{"id":9687,"date":"2023-04-19T08:30:00","date_gmt":"2023-04-18T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9687"},"modified":"2023-08-07T10:53:01","modified_gmt":"2023-08-07T00:53:01","slug":"southeast-asia-snapshot-48","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-48\/","title":{"rendered":"Southeast Asia snapshot #48"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |   <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Myanmar military dissolved Aung San Suu Kyi\u2019s party<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The military junta in Myanmar&nbsp; <a href=\"https:\/\/www.scmp.com\/news\/asia\/south-asia\/article\/3215194\/myanmar-junta-dissolves-suu-kyis-nld-party\" target=\"_blank\" rel=\"noreferrer noopener\">dissolved<\/a> the former leader Aung San Suu Kyi\u2019s party, the National League for Democracy (NLD), on 29 March 2023 due to their <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/28\/myanmar-junta-dissolves-suu-kyis-nld-party-state-media\" target=\"_blank\" rel=\"noreferrer noopener\">failure to register<\/a> for the national election.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In January, the military gave political parties two months to re-register under its new electoral law and subsequently extended its state of emergency by six months thus pushing back the possible date for a fresh election. Despite the <a href=\"https:\/\/www.frontiermyanmar.net\/en\/junta-extends-state-of-emergency-delaying-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">election\u2019s extension<\/a> and with no clear date set for the poll, Myanmar\u2019s military-controlled electoral commission dissolved the NLD <a href=\"https:\/\/www.nbcnews.com\/news\/world\/myanmar-military-junta-dissolves-suu-kyi-party-opposition-rcna77121\" target=\"_blank\" rel=\"noreferrer noopener\">along with 39 other political parties<\/a>. Although <a href=\"https:\/\/www.dw.com\/en\/myanmar-whats-next-for-suu-kyis-nld-party\/a-65196258\" target=\"_blank\" rel=\"noreferrer noopener\">63 parties had registered<\/a> at the local or national level, an election held without the participation of the NLD\u2014which won the 2020 polls in a landslide\u2014would likely see the military backed Union Solidarity and Development Party (USDP) <a href=\"https:\/\/edition.cnn.com\/2023\/03\/28\/asia\/myanmar-suu-kyi-nld-dissolved-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">sweep to<\/a> victory.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Some believed the election could turn out to be the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/world\/2023\/mar\/28\/aung-san-suu-kyi-national-league-democracy-faces-dissolution-myanmar\" target=\"_blank\">bloodiest in the country\u2019s recent history<\/a> as the majority of the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/3\/30\/us-uk-japan-australia-denounce-dissolution-of-myanmars-nld\" target=\"_blank\">population fiercely opposes<\/a> going to an election which would legitimize the military\u2019s claims to power. The United States <a rel=\"noreferrer noopener\" href=\"https:\/\/www.capitalfm.co.ke\/news\/2023\/03\/us-condemns-myanmar-juntas-decision-to-abolish-40-parties-including-suu-kyis\/\" target=\"_blank\">condemned the dissolution<\/a> of the 40 political parties and believed an election held by the military government <a rel=\"noreferrer noopener\" href=\"https:\/\/www.laprensalatina.com\/myanmars-military-junta-dissolves-aung-san-suu-kyis-party\/\" target=\"_blank\">would not be free nor fair<\/a>. Despite the junta chief\u2019s (Min Aung Hlaing) urging of international critics to support his <a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2023\/03\/28\/asia\/myanmar-suu-kyi-nld-dissolved-intl-hnk\/index.html\" target=\"_blank\">efforts to restore democracy<\/a>, the deposed NLD lawmakers <a rel=\"noreferrer noopener\" href=\"https:\/\/indianexpress.com\/article\/world\/suu-kyis-party-ordered-dissolved-in-military-ruled-myanmar-8524412\/\" target=\"_blank\">do not accept<\/a> that an election should be held after many political leaders and activists have been <a rel=\"noreferrer noopener\" href=\"https:\/\/www.asahi.com\/ajw\/articles\/14872681\" target=\"_blank\">arrested and tortured<\/a>.