{"id":9674,"date":"2023-04-05T08:30:00","date_gmt":"2023-04-04T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9674"},"modified":"2023-08-07T10:53:24","modified_gmt":"2023-08-07T00:53:24","slug":"southeast-asia-snapshot-47","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-47\/","title":{"rendered":"Southeast Asia snapshot #47"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |    <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Cambodia and China will hold military exercises&nbsp;<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The Royal Cambodian Armed Forces and China\u2019s <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/20\/china-and-cambodia-hold-first-naval-drills-in-cambodian-waters\" target=\"_blank\" rel=\"noreferrer noopener\">People\u2019s Liberation Army (PLA)<\/a> will hold their largest joint naval exercise, code-named \u201c<a href=\"https:\/\/www.chinadailyasia.com\/article\/320790\" target=\"_blank\" rel=\"noreferrer noopener\">Golden Dragon-2023<\/a>\u201d, in Cambodia. The Golden Dragon-2023 exercise will be conducted from 23 March until 8 April 2023.&nbsp;<\/p>\n\n\n\n<p>This joint naval exercise will consist of over <a href=\"https:\/\/english.news.cn\/20230316\/96a45295983a4bddbc1591b44aef024a\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">3,000 troops<\/a>; however, only <a href=\"https:\/\/cambodianess.com\/article\/cambodia-china-to-resume-golden-dragon-military-exercise\" target=\"_blank\" rel=\"noreferrer noopener\">253 Cambodian troops<\/a> will participate directly in the drill. Moreover, it will use more than <a href=\"https:\/\/www.aninews.in\/news\/world\/asia\/china-cambodia-hold-first-maritime-drills-ahead-of-joint-exercise-in-cambodian-waters20230320113913\/\" target=\"_blank\" rel=\"noreferrer noopener\">300 vehicles and other equipment<\/a> for mine and explosives <a href=\"https:\/\/www.scmp.com\/news\/china\/military\/article\/3213933\/china-cambodia-hold-joint-military-drill-beijing-restarts-military-exchanges?module=perpetual_scroll_0&amp;pgtype=article&amp;campaign=3213933\" target=\"_blank\" rel=\"noreferrer noopener\">removal, and epidemic<\/a> control. <a href=\"https:\/\/www.globaltimes.cn\/page\/202303\/1287431.shtml\" target=\"_blank\" rel=\"noreferrer noopener\">The purpose of the exercise is to<\/a> advance comprehensive strategic cooperative partnership, enhance trust, and boost both militaries\u2019 capabilities in conducting anti-terrorism and humanitarian aid activities.&nbsp;&nbsp;<\/p>\n\n\n\n<p>While some view the exercise as <a href=\"https:\/\/www.naval-technology.com\/news\/china-and-cambodia-ties-evolve-with-first-joint-maritime-exercise\/\" target=\"_blank\" rel=\"noreferrer noopener\">enhancing Chinese influence<\/a> in the region, leading to broader geopolitical implications in Southeast Asia, others believe that <a href=\"https:\/\/myind.net\/Home\/viewArticle\/china-cambodia-hold-first-maritime-drills-ahead-of-joint-exercise-in-cambodian-waters\" target=\"_blank\" rel=\"noreferrer noopener\">similar naval encounters<\/a> will occur more frequently in the near future. This cooperation has also raised concerns by some countries in the region which view China\u2019s military <a href=\"https:\/\/bnn.network\/world\/china\/chinese-navy-conducts-first-ever-naval-exercises-in-cambodian-waters\/\" target=\"_blank\" rel=\"noreferrer noopener\">expansion as a threat<\/a> to regional stability. However, the Cambodian Prime Minister reiterated that Cambodia <a href=\"https:\/\/www.voanews.com\/a\/cambodia-s-hun-sen-rejects-concerns-china-will-station-forces-at-new-seaport\/7008758.html\" target=\"_blank\" rel=\"noreferrer noopener\">welcomed all countries<\/a> to conduct joint military exercises. Chen Xiangmiao, the Director of the World Navy Research Center at the National Institute for South China Sea Studies believes the drill only focuses on <a href=\"https:\/\/www.globaltimes.cn\/page\/202303\/1287642.shtml\" target=\"_blank\" rel=\"noreferrer noopener\">non-traditional security exchange and cooperation<\/a>.