{"id":9716,"date":"2023-05-17T08:30:00","date_gmt":"2023-05-16T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9716"},"modified":"2023-10-17T14:24:56","modified_gmt":"2023-10-17T04:24:56","slug":"southeast-asia-snapshot-50","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-50\/","title":{"rendered":"Southeast Asia snapshot #50"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |    <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Cambodia hosts the 32<sup>nd<\/sup> Southeast Asian Games<\/strong>&nbsp;<\/h4>\n\n\n\n<p>After <a href=\"https:\/\/www.phnompenhpost.com\/supplements\/60-years-building-towards-hosting-sea-games-first-time-history\" target=\"_blank\" rel=\"noreferrer noopener\">more than 60 years<\/a>, Cambodia is now hosting the 32<sup>nd<\/sup> Southeast Asian Games (SEA Games) in Phnom Penh from 5<sup>th<\/sup> \u2013 17<sup>th<\/sup> May 2023. The Kingdom was due to host the South East Asian Peninsular Games in 1963 but had to withdraw due to the political situation at the time. The SEA Games will bring <a href=\"https:\/\/www.breakingtravelnews.com\/news\/article\/cambodia-to-host-32nd-southeast-asian-games-may-5-17\/\" target=\"_blank\" rel=\"noreferrer noopener\">over five thousand athletes and visitors from 11 countries<\/a> in Southeast Asia to Cambodia.&nbsp;<\/p>\n\n\n\n<p>Although this is a friendly regional sporting event, several controversies have arisen. The <a href=\"https:\/\/cambodianess.com\/article\/thailand-will-not-to-send-athletes-for-the-kun-khmer-competition-at-the-sea-games-since-cambodia-removed-a-reference-to-the-thai-form-of-the-sport-in-the-program\" target=\"_blank\" rel=\"noreferrer noopener\">decision to remove the word<\/a> \u201cMuay\u201d from the kickboxing program and list the sport as \u201cKun Khmer\u201d resulted in Thailand not <a href=\"https:\/\/www.bangkokpost.com\/sports\/2503174\/thais-to-skip-kun-khmer-event\" target=\"_blank\" rel=\"noreferrer noopener\">sending their athletes to compete<\/a> in this discipline. Although Thai officials claimed that Kun Khmer was indeed Muay Thai, Cambodian officials defended their decision by insisting that kickboxing originated from their Khmer culture. In addition, the SEA Games has <a href=\"https:\/\/english.news.cn\/asiapacific\/20230428\/61772d03bc0f4476965500828596a7c8\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">cost USD 118 million<\/a> to host the event, and an <a href=\"https:\/\/en.vietnamplus.vn\/cambodia-to-spend-7-million-usd-on-food-accommodation-for-foreign-athletes-coaches-at-sea-games-32\/252135.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">extra USD 7 million<\/a> to provide free accommodation and food&nbsp; to the participating athletes and Southeast Asian government officials. Moreover, Cambodia\u2019s decision to <a href=\"https:\/\/www.thaipbsworld.com\/no-fee-to-be-charged-for-sea-games-broadcasts-hun-sen\/\" target=\"_blank\" rel=\"noreferrer noopener\">not charge for the live broadcasting rights<\/a> and provide free entrance tickets&nbsp; has received some negative views from the public.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Among <a rel=\"noreferrer noopener\" href=\"https:\/\/www.economist.com\/asia\/2023\/04\/27\/cambodia-is-about-to-host-arguably-the-worlds-biggest-sporting-event\" target=\"_blank\">many critics<\/a>, Malaysia expressed its disappointment as they hoped to use the funds raised from broadcasting rights for their own domestic development plans. However, the Cambodian Prime Minister Hun Sen has defended his decision that the tickets should be free because it was <a rel=\"noreferrer noopener\" href=\"https:\/\/thediplomat.com\/2023\/04\/why-did-cambodia-finally-decide-to-make-the-sea-games-free\/\" target=\"_blank\">the taxpayers who paid for the Games<\/a> and very few Cambodians could afford to see them if they were charged fees. Aside from this, Thailand has urged their players to focus <a rel=\"noreferrer noopener\" href=\"https:\/\/www.khmertimeskh.com\/501281047\/thai-athletes-urged-to-avoid-politics-at-sea-games-in-cambodia\/\" target=\"_blank\">solely on sports, and to not get involved<\/a> in politics. For its part, Cambodia had called upon its host spectators to <a rel=\"noreferrer noopener\" href=\"https:\/\/en.vietnamplus.vn\/cambodian-pm-calls-for-sea-games-spectators-to-maintain-dignity\/252309.vnp\" target=\"_blank\">maintain their dignity by respecting other teams and players, and not insulting<\/a> those they do not like during the games.