&nbsp;<\/p>\n\n\n\n<p>With the NLD\u2019s dissolution and full control over any future election, the military government will be able to move forward to gain electoral victory however with limited legitimacy given the circumstances.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Malaysia\u2019s parliament voted to abolish the death penalty<\/strong>&nbsp;<\/h4>\n\n\n\n<p><a href=\"https:\/\/punchng.com\/malaysias-parliament-ends-death-penalty\/\" target=\"_blank\" rel=\"noreferrer noopener\">Malaysia\u2019s lower house<\/a> voted in favour of <a href=\"https:\/\/www.voanews.com\/a\/malaysian-mps-vote-to-axe-mandatory-death-penalty-\/7033683.html\" target=\"_blank\" rel=\"noreferrer noopener\">removing the country\u2019s mandatory death sentences<\/a> for serious offences, along with lifelong imprisonment, on 3 April 2023, in an effort to respect each individual\u2019s right to life.&nbsp;<\/p>\n\n\n\n<p>The reform would <a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2023-04-03\/malaysia-parliament-approves-law-to-remove-mandatory-death-penalty\" target=\"_blank\" rel=\"noreferrer noopener\">apply to 34 offenses<\/a> that would result in the death penalty, <a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/04\/malaysia-set-to-scrap-mandatory-death-penalty-for-range-of-serious-crimes\" target=\"_blank\" rel=\"noreferrer noopener\">including<\/a> murder, drug trafficking, kidnapping, and acts of terrorism, giving the chance of sparing <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/malaysia-parliament-votes-scrap-mandatory-death-sentences-98318437\" target=\"_blank\" rel=\"noreferrer noopener\">more than 1,300 prisoners on death row<\/a>. However, alternative forms of punishment including <a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/malaysian-lawmakers-vote-to-scrap-mandatory-death-penalty\/2862592\" target=\"_blank\" rel=\"noreferrer noopener\">whipping and imprisonment<\/a> for up to 30 \u2013 40 years would be enforced. The bill will proceed to the <a href=\"https:\/\/dailypost.ng\/2023\/04\/03\/malaysias-parliament-abolishes-death-penalty\/\" target=\"_blank\" rel=\"noreferrer noopener\">upper house for review<\/a> where it is <a href=\"https:\/\/newsonair.com\/2023\/04\/03\/malaysias-parliament-vote-to-remove-mandatory-death-penalty-for-serious-crimes\/\" target=\"_blank\" rel=\"noreferrer noopener\">expected to be approved<\/a> to become law after receiving royal assent.&nbsp;<\/p>\n\n\n\n<p>Many showed their support for the abolishment viewing it as <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/4\/3\/malaysias-parliament-votes-to-abolish-the-death-penalty\" target=\"_blank\" rel=\"noreferrer noopener\">an important breakthrough<\/a>. Others saw this approach as a good <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/malaysia-parliament-approves-law-remove-mandatory-death-penalty-2023-04-03\/\" target=\"_blank\" rel=\"noreferrer noopener\">first step forward toward the total abolition<\/a> of capital punishment. Human rights groups have <a href=\"https:\/\/www.bbc.com\/news\/world-asia-65160091\" target=\"_blank\" rel=\"noreferrer noopener\">hailed the reform<\/a>, hoping that Malaysia would encourage other neighbouring countries to do the same. However, opposition lawmakers viewed it as <a href=\"https:\/\/time.com\/6267931\/malaysia-mandatory-death-penalty\/\" target=\"_blank\" rel=\"noreferrer noopener\">unfair towards the victim\u2019s families<\/a> who wanted retribution for the <a href=\"https:\/\/www.benarnews.org\/english\/news\/malaysian\/malaysia-ends-mandatory-death-penalty-04032023124750.html\" target=\"_blank\" rel=\"noreferrer noopener\">loss of their loved ones<\/a>. With this reform, the Malaysian Deputy Law Minister lauded the country\u2019s commitment to <a href=\"https:\/\/apnews.com\/article\/malaysia-abolish-mandatory-death-penalty-f5b99052966e544e31de9c252fdf53cc\" target=\"_blank\" rel=\"noreferrer noopener\">always renewing and improving legislation<\/a> and justice in Malaysia while Amnesty International hoped Malaysia\u2019s Senate would <a href=\"https:\/\/www.arabnews.com\/node\/2280771\/world\" target=\"_blank\" rel=\"noreferrer noopener\">make these reforms a reality<\/a>.