{"id":9743,"date":"2023-05-31T11:00:00","date_gmt":"2023-05-31T01:00:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9743"},"modified":"2023-08-07T10:52:01","modified_gmt":"2023-08-07T00:52:01","slug":"southeast-asia-snapshot-51","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-51\/","title":{"rendered":"Southeast Asia snapshot #51"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |    <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The outcomes of the 42<\/strong><strong><sup>nd<\/sup><\/strong><strong> ASEAN Summit&nbsp;<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The Association of Southeast Asian Nations (ASEAN) <a href=\"https:\/\/www.cnnphilippines.com\/news\/2023\/5\/10\/marcos-asean-summit.html\" target=\"_blank\" rel=\"noreferrer noopener\">convened the 42<sup>nd<\/sup> ASEAN Summit<\/a> from 10 to 11 May 2023 in Labuan Bajo, Indonesia <a href=\"https:\/\/english.news.cn\/20230511\/c5050c4442d14021a732ea0cb08998cc\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">under the theme<\/a> \u201cASEAN Matters: Epicentrum of Growth.\u201d&nbsp;<\/p>\n\n\n\n<p>The two-day meeting was conducted with the inclusion of Timor-Leste as <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/timor-leste-attends-first-asean-summit-as-observer-vows-to-be-unwavering-partner\" target=\"_blank\" rel=\"noreferrer noopener\">the observer state<\/a> and the <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/myanmars-crisis-overshadows-asean-summit-indonesia-2023-05-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">exclusion of Myanmar<\/a> from the summit. Thailand was <a href=\"https:\/\/thainews.prd.go.th\/en\/news\/detail\/TCATG230508111325606\" target=\"_blank\" rel=\"noreferrer noopener\">represented by its deputy Prime Minister<\/a> and Foreign Affairs Minister, Don Pramudwinai. During the meeting, ASEAN <a href=\"https:\/\/apnews.com\/article\/asean-myanmar-violence-south-china-sea-8b7dbd147b8364b22d839b535314c6bc\" target=\"_blank\" rel=\"noreferrer noopener\">condemned the attack on a humanitarian aid convoy<\/a> that ASEAN <a href=\"https:\/\/www.thejakartapost.com\/opinion\/2023\/05\/10\/attack-on-asean.html\" target=\"_blank\" rel=\"noreferrer noopener\">had arranged<\/a>, including Indonesian and Singaporean diplomats, for the displaced people in Myanmar. ASEAN also asked Myanmar for the <a href=\"https:\/\/en.vietnamplus.vn\/asean-condemns-attack-on-humanitarian-aid-convoy-in-myanmar\/252819.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">immediate cessation of all forms of violence<\/a> and the use of force so that <a href=\"https:\/\/reliefweb.int\/report\/myanmar\/asean-leaders-statement-recent-attack-convoy-aha-centre-and-asean-monitoring-team-myanmar\" target=\"_blank\" rel=\"noreferrer noopener\">a conducive environment<\/a> can be created for the safe and timely delivery of humanitarian assistance to the victims, and the holding of inclusive national dialogues.&nbsp;&nbsp;<\/p>\n\n\n\n<p>On the South China Sea issue, ASEAN also called for all relevant claimant states to <a rel=\"noreferrer noopener\" href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/ASEAN-urges-cool-heads-on-South-China-Sea-as-summit-ends\" target=\"_blank\">lessen the tension<\/a> and practice self-restraint in the South China Sea because <a rel=\"noreferrer noopener\" href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/asean-calls-for-self-restraint-in-south-china-sea-activities\/2895439\" target=\"_blank\">land reclamations and serious incidents<\/a> have eroded trust and confidence, increased tensions, and may undermine peace, security, and stability in the region. The Philippines asked all parties for a swift completion of a code of conduct <a rel=\"noreferrer noopener\" href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3220064\/philippines-urges-quick-resolution-south-china-seas-code-conduct-asean-summit-looms\" target=\"_blank\">for the South China Sea<\/a>.