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Despite various disputes, the 32<sup>nd<\/sup> Southeast Asian Games kicked off successfully <a rel=\"noreferrer noopener\" href=\"https:\/\/www.voanews.com\/a\/flags-fireworks-as-cambodia-kicks-off-sea-games-\/7081009.html\" target=\"_blank\">on 5th May<\/a> and promised to be <a rel=\"noreferrer noopener\" href=\"https:\/\/www.phnompenhpost.com\/sport\/phnom-penh-sea-games-biggest-asean-event-post-covid-minister\" target=\"_blank\">the biggest ASEAN sporting tournament<\/a> in the post-COVID era.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Former UN Secretary General Ban Ki-Moon meets with Min Aung Hlaing<\/strong>&nbsp;<\/h4>\n\n\n\n<p>On 24 April 2023, the former UN Secretary-General Ban Ki-Moon made a surprise visit to Myanmar to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/former-un-chief-ban-returns-myanmar-meets-ruling-general-2023-04-24\/\" target=\"_blank\">promote peace<\/a> in the country which has been wracked by internal conflict since the coup of 2021.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Ban Ki-Moon met with the junta leader and other top officials to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bangkokpost.com\/world\/2556966\/ban-ki-moon-myanmar-military-must-take-first-steps-to-peace\" target=\"_blank\">exchange views on the latest progress<\/a> towards peace in Myanmar in a friendly, positive, and open manner. In addition, Ban Ki-Moon represented <a rel=\"noreferrer noopener\" href=\"https:\/\/apnews.com\/article\/europe-united-nations-international-law-nelson-mandela-government-and-politics-4b441a7a0d1dd1937a53390605b2e147\" target=\"_blank\">The Elders<\/a> \u2013 a group of former international leaders established by Nelson Mandela to work on peace, human rights, and justice \u2013 and urged the junta to \u201c<a rel=\"noreferrer noopener\" href=\"https:\/\/www.asahi.com\/ajw\/articles\/14894391\" target=\"_blank\">adopt an immediate cessation of violence<\/a> and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.telegraphindia.com\/world\/ex-united-nations-chief-ban-ki-moon-calls-for-end-to-violence-in-myanmar\/cid\/1932242\" target=\"_blank\">start a constructive dialogue<\/a> among parties concerned\u201d. However, Ban Ki-Moon <a rel=\"noreferrer noopener\" href=\"https:\/\/www.irrawaddy.com\/news\/the-world-myanmar\/ex-un-chief-urges-junta-to-take-first-steps-to-lift-myanmar-out-of-crisis.html\" target=\"_blank\">did not meet with Aung San Suu Kyi<\/a> during his visit.&nbsp;<\/p>\n\n\n\n<p>Ban Ki-Moon still hoped that \u201ca way forward can be found out of the current crisis\u201d and that \u201cthe military <a rel=\"noreferrer noopener\" href=\"https:\/\/www.thestar.com.my\/aseanplus\/aseanplus-news\/2023\/04\/29\/it039s-their-duty-and-myanmar039s-military-must-take-first-step-to-end-the-violence-says-former-un-chief\" target=\"_blank\">must take the first steps<\/a>\u201d. Ban Ki-Moon also supported calls for \u201cthe immediate release by the Myanmar military of all <a rel=\"noreferrer noopener\" href=\"https:\/\/www.ctvnews.ca\/world\/ex-un-head-ban-ki-moon-urges-army-to-end-myanmar-violence-1.6370983\" target=\"_blank\">arbitrarily detained prisoners<\/a> for constructive dialogue\u201d. Although Ban Ki-Moon urged the junta to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.asahi.com\/ajw\/articles\/14894391\" target=\"_blank\">implement a peace plan<\/a> by ASEAN, of course excluding Myanmar, some believed the UN and ASEAN had <a rel=\"noreferrer noopener\" href=\"https:\/\/www.voanews.com\/a\/q-a-ban-ki-moon-s-unannounced-myanmar-peace-trip-draws-questions-\/7069362.html\" target=\"_blank\">failed in their commitment to resolving<\/a> the Myanmar crisis and saw this visit as the junta\u2019s attempt to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.voanews.com\/a\/q-a-ban-ki-moon-s-unannounced-myanmar-peace-trip-draws-questions-\/7069362.html\" target=\"_blank\">reach out to the international community<\/a> to enhance its legitimacy.