{"id":9764,"date":"2023-06-14T08:30:00","date_gmt":"2023-06-13T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9764"},"modified":"2023-08-07T10:51:42","modified_gmt":"2023-08-07T00:51:42","slug":"southeast-asia-snapshot-52","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-52\/","title":{"rendered":"Southeast Asia snapshot #52"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |    <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The current political situation in Cambodia<\/strong>&nbsp;<\/h4>\n\n\n\n<p>Ahead of the national elections in July 2023, Cambodia has seen more political momentum including the disqualification of the Candlelight Party from the election, and a private visit of the former CNRP leader \u2013 Sam Rainsy \u2013 to Malaysia.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Cambodia\u2019s biggest opposition party \u2013 the Candlelight Party (CP) \u2013 was <a href=\"https:\/\/globalvoices.org\/2023\/05\/21\/cambodias-main-opposition-party-disqualified-from-july-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">disqualified from participating in the national election<\/a> that will be held in July 2023. Before its disqualification, the Cambodia National Election Committee (NEC) <a href=\"https:\/\/www.voacambodia.com\/a\/cambodian-opposition-party-loses-bid-to-overturn-election-ban\/7108627.html\" target=\"_blank\" rel=\"noreferrer noopener\">refused to register<\/a> the Candlelight Party as the CP failed to provide the necessary documents to the NEC. The CP <a href=\"https:\/\/apnews.com\/article\/cambodia-opposition-party-election-hun-sen-63659ff8f2de992d84d2be748afbab8b\" target=\"_blank\" rel=\"noreferrer noopener\">filed an appeal<\/a> to Cambodia\u2019s Constitutional Council to overturn the NEC\u2019s decision. However, the Constitutional Council <a href=\"https:\/\/asia.nikkei.com\/Politics\/Cambodia-tribunal-dismisses-election-appeal-by-sole-opposition-party\" target=\"_blank\" rel=\"noreferrer noopener\">rejected the appeal<\/a>, which resulted in the <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/25\/cambodias-opposition-disqualified-from-election-appeal-fails\" target=\"_blank\" rel=\"noreferrer noopener\">disqualification of the CP<\/a>. This means the current ruling party \u2013 the Cambodia People\u2019s Party (CPP) \u2013 will face no major opposition party although 18 minor political parties <a href=\"https:\/\/english.news.cn\/20230525\/eabdb51252ea43389efbd6d879018df5\/c.html\" target=\"_blank\" rel=\"noreferrer noopener\">have officially been <\/a>registered for the upcoming election.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In response to their disqualification, the CP <a href=\"https:\/\/crisis24.garda.com\/alerts\/2023\/05\/cambodia-candlelight-party-plans-large-rally-in-phnom-penh-june-3-4-to-denounce-disqualification-from-elections\" target=\"_blank\" rel=\"noreferrer noopener\">called for a large rally in Phnom Penh<\/a> to protest the Constitutional Council\u2019s ruling before the upcoming general election. However, Prime Minister Hun Sen <a href=\"https:\/\/www.phnompenhpost.com\/national-politics\/pm-pre-empts-activists-rallies\" target=\"_blank\" rel=\"noreferrer noopener\">instructed the authorities to arrest<\/a> anyone who attempts to cause social unrest and disrupt public order or organize social media campaigns. He also <a href=\"https:\/\/www.khmertimeskh.com\/501289936\/pm-hun-sen-calls-on-candlelight-party-supporters-not-to-take-any-illegal-actions\/\" target=\"_blank\" rel=\"noreferrer noopener\">appealed to all supporters<\/a> of the CP, in mid-May 2023, not to take any unlawful actions and warned that \u201c<a href=\"https:\/\/cambodianess.com\/article\/hun-sen-warns-that-candlelight-party-member-demonstrating-will-be-jailed\" target=\"_blank\" rel=\"noreferrer noopener\">an iron fist\u201d would be used against<\/a> the leaders of the CP and its supporters if any demonstrations are held.