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Furthermore, the leaders also noted the <a href=\"https:\/\/www.fbcnews.com.fj\/world\/southeast-asian-leaders-pledge-crackdown-on-human-traffickers-online-scams\/\" target=\"_blank\" rel=\"noreferrer noopener\">increasing abuse of technology<\/a> in facilitating trafficking in persons in Southeast Asia, and globally, and <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/southeast-asian-leaders-pledge-crackdown-human-traffickers-online-scams-2023-05-10\/\" target=\"_blank\" rel=\"noreferrer noopener\">pledged to crack down on online scams<\/a> operated by human traffickers to prey on vulnerable job seekers, particularly in the poorest countries of the region. ASEAN\u2019s <a href=\"https:\/\/www.asiafinancial.com\/asean-leaders-vow-to-crack-down-on-traffickers-online-scams\" target=\"_blank\" rel=\"noreferrer noopener\">effort<\/a>s to combat human trafficking includes enhancing the capacity of law enforcement agencies to investigate, collect data, exchange information, and conduct joint exercises.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In addition, ASEAN also <a href=\"https:\/\/information.gov.kh\/articles\/104467\" target=\"_blank\" rel=\"noreferrer noopener\">adopted various documents<\/a> that reiterated the <a href=\"https:\/\/en.vietnamplus.vn\/asean-leaders-issue-declaration-on-combating-trafficking-in-persons\/252854.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">need to promote a cohesive and immediate<\/a> ASEAN response for addressing current and future threats. These include the ASEAN Leaders\u2019 Statement on the Recent Attack on a Convoy of the AHA Centre and ASEAN Monitoring Team in Myanmar, ASEAN Leaders\u2019 Statement on the Development of the ASEAN Community\u2019s Post-2025 Vision, the ASEAN Leaders\u2019 Statement on Strengthening ASEAN\u2019s Capacity and Institutional Effectiveness, and the ASEAN Leaders\u2019 Declaration on Combating Trafficking in Persons Caused by The Abuse of Technology among others.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Separately, ASEAN also <a href=\"https:\/\/english.news.cn\/asiapacific\/20230511\/231e666f105941cc9b120aa8ae7c328d\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">adopted a roadmap<\/a> for Timor-Leste\u2019s full membership into ASEAN. The Indonesian Foreign Minister confirmed that \u201cthe commitment of the ASEAN member states <a href=\"http:\/\/www.china.org.cn\/world\/Off_the_Wire\/2023-05\/11\/content_85285387.htm\" target=\"_blank\" rel=\"noreferrer noopener\">was very loud and clear<\/a> that we are ready to support them to fulfil the criteria of the roadmap.\u201d <a href=\"https:\/\/en.baochinhphu.vn\/viet-nam-willing-to-support-timor-leste-to-soon-become-asean-member-111230511150525261.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Vietnam<\/a> and <a href=\"https:\/\/en.tatoli.tl\/2023\/05\/10\/indonesia-pledges-to-support-timor-leste-in-institutional-formation-for-asean-membership\/17\/\" target=\"_blank\" rel=\"noreferrer noopener\">Indonesia<\/a> showed their support for the membership of Timor-Leste during the summit.&nbsp;&nbsp;<\/p>\n\n\n\n<p>On the Myanmar issue, Indonesia Foreign Minister <a href=\"https:\/\/www.france24.com\/en\/live-news\/20230505-indonesia-says-using-quiet-diplomacy-to-help-solve-myanmar-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">Retno Marsudi said<\/a> \u201cIndonesia decided to take a non-megaphone diplomacy approach to provide space for the parties to build trust\u201d while Malaysia\u2019s Foreign Minister Zamby Abdul Kadir <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/asean-must-show-unity-tackle-myanmars-escalating-crisis-indonesia-president-says-2023-05-11\/\" target=\"_blank\" rel=\"noreferrer noopener\">said ASEAN was serious<\/a> about Myanmar \u201cbut it had to come as a force together.\u201d&nbsp;<\/p>\n\n\n\n<p>On the sidelines, the new Malaysian Prime Minister, Anwar Ibrahim, also held <a rel=\"noreferrer noopener\" href=\"https:\/\/bernama.com\/en\/news.php?id=2187925\" target=\"_blank\">bilateral meetings with the leaders<\/a> of Brunei, Vietnam, Laos, and Timor-Leste <a rel=\"noreferrer noopener\" href=\"https:\/\/www.nst.com.my\/news\/nation\/2023\/05\/908026\/anwar-holds-bilateral-cooperation-talks-four-asean-leaders\" target=\"_blank\">focusing on<\/a> economic cooperation, investment, education, and agricultural opportunities.