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The visit will unlikely lead to any change towards peace in Myanmar. But this meeting between Ban Ki-Moon and the junta showed that the junta is now showing its interest in engaging with other external actors.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The Philippines&#8217; relations with the US and China<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The current relationship of the Philippines with China and the United States has seen new momentum during the first quarter of 2023.&nbsp;<\/p>\n\n\n\n<p>The Philippines Coast Guard (PCG) <a href=\"https:\/\/www.dailypioneer.com\/2023\/world\/philippines-confronts-china-over-south-china-sea-claims.html\" target=\"_blank\" rel=\"noreferrer noopener\">confronted<\/a> the Chinese Coast Guard (CCG) in late April near the Second Thomas Shoal, a contested waterway in the South China Sea. This tense face-off was similar to the confrontation in February 2023 when the PCG was on its naval <a href=\"https:\/\/www.theguardian.com\/world\/2023\/feb\/13\/chinese-ship-military-grade-laser-philippine-vessel\" target=\"_blank\" rel=\"noreferrer noopener\">resupply mission in the disputed waterway<\/a>. The Philippines accused the CCG of <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/philippines-accuses-china-of-aiming-military-grade-laser-at-coast-guard-vessel-in-south-china-sea\" target=\"_blank\" rel=\"noreferrer noopener\">directing a military-grade laser<\/a> against the Philippine vessel, blinding its crews and forcing them to retreat. However, this time a&nbsp; Chinese ship <a href=\"https:\/\/apnews.com\/article\/philippines-dispute-south-china-sea-patrol-27ee9778f7302938c5090644e3d153c2\" target=\"_blank\" rel=\"noreferrer noopener\">blocked a Philippine patrol vessel<\/a> steaming into the disputed shoal, causing a frightening near-collision only 120-150 feet from the bow of the Philippine ship. The PCG\u2019s captain abruptly <a href=\"https:\/\/www.the-journal.com\/articles\/tense-face-off-philippines-confronts-china-over-sea-claims\/\" target=\"_blank\" rel=\"noreferrer noopener\">reversed the vessel\u2019s direction and shut off<\/a> its engine to avoid the collision.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Philippines Coast Guard Captain said the confrontation was \u201ca <a href=\"https:\/\/www.deccanherald.com\/international\/world-news-politics\/philippines-confronts-china-over-sea-claims-1213483.html\" target=\"_blank\" rel=\"noreferrer noopener\">sudden and really dangerous manoeuvre<\/a>\u201d. The Philippines Foreign Ministry stated that China should \u201c<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/philippines-reports-confrontation-with-chinese-vessels-south-china-sea-2023-04-28\/\" target=\"_blank\" rel=\"noreferrer noopener\">refrain from actions that<\/a> may cause an untoward incident\u201d. The United States expressed <a href=\"https:\/\/www.zawya.com\/en\/world\/china-and-asia-pacific\/us-stands-with-philippines-against-chinese-intimidation-in-s-china-sea-official-g5tvfr1p\" target=\"_blank\" rel=\"noreferrer noopener\">its deep concern <\/a>towards the tense face-off, while the Chinese Embassy in Manila <a href=\"https:\/\/www.voanews.com\/a\/tense-face-off-philippines-confronts-china-over-sea-claims-\/7068742.html\" target=\"_blank\" rel=\"noreferrer noopener\">did not immediately respond<\/a> to a request for comment on the encounter. Although Beijing and President Marcos have <a href=\"https:\/\/www.philstar.com\/headlines\/2023\/05\/02\/2263151\/philippines-china-discuss-fishing-rights-south-china-sea-marcos\" target=\"_blank\" rel=\"noreferrer noopener\">agreed to discuss fishing rights<\/a>, relations between the two countries seem precarious, especially in the South China Sea.