&nbsp;<\/p>\n\n\n\n<p>Malaysia may become the <a href=\"https:\/\/www.sandiegouniontribune.com\/news\/nation-world\/story\/2023-04-04\/rights-groups-welcome-malaysias-move-on-death-penalty\" target=\"_blank\" rel=\"noreferrer noopener\">third country in Southeast Asia<\/a> to abolish the death penalty, after Cambodia and the Philippines, and it is highly expected that the bill would become law soon.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The Philippines announced the locations of 4 bases to be used by the US military<\/strong>&nbsp;<\/h4>\n\n\n\n<p>Following an agreement in February 2023 between Manila and Washington to allow the US <a rel=\"noreferrer noopener\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/2\/2\/philippines-set-to-allow-wider-us-access-to-military-bases\" target=\"_blank\">access to four additional military bases<\/a> in the Philippines, the Philippines <a rel=\"noreferrer noopener\" href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3349257\/philippines-us-announce-locations-of-four-new-edca-sites\/\" target=\"_blank\">disclosed the locations<\/a> of these bases to the public.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/thediplomaticinsight.com\/us-philippines-announce-locations-of-four-new-edca-sites\/\" target=\"_blank\" rel=\"noreferrer noopener\">sites<\/a> are the Camilo Osias naval base in Sta Ana, Cagayan; Lal-lo Airport in Lal-lo, Cagayan; Camp Melchor Dela Cruz in Gamu, Isabela; and Balabac Island in Palawan. The base locations in Isabela and Cagayan are <a href=\"https:\/\/asia.nikkei.com\/Politics\/Defense\/Philippines-identifies-four-new-sites-for-U.S.-military-in-new-pact\" target=\"_blank\" rel=\"noreferrer noopener\">facing north towards Taiwan<\/a> while the base in Palawan is <a href=\"https:\/\/thehill.com\/policy\/defense\/3931076-heres-where-us-military-will-open-bases-in-the-philippines-in-move-to-counter-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">located near the Spratly Islands<\/a> in the South China Sea. The US access to these bases will allow Washington and Manila to <a href=\"https:\/\/www.thejakartapost.com\/paper\/2023\/04\/04\/philippines-reveals-more-bases-us-troops-can-use.html\" target=\"_blank\" rel=\"noreferrer noopener\">counter China\u2019s growing assertiveness<\/a> in the region.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Pentagon believed these locations <a rel=\"noreferrer noopener\" href=\"https:\/\/news.usni.org\/2023\/04\/03\/philippines-announce-4-new-locations-to-host-u-s-troops\" target=\"_blank\">will strengthen the interoperability<\/a> of the US and the Philippine Armed Forces allowing them to <a rel=\"noreferrer noopener\" href=\"https:\/\/abcnews.go.com\/US\/wireStory\/philippines-names-4-new-bases-us-forces-amid-98315899\" target=\"_blank\">respond to challenges more seamlessly<\/a> in the Indo-Pacific. Some believed there will be an <a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2023\/04\/04\/asia\/us-philippines-military-base-access-intl-hnk-ml\/index.html\" target=\"_blank\">increase of rotational forces in the region<\/a> while others saw the US access to the four bases as a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.nbcnews.com\/news\/world\/philippines-names-4-new-military-camps-us-forces-rcna78057\" target=\"_blank\">suitable and mutual benefit<\/a> that can boost the disaster response of the Philippines. Although Beijing <a rel=\"noreferrer noopener\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/philippines-reveals-locations-4-new-strategic-sites-us-military-pact-2023-04-03\/\" target=\"_blank\">had not commented<\/a> on this recent announcement, China has been <a rel=\"noreferrer noopener\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/4\/3\/philippines-announces-locations-of-4-bases-to-be-used-by-us-army\" target=\"_blank\">critical of the 2014 Enhanced Defence Cooperation Agreement (EDCA) between the US and the Philippines,<\/a> viewing it as an <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dw.com\/en\/philippines-gives-us-access-to-strategic-military-bases\/a-65219052\" target=\"_blank\">effort to encircle and contain<\/a> Beijing.