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The summit concluded with cooperative documents being adopted and good indications for Timor-Leste\u2019s future ASEAN membership; while the disputed South China Sea and the Myanmar issue would remain high in ASEAN\u2019s post-summit agenda.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The current political situation in Thailand<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The Kingdom of Thailand is seeing some momentum in its politics with the ousted Prime Minister Thaksin Shinawatra recently signalling <a href=\"https:\/\/www.thaienquirer.com\/49686\/thaksin-reaffirms-return-contemplates-pheu-thai-need-to-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">his potential return<\/a> to the country, and the outcome of the <a href=\"https:\/\/www.channelnewsasia.com\/asia\/thailand-election-opposition-pheu-thai-move-forward-crushes-prayut-military-parties-3488336\" target=\"_blank\" rel=\"noreferrer noopener\">Thai election<\/a> to form a new parliament, held on 14 May 2023.&nbsp;<\/p>\n\n\n\n<p>Less than a week before the Thai election, the ousted leader Thaksin Shinawatra posted on social media his desire to <a href=\"https:\/\/www.bangkokpost.com\/thailand\/politics\/2566509\/thaksin-wants-to-come-home-enter-legal-process\" target=\"_blank\" rel=\"noreferrer noopener\">return to Thailand by July<\/a> to see his grandchildren. Thaksin said he <a href=\"https:\/\/apnews.com\/article\/thailand-thaksin-return-069b361adf12284ed4f5fbac87872436\" target=\"_blank\" rel=\"noreferrer noopener\">is prepared to face justice<\/a>, including several convictions on charges such as abuse of power and corruption. If Thaksin follows through on his pledge to return before his birthday on July 26, he <a href=\"https:\/\/www.asahi.com\/ajw\/articles\/14903669\" target=\"_blank\" rel=\"noreferrer noopener\">could face at least a decade<\/a> behind bars. In January last year, Thaksin again vowed to return announcing that among his intentions was his desire to help the government solve problems, give lectures, and lobby wealthy Thais to support start-ups.&nbsp;<\/p>\n\n\n\n<p>Thailand held its general election on 14 May 2023 and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.channelnewsasia.com\/asia\/thailand-election-pita-limjaroenrat-move-forward-pm-government-3489076\" target=\"_blank\">about 39.3 million people<\/a> casted their votes. This election had the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/world\/2023\/may\/15\/thailand-election-2023-national-elections-opposition-parties-crushing-blow-military-rule-junta\" target=\"_blank\">highest voter turnout ever recorded at 75.22%<\/a>. The surprising winner of the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.dw.com\/en\/thai-election-big-win-for-opposition-but-uncertainty-looms\/a-65628441\" target=\"_blank\">unofficial results<\/a> was the Move Forward Party (MFP), led by Pita Limjaroenrat, which won <a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2023\/05\/14\/asia\/thailand-elections-vote-result-monday-intl-hnk\/index.html\" target=\"_blank\">151 seats in the Thai parliament. The Pheu Thai<\/a> party was in second place with 141 seats. The Bhumjaithai Party, which spearheaded the campaign to legalize cannabis in Thailand <a rel=\"noreferrer noopener\" href=\"https:\/\/www.japantimes.co.jp\/news\/2023\/05\/19\/asia-pacific\/thai-coalition-talks-split-royals\/\" target=\"_blank\">won 70 seats<\/a> and overtook the United Thai Nation Party of Prime Minister Prayuth Chan-ocha which <a rel=\"noreferrer noopener\" href=\"https:\/\/edition.cnn.com\/2023\/05\/18\/asia\/thailand-election-move-forward-coalition-agreed-intl-hnk\/index.html\" target=\"_blank\">won only 36 seats<\/a>, while his former party \u2013 the Palang Pracharath \u2013 <a rel=\"noreferrer noopener\" href=\"https:\/\/efe.com\/en\/latest-news\/2023-05-15\/reformist-move-forward-party-wins-thai-election\/\" target=\"_blank\">won 40 