&nbsp;<\/p>\n\n\n\n<p>Despite the critics, the success of this exercise in naval cooperation will <a href=\"https:\/\/www.aninews.in\/news\/world\/asia\/china-cambodia-hold-first-maritime-drills-ahead-of-joint-exercise-in-cambodian-waters20230320113913\/\" target=\"_blank\" rel=\"noreferrer noopener\">further strengthen&nbsp;<\/a> both countries\u2019 relations and is likely to encourage further Cambodia\u2013China joint military cooperation.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The Thai King dissolved the Parliament paving way for an election<\/strong>&nbsp;<\/h4>\n\n\n\n<p>After the Thai Prime Minister <a href=\"https:\/\/www.zawya.com\/en\/world\/china-and-asia-pacific\/thailand-prepares-to-dissolve-parliament-ahead-of-election-s75d8dxc\" target=\"_blank\" rel=\"noreferrer noopener\">prepared a decree seeking<\/a> the parliament\u2019s dissolution, the Thai King <a href=\"https:\/\/www.cnbc.com\/2023\/03\/20\/thailand-dissolves-parliament-for-election-.html\" target=\"_blank\" rel=\"noreferrer noopener\">endorsed the decree to effectively dissolve<\/a> the Thai Parliament moving the country toward the general election.&nbsp;<\/p>\n\n\n\n<p>The election will be conducted on <a href=\"https:\/\/edition.cnn.com\/2023\/03\/21\/asia\/thailand-election-date-may-14-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">14 May with over 52 million<\/a> eligible voters. It is expected to showcase the <a href=\"https:\/\/thediplomat.com\/2023\/03\/thai-pm-dissolves-parliament-paving-way-for-may-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">political showdown<\/a> between the Pheu Thai party, led by the Shinawatra family, and Thailand\u2019s conservative pro-military establishment. According to an <a href=\"https:\/\/www.voanews.com\/a\/thailand-dissolves-parliament-for-crunch-election-in-may\/7012921.html\" target=\"_blank\" rel=\"noreferrer noopener\">opinion survey conducted<\/a> by the National Institute of Development Administration, Paetongtarn Shinawatra \u2013 the <a href=\"https:\/\/www.bbc.com\/news\/world-asia-65010818\" target=\"_blank\" rel=\"noreferrer noopener\">daughter of the ousted leader<\/a> Thaksin Shinawatra \u2013 was the leading candidate and her polling <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/20\/thailand-dissolves-parliament-for-may-national-election\" target=\"_blank\" rel=\"noreferrer noopener\">stood at 38.2 percent<\/a>, while the current Prime Minister Prayut Chan-o-cha could only <a href=\"https:\/\/www.cnbc.com\/2023\/03\/20\/thailand-dissolves-parliament-for-election-.html\" target=\"_blank\" rel=\"noreferrer noopener\">secure 15.65 percent <\/a>of voters polled.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The fall in Prayuth\u2019s popularity was partly due to the Thai\u2019s frustration with the <a href=\"https:\/\/www.benarnews.org\/english\/news\/thai\/thai-parliament-dissolved-03202023071337.html\" target=\"_blank\" rel=\"noreferrer noopener\">political turmoil and military coup<\/a>, and more demands for transparency in governing the country. <a href=\"https:\/\/thediplomat.com\/2023\/03\/from-the-streets-to-the-ballot-box-ex-student-protesters-prepare-for-thailands-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">Prayuth\u2019s economic mismanagement<\/a> was also a factor downgrading his party\u2019s popularity. Some saw this as the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/some-new-faces-old-divisions-haunt-thailands-may-election-2023-03-21\/\" target=\"_blank\" rel=\"noreferrer noopener\">most consequential election<\/a> in Thailand\u2019s contemporary political history, while the Election Commission has <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/thailand-to-hold-election-on-may-14-election-commission\" target=\"_blank\" rel=\"noreferrer noopener\">urged everyone to respect the rules<\/a> to ensure a smooth election.