&nbsp;<\/p>\n\n\n\n<p>The CP spokesman Kimsour Phirith <a href=\"https:\/\/www.manilatimes.net\/2023\/05\/26\/world\/cambodian-party-loses-bid-to-overturn-poll-ban\/1893153\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cthe absence of the Candlelight Party from the election means the voice of the people is dismissed\u201d. Others believed the Cambodian court is <a href=\"https:\/\/www.elpasoinc.com\/top-cambodian-opposition-party-loses-appeal-over-registration-barred-from-contesting-july-elections\/article_9042e499-a6f5-5f81-9f16-a9b6a3a9783c.html\" target=\"_blank\" rel=\"noreferrer noopener\">under the influence of Prime Minister Hun Sen\u2019s<\/a> government and his Cambodian People\u2019s Party. The ASEAN Parliamentarians for Human Rights (APHR) said \u201cthe Cambodian government is <a href=\"https:\/\/aseanmp.org\/2023\/05\/16\/southeast-asian-mps-condemn-cambodian-governments-use-of-bureaucratic-stonewalling-violence-to-block-fair-election-participation\/\" target=\"_blank\" rel=\"noreferrer noopener\">clearly fishing for any excuse<\/a> to block opposition parties from competing\u201d while <a href=\"https:\/\/forum-asia.org\/?p=38159\" target=\"_blank\" rel=\"noreferrer noopener\">FORUM-ASIA<\/a>, the <a href=\"https:\/\/www.eeas.europa.eu\/eeas\/cambodia-statement-spokesperson-disqualification-opposition-candlelight-party_en\" target=\"_blank\" rel=\"noreferrer noopener\">EU<\/a>, the <a href=\"https:\/\/nationalpost.com\/pmn\/news-pmn\/top-cambodian-opposition-party-loses-appeal-over-registration-barred-from-contesting-july-elections\" target=\"_blank\" rel=\"noreferrer noopener\">US<\/a>, and the <a href=\"https:\/\/globalvoices.org\/2023\/05\/21\/cambodias-main-opposition-party-disqualified-from-july-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">embassies of France, Germany, and Australia<\/a> all have expressed concerns over this issue.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In a related matter, the former Cambodian opposition leader \u2013 Sam Rainsy \u2013 <a rel=\"noreferrer noopener\" href=\"https:\/\/malaysia.news.yahoo.com\/cambodia-sam-rainsy-malaysia-private-101531186.html\" target=\"_blank\">entered Malaysia on a private visit<\/a>, on 31 May 2023, on his way from Australia to France. He is said to have held a <a rel=\"noreferrer noopener\" href=\"https:\/\/bnn.network\/breaking-news\/sam-rainsys-private-visit-to-malaysia-clarified-by-pkr-mp\/\" target=\"_blank\">meeting<\/a> with Malaysian MP Wong Chen before boarding his flight the next day. The Cambodian Prime Minister reacted aggressively to his visit and threatened to <a rel=\"noreferrer noopener\" href=\"https:\/\/en.freshnewsasia.com\/index.php\/en\/localnews\/36780-2023-05-31-05-13-05.html\" target=\"_blank\">welcome Sam Rainsy with a BM-21 Grad<\/a> self-propelled 122mm multiple rocket launcher if he decided to enter Cambodia. PM Hun Sen said that if Malaysia allowed Sam Rainsy to enter the country, the relationship between the two countries <a rel=\"noreferrer noopener\" href=\"https:\/\/cambodianess.com\/article\/sam-rainsy-expelled-from-malaysia\" target=\"_blank\">would be hurt<\/a>. PM Hun Sen also claimed that the Malaysian PM Anwar Ibrahim promised to him not to let Sam Rainsy enter Malaysia; however, Sam Rainsy did finally enter the country.