seats<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The MFP and Pheu Thai have <a rel=\"noreferrer noopener\" href=\"https:\/\/thedailyguardian.com\/move-forward-pheu-thai-can-form-coalition-government-in-thailand\/\" target=\"_blank\">agreed to work together<\/a> to form a coalition government. However, Pita will need a <a rel=\"noreferrer noopener\" href=\"https:\/\/asianews.network\/four-scenarios-for-next-thai-government-but-only-two-have-pita-as-pm\/\" target=\"_blank\">majority of at least 376 votes<\/a> from the 500-seat House of Representatives to nullify the 250 votes from the military-appointed Senate. The Senate will need to approve Thailand\u2019s next prime minister and this remains unclear given the MFP\u2019s reform agenda, including its ambition to reform Thailand\u2019s lese-majeste law. The head of Thailand\u2019s army, General Chalermchai Sitthisat, said before the election that the military would respect the outcome of the election and pledged <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bbc.com\/news\/world-asia-38489545\" target=\"_blank\">not to stage a coup<\/a> afterwards; the army has been <a rel=\"noreferrer noopener\" href=\"https:\/\/www.lemonde.fr\/en\/international\/article\/2023\/05\/12\/thailand-s-army-chief-promises-no-coup-in-lead-up-to-election_6026421_4.html\" target=\"_blank\">seizing power a dozen times<\/a> in Thailand in the past century, most recently in 2014.&nbsp;<\/p>\n\n\n\n<p>On Thaksin\u2019s return, Prime Minister Prayuth <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/thailands-influential-ex-pm-thaksin-eyes-july-return-exile-2023-05-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cIt is up to him, it is up to the justice system\u201d. Thaksin said he would not \u201c<a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3219954\/will-thaksin-finally-return-thailand-latest-vow-sparks-intrigue-raises-stakes-ahead-polls\" target=\"_blank\" rel=\"noreferrer noopener\">be a burden to Pheu Thai<\/a> party\u201d and would follow the legal processes. One Thai scholar <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/thailands-ex-pm-thaksin-shakes-up-election-with-talk-return-2023-05-10\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> before the election that \u201cthe announcement could hint that Pheu Thai is seeking a deal that could see them joining up with their former rivals in order to get Thaksin home\u201d.&nbsp;&nbsp;<\/p>\n\n\n\n<p>On the Thai election, the MFP leader, Pita Limjaroenrat, said his policy priorities over the next four years would be to \u201c<a href=\"https:\/\/edition.cnn.com\/2023\/05\/17\/asia\/thailand-election-opposition-party-leader-interview-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">demilitarize, demonopolize, and decentralize<\/a>\u201d Thailand. There are those who questioned whether the Thai <a href=\"https:\/\/www.erienewsnow.com\/story\/48911518\/thailands-opposition-won-a-landslide-in-elections-but-will-the-military-elite-let-them-rule\" target=\"_blank\" rel=\"noreferrer noopener\">military elite will let the winning opposition rule<\/a> over them. Moreover, while some are still impressed that <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/14\/thailand-election-results-what-we-know-so-far\" target=\"_blank\" rel=\"noreferrer noopener\">MFP was the leading party<\/a> to form a government, Thitinan Pongsudhirak <a href=\"https:\/\/edition.cnn.com\/2023\/05\/15\/asia\/thailand-opposition-parties-military-election-analysis-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cthis is an unmistakable frontal rebuke, a rejection of Thailand\u2019s military authoritarian past. It\u2019s a rejection of military dominance in politics.\u201d Thaksin also praised the MFP for their ability to adapt quickly to the rapidly changing world of social media, leveraging the power of platforms such as TikTok for their campaign. <a href=\"https:\/\/www.thaienquirer.com\/49686\/thaksin-reaffirms-return-contemplates-pheu-thai-need-to-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">He said that<\/a> \u201cthe MFP has embraced change rapidly and contemporarily, using TikTok effectively.