&nbsp;<\/p>\n\n\n\n<p>The new bases will allow the US easier maneuverability near the South China Sea and Taiwan, while Washington\u2019s military presence in Manila will strengthen the Philippines\u2019 security in the Indo-Pacific.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The Pheu Thai party confirmed Thaksin\u2019s daughter as one of the PM candidates<\/strong>&nbsp;<\/h4>\n\n\n\n<p>Thailand\u2019s main opposition party \u2013 the Pheu Thai party \u2013 <a href=\"https:\/\/www.scmp.com\/news\/asia\/southeast-asia\/article\/3216107\/thai-election-paetongtarn-thaksins-charismatic-and-astute-daughter-confirmed-pm-candidate\" target=\"_blank\" rel=\"noreferrer noopener\">confirmed<\/a> on 5 April 2023 that Paetongtarn Shinawatra, the daughter of the ousted former leader Thaksin Shinawatra, would be <a href=\"https:\/\/www.channelnewsasia.com\/asia\/thailand-election-thaksin-daughter-paetongtarn-shinawatra-prime-minister-candidate-pheu-thai-party-3399071\" target=\"_blank\" rel=\"noreferrer noopener\">one of its prime ministerial candidates<\/a> for the upcoming general election.&nbsp;<\/p>\n\n\n\n<p>Paetongtarn was among <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wenews.pk\/thailand-opposition-nominates-thaksins-daughter-as-pm-candidate\/\" target=\"_blank\">two others<\/a>, property tycoon Srettha Thavisin and former attorney-general and party strategist Chaikasem Nitisiri, who have been nominated as Pheu Thai\u2019s prime ministerial candidates. Despite leading in <a rel=\"noreferrer noopener\" href=\"https:\/\/efe.com\/en\/other-news\/2023-04-03\/thai-election-favorite-starts-campaign-eight-months-pregnant\/\" target=\"_blank\">recent opinion polls<\/a>, the Pheu Thai party <a rel=\"noreferrer noopener\" href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/generals-tycoon-and-political-newbie-among-pm-candidates-as-thailand-heads-into-election\" target=\"_blank\">has yet to confirm<\/a> that Paetongtarn is its final choice for prime ministerial candidate. However, she is seen as the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/thaksin-s-daughter-paetongtarn-among-three-nominees-of-pheu-thai-party\" target=\"_blank\">front-runner for the position<\/a> due to her popularity over her electoral rivals including the current Prime Minister Prayuth Chan-o-cha and his deputy Prawit Wongsuwon \u2013 both former generals who led the 2014 coup to oust Yingluck Shinawatra, Thaksin\u2019s sister.&nbsp;<\/p>\n\n\n\n<p>Ms Paetongtarn pledged to take <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20230406_36\/\" target=\"_blank\" rel=\"noreferrer noopener\">back democracy and bring prosperity<\/a> to Thailand. Despite being 8 months pregnant, she also admitted that it will be a <a href=\"https:\/\/www.manilatimes.net\/2023\/04\/07\/news\/world\/thaksins-daughter-confirmed-as-thai-pm-bet\/1886056\" target=\"_blank\" rel=\"noreferrer noopener\">challenge but pledged to communicate<\/a> with the people as much as possible. While Prime Minister Prayut touted that the country <a href=\"https:\/\/www.macaubusiness.com\/thai-pm-touts-experience-ahead-of-tough-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">needs experienced people who know how to do the job<\/a>, others <a href=\"https:\/\/edition.cnn.com\/2023\/04\/08\/asia\/paetongtarn-shinawatra-thaksin-daughter-thailand-election-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">were surprised at how fast<\/a> she earned voters, especially among the younger population.