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The ban of the CP has removed the Cambodian People\u2019s Party&#8217;s sole major competitor from the national election and this is likely to result in the CPP <a href=\"https:\/\/www.bangkokpost.com\/world\/2579014\/cambodia-judicial-body-rejects-opposition-partys-election-ban-appeal\" target=\"_blank\" rel=\"noreferrer noopener\">winning the election in July<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The US rejects Thailand\u2019s request to buy F-35 jets<\/strong>&nbsp;<\/h4>\n\n\n\n<p>Thailand\u2019s request to buy the F-35 stealth fighter jet from the United States <a href=\"https:\/\/thethaiger.com\/news\/national\/us-declines-thai-f-35-bid-offers-f-16-and-f-15-jets-instead\" target=\"_blank\" rel=\"noreferrer noopener\">has been informally declined<\/a> by Washington over the country\u2019s <a href=\"https:\/\/thepattayanews.com\/2023\/05\/28\/royal-thai-air-force-confirms-usa-denied-sale-of-f-35-jets-to-thailand\/\" target=\"_blank\" rel=\"noreferrer noopener\">issues with training and technical requirements<\/a>.&nbsp;<\/p>\n\n\n\n<p>Thailand had <a href=\"https:\/\/www.thejakartapost.com\/world\/2023\/05\/25\/thailand-air-force-says-us-has-denied-request-to-buy-f-35-jets.html\" target=\"_blank\" rel=\"noreferrer noopener\">planned<\/a> to budget over USD 400 million to <a href=\"https:\/\/bnn.network\/world\/us-rejects-thailands-request-to-purchase-f-35-fighter-jets-says-thai-air-force\/\" target=\"_blank\" rel=\"noreferrer noopener\">replace its ageing F5 and F-16 fighter jet<\/a>s with the US\u2019s <a href=\"https:\/\/www.thejakartapost.com\/paper\/2023\/05\/26\/thai-air-force-says-us-denied-request-to-buy-f-35-jets.html\" target=\"_blank\" rel=\"noreferrer noopener\">Lockheed Martin (LMTN) F-35A<\/a> jet fighters. However, the sale of those fighters was subject to <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/thailand-air-force-says-us-has-denied-request-buy-f-35-jets-2023-05-25\/\" target=\"_blank\" rel=\"noreferrer noopener\">technical requirements and maintenance capabilities<\/a> that the US was unable to provide to Thailand. To date, the fighter aircrafts are <a href=\"https:\/\/www.swissinfo.ch\/eng\/reuters\/thailand-air-force-says-u-s--has-denied-request-to-buy-f-35-jets\/48540266\" target=\"_blank\" rel=\"noreferrer noopener\">only sold to the United States\u2019 closest allies<\/a>, including Australia, Japan, South Korea, and Singapore.&nbsp;<\/p>\n\n\n\n<p>Although the US has expressed its <a href=\"https:\/\/eurasiantimes.com\/us-rejects-f-35-stealth-fighters-for-chinas-strategic-ally-in-indo-pacific-offers-f-15-f-16-instead-reports\/?amp\" target=\"_blank\" rel=\"noreferrer noopener\">willingness to reconsider this request<\/a> once the Royal Thai Air Force (RTAF) attains a certain level of readiness, some still believed the rejection may have been because President Joe Biden\u2019s administration believes Bangkok is <a href=\"https:\/\/www.nationthailand.com\/thailand\/politics\/40027920\" target=\"_blank\" rel=\"noreferrer noopener\">tilting too much towards Beijing<\/a>. Despite this setback, RTAF spokesman Prapas stated that Thailand <a href=\"https:\/\/bnn.network\/world\/us-rejects-thailands-request-to-purchase-f-35-fighter-jets-says-thai-air-force\/\" target=\"_blank\" rel=\"noreferrer noopener\">would continue its plan to replace<\/a> its F-16 jets and the US has<s>d<\/s> offered Thailand the <a href=\"https:\/\/www.nationthailand.com\/thailand\/general\/40027982\" target=\"_blank\" rel=\"noreferrer noopener\">upgraded<\/a> F-15 and F-16 models as alternatives.