{"id":9633,"date":"2023-03-15T08:30:00","date_gmt":"2023-03-14T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9633"},"modified":"2023-08-06T10:52:08","modified_gmt":"2023-08-06T00:52:08","slug":"pacific-outlook-bulletin-15-march","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/pacific-outlook-bulletin-15-march\/","title":{"rendered":"Pacific Outlook Bulletin | 15 March"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/tess-newton-cain\/\">TESS NEWTON CAIN<\/a>\u00a0 |\u00a0 \u00a0<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Vanuatu comes to grips with cyclone aftermath&nbsp;<\/h4>\n\n\n\n<p>Further to the impacts of not one but two cyclones within the space of a week (plus an earthquake), the government and the people of Vanuatu are coming to terms with the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=a1LzP9eiRm0\" target=\"_blank\">aftermath<\/a>.&nbsp;<\/p>\n\n\n\n<p>Between them, Tropical Cyclones Judy and Kevin have damaged and destroyed infrastructure, housing, and gardens. Communications remain patchy across the country and in the capital, Port Vila, many residents are still without power.&nbsp;<\/p>\n\n\n\n<p>The government has declared a State of Emergency that will last for six months. National, provincial, and community response and recovery mechanisms have been activated. The initial focus is on providing <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/485858\/tanna-residents-desperate-for-food-after-disasters-damage-crops\" target=\"_blank\" rel=\"noreferrer noopener\">shelter and water<\/a>. Food security is also a key challenge.&nbsp;<\/p>\n\n\n\n<p>Vanuatu\u2019s <a rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/watch\/?v=1628673007563073\" target=\"_blank\">international partners<\/a> have swung into action. Support has been provided in numerous forms. Most visible to date is the deployment of <em>HMAS Canberra <\/em>with 600 ADF personnel aboard which arrived in Port Vila late last week.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Outgoing President of Federated States of Micronesia drops China\/Taiwan bombshell&nbsp;<\/h4>\n\n\n\n<p>In a long and candid letter, the outgoing President of FSM, David Panuelo, has caused <a rel=\"noreferrer noopener\" href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/485893\/we-are-witnessing-political-warfare-micronesia-leader-drops-china-bombshell\" target=\"_blank\">shockwaves<\/a> across the region.&nbsp;<\/p>\n\n\n\n<p>Panuelo detailed numerous examples of what he described as \u201cgrey zone\u201d activities and acts of \u201cpolitical warfare\u201d he alleged had been orchestrated and\/or carried out by the government of the People\u2019s Republic of China. The allegations include offers of bribes and a claim that the Chinese Embassy in Fiji had Panuelo followed when he was in Suva for the Leaders\u2019 Forum last year.&nbsp;<\/p>\n\n\n\n<p>Of equal import was the revelation that Panuelo had been engaged in talks with the Taiwanese Foreign Minister, Joseph Wu, with a view to shifting FSM\u2019s diplomatic alignment from Beijing to Taipei. He claims that Wu assured him that Taiwan was able and willing to \u2018pick up\u2019 Chinese projects that are already ongoing as well as make a large contribution to the country\u2019s trust fund.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Other Pacific News:&nbsp;<\/h4>\n\n\n\n<p>In <strong>Fiji<\/strong>, former Prime Minister JV Bainimarama has been <a rel=\"noreferrer noopener\" href=\"https:\/\/www.fijitimes.com\/voreqe-qiliho-charged\/\" target=\"_blank\">charged with abuse of office<\/a>. He was arrested and detained along with the suspended Commissioner of Police, Sitveni Qiliho. The pair were released on bail late last week.&nbsp;<\/p>\n\n\n\n<p><strong>Tokelau <\/strong>has a new head of government. Kelihiano Kalolo has taken up the office of <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/485856\/tokelau-welcomes-new-head-of-government\" target=\"_blank\" rel=\"noreferrer noopener\">Ulu-o-Tokelau<\/a> further to the swearing in of the 12<sup>th<\/sup> government. Tokelau is a realm territory of New Zealand. Work will now resume on attaining statehood for the territory.&nbsp;<\/p>\n\n\n\n<p>Concerns have been raised about the choice of Baron Waqa as the next Secretary-General of the <strong>Pacific Islands Forum. <\/strong>Several <a href=\"https:\/\/www.abc.net.au\/radio\/programs\/worldtoday\/controversy-over-leadership-of-the-pacific-islands-forum\/102050422\" target=\"_blank\" rel=\"noreferrer noopener\">complaints<\/a> about human rights and rule of law concerns have been cited further to his tenure as President of Nauru&nbsp;<\/p>\n\n\n\n<p>In the recent US budget, the Biden administration has provided <a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/world\/2023\/mar\/10\/biden-budget-includes-billions-for-pacific-islands-in-bid-to-out-compete-china\" target=\"_blank\">huge allocations<\/a> to <strong>Federated States of Micronesia, Palau, <\/strong>and the <strong>Republic of Marshall Islands.<\/strong> The bulk of the money is allocated to renewal of the Compacts of Free Association funding.&nbsp;<\/p>\n\n\n\n<p>A United Nations oceans treaty has been agreed upon after decades of negotiation. The <a rel=\"noreferrer noopener\" href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/485879\/high-seas-treaty-central-to-pacific-nations-says-campaigner\" target=\"_blank\">High Seas Treaty<\/a> allows for the creation of Marine Protected Areas in waters that are beyond national jurisdiction.