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Myanmar junta to accept 1000 Rohingya refugees in its pilot repatriation program<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The Myanmar junta will <a href=\"https:\/\/www.news18.com\/amp\/world\/myanmar-to-take-1000-rohingya-refugees-in-pilot-programme-junta-7359913.html?utm_campaign=fullarticle&amp;utm_medium=referral&amp;utm_source=inshorts\" target=\"_blank\" rel=\"noreferrer noopener\">take 1,000 Rohingya refugees<\/a> from Bangladesh in its pilot <a href=\"https:\/\/www.nst.com.my\/world\/world\/2023\/03\/891837\/myanmar-take-1000-rohingya-refugees-pilot-programme\" target=\"_blank\" rel=\"noreferrer noopener\">repatriation program<\/a> as announced on 22 March 2023.&nbsp;&nbsp;<\/p>\n\n\n\n<p>This announcement was made after <a href=\"https:\/\/www.benarnews.org\/english\/news\/bengali\/myanmar-officials-return-03222023111509.html\" target=\"_blank\" rel=\"noreferrer noopener\">17 junta officials visited<\/a> the Rohingya refugee camps in Bangladesh recently through the support of China, with facilitation from the United Nations and <a href=\"https:\/\/www.laprensalatina.com\/myanmar-team-verifies-480-rohingyas-for-repatriation-from-bangladesh\/\" target=\"_blank\" rel=\"noreferrer noopener\">cooperation from Dhaka<\/a>. Currently, the military government is <a href=\"https:\/\/www.dhakatribune.com\/rohingya-crisis\/2023\/03\/22\/myanmar-delegation-returns-home-after-verifying-info-of-500-rohingyas-in-coxs-bazar\" target=\"_blank\" rel=\"noreferrer noopener\">checking lists <\/a>and the repatriation program would likely <a href=\"https:\/\/www.themalaysianinsight.com\/s\/434316\" target=\"_blank\" rel=\"noreferrer noopener\">begin by mid-April<\/a> with around 1000 people to be received by Myanmar in the first batch.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>However, this plan was condemned by the Free Rohingya Coalition\u2019s co-founder Nay San Lwin viewing it as <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/23\/rohingya-campaigners-condemn-myanmars-opaque-repatriation-plan\" target=\"_blank\" rel=\"noreferrer noopener\">a PR campaign<\/a> to ease <a href=\"https:\/\/www.asianpeace.org\/post\/rohingya-campaigners-condemn-myanmar-s-opaque-repatriation-plan\" target=\"_blank\" rel=\"noreferrer noopener\">pressure from China and other countries<\/a>, and that the junta could have <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/23\/rohingya-campaigners-condemn-myanmars-opaque-repatriation-plan\" target=\"_blank\" rel=\"noreferrer noopener\">revealed this plan in the past<\/a> as it already had a list of more than 800,000 Rohingya refugees. Some Rohingya believed the junta <a href=\"https:\/\/www.yahoo.com\/lifestyle\/rohingya-sceptical-myanmar-refugee-return-140516511.html\" target=\"_blank\" rel=\"noreferrer noopener\">will not give them any rights<\/a> since they view their residency documents with scepticism and as not being <a href=\"https:\/\/www.france24.com\/en\/live-news\/20230322-rohingya-sceptical-of-myanmar-refugee-return-offer\" target=\"_blank\" rel=\"noreferrer noopener\">genuine<\/a>. The UNHCR believed the current condition of Rakhine State is not <a href=\"https:\/\/www.unhcr.org\/en-us\/news\/press\/2023\/3\/64171c7b4\/unhcr-statement-bangladesh-myanmar-bilateral-pilot-project-rohingya-returns.html\" target=\"_blank\" rel=\"noreferrer noopener\">conducive for the sustainable<\/a> return of the refugees while the Arakan Rohingya National Alliance accused the junta of orchestrating this plan to <a href=\"https:\/\/www.voanews.com\/a\/rohingya-skeptical-of-myanmar-refugee-return-offer\/7016932.html\" target=\"_blank\" rel=\"noreferrer noopener\">avoid censure from the International Court of Justice<\/a>.