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The US refusal to sell its F-35 aircraft has signaled Washington\u2019s unreadiness to militarily cooperate with Thailand while China continues to expand its presence in the region.&nbsp;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The US, the Philippines, and Japan coast guards hold a joint drill<\/strong>&nbsp;<\/h4>\n\n\n\n<p>The United States held a joint coast guard exercise with Japan and the Philippines<a href=\"https:\/\/sputniknews.in\/20230529\/philippine-coast-guard-to-hold-first-ever-joint-drills-with-us-japan-2222535.html\" target=\"_blank\" rel=\"noreferrer noopener\"> from 1 \u2013 7 June<\/a>, the first trilateral joint coast guard exercise between the three nations.&nbsp;<\/p>\n\n\n\n<p>This <a href=\"https:\/\/english.alarabiya.net\/News\/world\/2023\/05\/29\/US-Japan-Philippines-to-hold-joint-exercises-amid-China-tensions-\" target=\"_blank\" rel=\"noreferrer noopener\">trilateral drill<\/a> was carried out in the Philippines\u2019 province of Bataan, facing the South China Sea, to strengthen <a href=\"https:\/\/news.yahoo.com\/us-japan-philippines-hold-drills-063247775.html?guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS9zZWFyY2g_cT1UaGUrVVMlMkMrdGhlK1BoaWxpcHBpbmVzJTJDK2FuZCtKYXBhbitjb2FzdCtndWFyZHMrdG8raG9sZCthK2pvaW50K21pbGl0YXJ5K2RyaWxsJnJsej0xQzFHQ0VBX2VuS0gxMDE3S0gxMDE3JnN4c3JmPUFQd1hFZGVGVDFCNWMtMlR4ZTdtUTV3a1V3dVdlUzYzcHclM0ExNjg1NDEyMzc5ODc5JmVpPUcxcDFaTUt0TlpQdi1BYndrclN3QlEmc3RhcnQ9MTAmc2E9TiZ2ZWQ9MmFoVUtFd2lDcDgteC1wdl9BaFdUTjk0S0hYQUpEVllROE5NRGVnUUlCaEFXJmJpdz03NjcmYmloPTcwNCZkcHI9MS4yNQ&amp;guce_referrer_sig=AQAAAH1bBPwtQxL-c4NbHU5_cbMokDWLg1PwdkIfop9G45LU4eGsO7gTpiymQeVRVo31PpXI-ZM5TzYqNRbQNbQm_x4F29R7BimI4e-IrW-3ICPLgCelTGGNWss5g1WTf5weBpKPi7hrMRdCct_f0Gr1fxVp_p_5vkNSo20k5jQVrDk8&amp;guccounter=2\" target=\"_blank\" rel=\"noreferrer noopener\">interoperability and include<\/a>d maritime law enforcement training and maneuvering drills. The Philippines Coast Guard (PCG) <a href=\"https:\/\/www.todayonline.com\/world\/philippines-us-japan-hold-first-joint-coast-guard-exercise-2181266\" target=\"_blank\" rel=\"noreferrer noopener\">deployed four of its vessels<\/a>, two of which are <a href=\"https:\/\/www.bangkokpost.com\/world\/2580855\/japan-us-philippine-coast-guards-to-hold-first-3-way-sea-drill\" target=\"_blank\" rel=\"noreferrer noopener\">multi-role response vessels<\/a> that Manila acquired from Tokyo. The drill included about <a href=\"https:\/\/www.union-bulletin.com\/news\/world\/us-japan-philippines-to-hold-drills-amid-china-tensions\/article_d903c207-2345-58eb-801a-481cb1a81a4d.html\" target=\"_blank\" rel=\"noreferrer noopener\">400 crew members on four ships<\/a> with Australia and India intended to participate as observers.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The PCG spokesman ensured that the drill \u201cis a <a href=\"https:\/\/www.manilatimes.net\/2023\/05\/30\/news\/national\/ph-japan-us-to-hold-maritime-exercises\/1893587\" target=\"_blank\" rel=\"noreferrer noopener\">search and rescue, and law enforcement<\/a>. It has nothing to do with the West Philippines Sea [dispute]\u201d. According to some analysts, Washington and Tokyo are <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/Philippines-U.S.-Japan-coast-guards-to-hold-first-joint-drills\" target=\"_blank\" rel=\"noreferrer noopener\">helping Manila boost<\/a> its maritime security capabilities.
