-secretary-general-amid-challenges.html\">Myanmar crisis<\/a> requires nuanced approaches. This is not to mention the maintaining of a good partnership with ASEAN&#8217;s external and internal partners.<\/p>\n\n\n\n<p>While the new ASEAN chief has inherited both the achievements and challenges of ASEAN, many hold a <a href=\"https:\/\/www.phnompenhpost.com\/national\/first-cambodian-asean-secretariat-chief-reflects-prestige\">strong belief<\/a> that Kao Kim Hourn will be <a href=\"https:\/\/www.thaipbsworld.com\/incoming-asean-chief-faces-new-challenges\/\">able to carry out the role effectively<\/a> with his vast experience in ASEAN affairs.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Myanmar&#8217;s Ousted Government raise funds to topple the junta<\/h4>\n\n\n\n<p>The Myanmar shadow government, the National Unity Government (NUG), announced that it had <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-15\/myanmar-shadow-government-raises-100-million-to-oppose-junta?utm_source=ground.news&amp;utm_medium=referral&amp;leadSource=uverify%20wall\">gathered over USD 100 million<\/a> in its effort to bring down the junta. The funds were raised by <a href=\"https:\/\/www.thestar.com.my\/aseanplus\/aseanplus-news\/2023\/01\/16\/myanmar-shadow-government-raises-us100mil--to-oppose-junta\">auctioning properties linked to the military<\/a>, however, buyers will not gain access until the junta is displaced. Properties sold at auction include the junta\u2019s chief <a href=\"https:\/\/observador.pt\/2023\/01\/15\/myanmar-governo-no-exilio-recolhe-100-milhoes-de-euros-para-combater-junta-militar\/?utm_source=ground.news&amp;utm_medium=referral\">two mansions and other properties<\/a> obtained by the junta.<\/p>\n\n\n\n<p>Another method of acquiring funds is through the sale of the <a href=\"https:\/\/ustoday.news\/myanmars-shadow-government-is-raising-131-million-to-oppose-the-junta\/\">Spring Revolution special treasury bonds<\/a> which accounted for <a href=\"https:\/\/www.leadertelegram.com\/news\/world\/myanmar-shadow-government-raises-100-million-to-oppose-junta\/article_1fa25638-96c1-5f26-a79b-6efb563f60d9.html\">45% of the total funds gathered<\/a> by the NUG. &nbsp;These bonds allowed buyers from <a href=\"https:\/\/cointelegraph.com\/news\/myanmar-shadow-government-declares-stablecoin-usdt-an-official-currency\">all over the world to easily participate<\/a> in the NUG\u2019s fundraising efforts.<\/p>\n\n\n\n<p>The exiled government <a href=\"https:\/\/www.news360.es\/canada\/2023\/01\/15\/burmese-government-in-exile-has-raised-some-100-million-euros-to-confront-the-military-junta\/\">pledged to utilise<\/a> blockchain and cryptocurrencies with its ambition being to successfully create the <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/myanmar-shadow-government-raises-131m-to-oppose-junta\">Spring Development Bank<\/a> by February.