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Since the junta\u2019s repatriation plan would only ensure the Rohingya\u2019s return to Myanmar and not their safety and well-being after their return, the plan\u2019s future remains uncertain.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>President Widodo bans Iftar gatherings for Indonesian government officials<\/strong>&nbsp;<\/h4>\n\n\n\n<p>President Joko Widodo <a href=\"https:\/\/voi.id\/en\/news\/266151\" target=\"_blank\" rel=\"noreferrer noopener\">issued a directive<\/a> banning Indonesian government officials from having Iftar gatherings \u2013 a meal taken together <a href=\"https:\/\/en.antaranews.com\/news\/276447\/do-not-host-group-iftar-ministry-urges-officials\" target=\"_blank\" rel=\"noreferrer noopener\">at the end of the fasting period<\/a> \u2013 during the Islamic holy month of Ramadan.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The official reason for the ban is to prohibit <a href=\"https:\/\/jakartaglobe.id\/news\/iftar-party-ban-only-applies-to-state-officials-govt\" target=\"_blank\" rel=\"noreferrer noopener\">civil servants<\/a> from holding gatherings because Indonesia is still transitioning from the COVID-19 <a href=\"https:\/\/www.theindonesia.id\/news\/2023\/03\/24\/135448\/iftar-gathering-ban-for-public-servant-sparks-backlash\" target=\"_blank\" rel=\"noreferrer noopener\">pandemic to endemic<\/a> stages. The prohibition is <a href=\"https:\/\/www.jakartadaily.id\/local\/1628166579\/indonesian-govt-officials-prohibited-from-holding-iftar-gatherings\" target=\"_blank\" rel=\"noreferrer noopener\">aimed at more senior government employees<\/a> such as ministers of the Indonesian Onward Cabinet, the Attorney General, the Commander of the Indonesian National Armed Forces, and the Chief of the Indonesian National Police. However, the ban does <a href=\"https:\/\/www.viva.co.id\/english\/1586461-ban-on-iftar-gathering-only-for-government-officials-not-for-public\" target=\"_blank\" rel=\"noreferrer noopener\">not apply to the general public<\/a> and Indonesian citizens are free to have their Iftar gatherings.&nbsp;&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/newsbeezer.com\/malaysia\/opinions-are-divided-in-indonesia-after-jokowi-banned-senior-officials-from-hosting-fast-breaking-events\/\" target=\"_blank\" rel=\"noreferrer noopener\">Divided opinions<\/a> over the ban have arisen as some are worried that the move can be used to accuse the President\u2019s government of <a href=\"https:\/\/www.ruetir.com\/2023\/03\/jokowi-prohibits-officials-from-holding-iftar-together-yusril-ihza-im-worried-that-the-government-is-accused-of-anti-islam\/\" target=\"_blank\" rel=\"noreferrer noopener\">being anti-Islamic<\/a>. The Indonesian Cabinet Secretary clarified and defended the directive that government officials should hold the <a href=\"https:\/\/www.thejakartapost.com\/indonesia\/2023\/03\/24\/officials-clarify-defend-iftar-ban-amid-public-outcry.html\" target=\"_blank\" rel=\"noreferrer noopener\">gathering in a modest way<\/a> as some of the high-ranking officials\u2019 Iftar gatherings at their private residence could include expensive catering from hotels, on-site food preparation stations, and entertainment options like karaoke.
