{"id":9738,"date":"2023-05-30T08:30:00","date_gmt":"2023-05-29T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9738"},"modified":"2023-08-07T12:05:43","modified_gmt":"2023-08-07T02:05:43","slug":"the-significance-of-bidens-almost-papua-new-guinea-visit","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/the-significance-of-bidens-almost-papua-new-guinea-visit\/","title":{"rendered":"The significance of Biden\u2019s (almost) Papua New Guinea visit"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sean-jacobs\/\">SEAN JACOBS<\/a>\u00a0 |\u00a0 <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The late US Secretary of State George Shultz noted that \u201cdiplomatic visits are an important expression of presidential priorities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite President Biden\u2019s last-minute cancellation to Papua New Guinea (PNG), the significance of Secretary of State Anthony Blinken\u2019s brief <a href=\"https:\/\/www.abc.net.au\/news\/2023-05-22\/united-states-papua-new-guinea-defence-agreement-blinken-marape-\/102378862\">visit<\/a> should not be overlooked, let alone the <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/22\/papua-new-guinea-us-to-sign-security-pact-with-eye-on-china\">signing<\/a> of the US-PNG Defense Cooperation Agreement (DCA) \u2013 an agreement that reflects not only a changing strategic atmosphere but PNG\u2019s emergence, scale and its challenges and internal politics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, while working with Port Moresby\u2019s National Capital District Commission in 2010, I recall the fanfare of then-US Secretary of State Hilary Clinton\u2019s <a href=\"https:\/\/www.smh.com.au\/world\/hillary-clinton-arrives-in-png-20101103-17dul.html\">whistlestop tour<\/a> \u2013 the first of its kind \u2013 and noting PNG had not received any comparable senior US government leader since Douglas MacArthur in World War II.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Things have clearly changed. US Vice President Mike Pence attended PNG\u2019s APEC 2018, <a href=\"https:\/\/www.afr.com\/politics\/apec-2018-scott-morrison-us-nz-japan-to-fund-electricity-internet-in-png-20181118-h180t7\">signing<\/a> the PNG Electrification Partnership (PEP) and a <a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/remarks-vice-president-pence-2018-apec-ceo-summit-port-moresby-papua-new-guinea\/\">commitment<\/a> for Lombrum Naval Base upgrades. This is now Blinken\u2019s second visit to PNG and the wider Pacific islands region in under two years \u2013 an unprecedented level of focus among US Secretaries of State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certainly, PNG is clearly now on the strategic map and the DCA, while <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/489999\/concerns-in-papua-new-guinea-over-framing-of-us-security-pact\">provoking concerns<\/a>, is broadly reflective of two factors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a>The first is an acknowledgement not just of priority but of PNG\u2019s scale. At nine million people and growing fast, PNG is the largest of the Pacific\u2019s 15 nations. The country possesses a range of internal challenges, from climate change displacement issues to law and order concerns. Its <\/a><a href=\"https:\/\/data.worldbank.org\/indicator\/SP.POP.TOTL?locations=PG\">demographic growth<\/a>, <a href=\"https:\/\/www.worldbank.org\/en\/country\/png\/overview\">expanding economy<\/a> and <a href=\"https:\/\/data.worldbank.org\/topic\/trade?locations=PG\">trade links<\/a> are creating expectations on its strategic intent. The DCA is both an acknowledgement and a much-needed signal of this intent from the Marape Government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second reason is strategic. Beijing has strong links to PNG as a Comprehensive Strategic Partner \u2013 the highest form of China\u2019s diplomatic relationship \u2013 and it has developed a range of hard in-country infrastructure projects, while also creating toeholds for potential future deliverables, as seen by the <a href=\"https:\/\/www.abc.net.au\/news\/2020-12-15\/trepidation-as-china-prepares-to-move-into-the-torres-strait\/12985504\">2020 MOU for a fisheries facility<\/a> at Daru \u2013 mere kilometres from Australian waters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden brings PNG closer to the US, especially \u201cin the midst of the most consequential strategic realignment since the Second World War\u201d \u2013 to <a href=\"https:\/\/www.defence.gov.au\/about\/strategic-planning\/2020-defence-strategic-update\">borrow<\/a> from Australian policymakers \u2013 and Beijing, while putting forward a <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/22\/papua-new-guinea-us-to-sign-security-pact-with-eye-on-china\">measured<\/a> DCA response, will no doubt be concerned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within PNG, broader DCA-related issues have also been raised around creeping <a href=\"https:\/\/www.zerohedge.com\/geopolitical\/us-papua-new-guinea-military-pact-will-see-steady-increase-us-troops\">militarisation<\/a>, the <a href=\"https:\/\/www.rnz.co.nz\/international\/pacific-news\/489999\/concerns-in-papua-new-guinea-over-framing-of-us-security-pact\">exemptions<\/a> offered to active US personnel, and the wider <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/disproportionate-attention-solomons-china-security-pact\">disproportionate attention<\/a> currently being paid to Beijing\u2019s increasing security ties in the Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are all valid. However, it is worth noting the nature of the DCA itself, which is fundamentally <a href=\"https:\/\/www.state.gov\/the-united-states-and-papua-new-guinea-sign-new-defense-cooperation-agreement-and-an-agreement-concerning-counter-illicit-transnational-maritime-activity-operations\/\">motivated by<\/a> a \u201cdemocratic partnership\u201d between \u201clike-minded democratic countries\u201d. PNG, after all, is a \u2018noisy\u2019 democracy but a democracy, nonetheless.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also worth acknowledging is the DCA\u2019s context in the mix of other revamped US commitments, such as the <a href=\"https:\/\/au.usembassy.gov\/fact-sheet-president-biden-unveils-first-ever-pacific-partnership-strategy\/\">US Pacific Partnership Strategy<\/a>. Although a regional strategy, PNG-specific features include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Climate-Smart Infrastructure to enhance regional net-zero related goals and access for US private sector renewable energy firms. Also in parallel to this commitment is the Boosting Long-term U.S. Engagement in the Pacific Act (BLUE Pacific Act), which <a href=\"https:\/\/www.usip.org\/publications\/2022\/09\/framework-us-engagement-papua-new-guinea\">elevates<\/a> \u201cthe countries of Oceania as a strategic national security and economic security priority.\u201d<\/li>\n\n\n\n<li>Law enforcement training from the Federal Bureau of Investigation (FBI).<\/li>\n\n\n\n<li>Capacity building to fight cybercrime, from a total funding pool of US$1.6 million.<\/li>\n\n\n\n<li>Combating wildlife trafficking, from a total pool of US$3.25 million.<\/li>\n\n\n\n<li>An additional US$18 million for the PEP.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The DCA was also <a href=\"https:\/\/www.state.gov\/the-united-states-and-papua-new-guinea-sign-new-defense-cooperation-agreement-and-an-agreement-concerning-counter-illicit-transnational-maritime-activity-operations\/\">announced<\/a> alongside an Agreement Concerning Counter Illicit Transnational Maritime Activity Operations, offering PNG <a href=\"https:\/\/www.reuters.com\/world\/modi-blinken-meet-pacific-island-leaders-papua-new-guinea-2023-05-21\/\">unique<\/a> training and enforcement capabilities in this respect, from illegal fishing to drug trafficking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sum of these measures illustrates both nations are thinking beyond strictly defence and traditional security ties in an attempt to enhance PNG\u2019s state capacity. State capacity will be critical, especially in responding to and managing localised climate change impacts, which are consistently offered by Pacific leaders as the region\u2019s <a href=\"https:\/\/www.forumsec.org\/2023\/02\/07\/release-climate-change-remains-the-single-greatest-threat-for-pacific-new-pacific-security-report\/\">top priority<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, there will be a need, as part of the growing US-PNG relationship, to appreciate not just state capabilities but state politics as well. It is a small but noticeable irony, for example, that former PNG Foreign Minister Justin Tkatchenko \u2013 who led PNG\u2019s DCA negotiations \u2013 <a href=\"https:\/\/www.bbc.com\/news\/world-asia-65579650\">succumbed<\/a> to significant internal outrage by PNG citizens over his public comments only this month, while Biden\u2019s entire trip to PNG fell short <a href=\"https:\/\/www.npr.org\/2023\/05\/17\/1176750125\/biden-australia-papua-new-guinea-g-7\">due to<\/a> internal Congressional priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While clearly contrasting, both PNG and US politics will be important to factor into what appears to be an intensified and growing relationship.<\/p>\n\n\n\n<hr