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, Manila\u2019s relations with Washington have substantially improved. The Philippines had recently <a href=\"https:\/\/www.theguardian.com\/world\/2023\/feb\/02\/us-seals-crucial-military-deal-with-the-philippines-close-to-china-flashpoints\" target=\"_blank\" rel=\"noreferrer noopener\">granted the US expanded access to its military bases<\/a> in \u201cstrategic areas of the country\u201d. On 1 May 2023, President Joe Biden <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2023\/05\/01\/remarks-by-president-biden-and-president-ferdinand-marcos-jr-of-the-philippines-before\/\" target=\"_blank\" rel=\"noreferrer noopener\">welcomed<\/a> President Ferdinand Marcos Jr. to the White House as part of continued efforts to <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2023\/05\/01\/remarks-by-president-biden-and-president-ferdinand-marcos-jr-of-the-philippines-before\/\" target=\"_blank\" rel=\"noreferrer noopener\">strengthen security and economic relations<\/a> in the region amid concerns over an increasingly assertive China. The United States assured the Philippines that the US\u2019s commitment to defend the Philippines <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/1\/military-ties-top-agenda-as-biden-meets-philippines-marcos-jr\" target=\"_blank\" rel=\"noreferrer noopener\">remains \u201cironclad\u201d<\/a>. President Marcos also stressed that \u201cit is <a href=\"https:\/\/www.koreatimes.co.kr\/www\/world\/2023\/05\/501_350176.html\" target=\"_blank\" rel=\"noreferrer noopener\">only natural<\/a> for the Philippines to look to its sole treaty partner\u201d. Furthermore, the two leaders also <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2023\/05\/01\/ferdinand-marcos-philippines-biden\/\" target=\"_blank\" rel=\"noreferrer noopener\">outlined areas for cooperation<\/a>, including on climate change, economic development, as well as new trade and investment missions.&nbsp;<\/p>\n\n\n\n<p>Marcos <a href=\"https:\/\/www.voanews.com\/a\/biden-marcos-set-to-meet-as-tensions-grow-with-china\/7073107.html\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> that he was \u201cdetermined to forge an ever\u2013stronger relationship with the US in a wide range of areas that not only address the concerns of our times but also those that are critical to advancing our core interests.\u201d One regional observer said that \u201cMarcos is <a href=\"https:\/\/www.npr.org\/2023\/05\/01\/1172996835\/at-biden-marcos-meeting-china-is-expected-to-be-at-the-top-of-the-agenda\" target=\"_blank\" rel=\"noreferrer noopener\">looking for assurances<\/a> that the US has his back in any open confrontation with China\u201d while others saw the visit as an <a href=\"https:\/\/www.rappler.com\/nation\/marcos-jr-biden-meet-flexes-optimism-philippines-united-states-ties\/\" target=\"_blank\" rel=\"noreferrer noopener\">indication that Marcos has chosen a different path<\/a>, <a href=\"https:\/\/www.npr.org\/sections\/parallels\/2016\/10\/11\/497487363\/why-philippine-president-rodrigo-duterte-distrusts-the-u-s\" target=\"_blank\" rel=\"noreferrer noopener\">compared to his predecessor Duterte<\/a>, in chartering the Philippines&#8217; relationship with Washington.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Some Filipinos also staged a protest in Washington to <a rel=\"noreferrer noopener\" href=\"https:\/\/news.cgtn.com\/news\/2023-05-02\/Protests-staged-to-disavow-meeting-between-Marcos-and-Biden-1jtVLWhB38s\/index.html\" target=\"_blank\">express their disapproval of the meeting<\/a> between President Marcos and President Biden.
