{"id":9875,"date":"2023-08-10T08:30:00","date_gmt":"2023-08-09T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9875"},"modified":"2023-08-12T09:33:42","modified_gmt":"2023-08-11T23:33:42","slug":"putting-pngs-police-shortage-on-the-agenda","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/putting-pngs-police-shortage-on-the-agenda\/","title":{"rendered":"Putting PNG\u2019s police shortage on the agenda"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sean-jacobs\/\">SEAN JACOBS<\/a>&nbsp; |<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/asiapacificreport.nz\/2023\/06\/12\/png-gunmen-kidnapped-raped-17-schoolgirls-before-freeing-them\/\">recent<\/a> string of gruesome kidnappings of young women in Papua New Guinea\u2019s Highlands have highlighted not only the persistent seriousness of law-and-order issues in PNG but also the country\u2019s extreme lack of police numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn that part of our country,\u201d PNG Prime Minster James Marape <a href=\"https:\/\/www.abc.net.au\/news\/2023-06-29\/png-gang-that-kidnapped-aussie-unleashes-new-horrors\/102495750\">responded<\/a>, \u201cthere has been little presence of permanent police.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor instance,\u201d Marape added, \u201cKomo station only has two permanent policemen, so a lot of credit goes out to the local community who have stepped up at the expense of risking their own lives to&nbsp;assist police.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is indeed a heroic effort, yet one that\u2014in a nation of <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/png-needs-census-not-more-population-estimates\">ten million people<\/a>\u2014should avoid being placed upon PNG\u2019s family, clan, tribal or community members. PNG now has <a href=\"https:\/\/www.thenational.com.pg\/boost-for-police-manpower\/\">one police officer for every 1,845 civilians<\/a>\u2014nearly four times below the level <a href=\"https:\/\/doi.org\/10.1177\/10439862221096954\">recommended<\/a> by the United Nations (UN) to maintain a reasonable standard of law and order. In the neighbouring Solomon Islands and Fiji, the <a href=\"https:\/\/www.thenational.com.pg\/public-support-police\/\">ratios<\/a> are 1:500 and 1:550 respectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When I began studying the police to civilian ratio over a decade ago\u2014working on PNG public safety issues with the UN\u2014the ratio was 1 police officer for every 1,200 civilians. In this time, it is likely that approximately over a billion Australian dollars has been spent\u2014by both <a href=\"https:\/\/www.ict.gov.pg\/law-and-order-gets-funding-increase-in-2023-budget\/\">PNG<\/a> and <a href=\"https:\/\/www.dfat.gov.au\/sites\/default\/files\/australia-work-law-justice-png-jan-2022.pdf\">Australian<\/a> Governments\u2014attempting to improve the <em>quality<\/em> of law-and-order related responses in PNG, while the <em>quantity<\/em> of police officers has not received a comparable level of focus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Granted, systemic issues mean that simply increasing the size of PNG\u2019s police force is not likely to result in immediate gains\u2014Royal Papua New Guinea Constabulary (RPNGC) officers not only need housing in PNG\u2019s many remote areas but also security equipment, a functioning payroll system, uniforms, communications and basic resources such as enough fuel in their vehicles. PNG\u2019s population explosion also means that increasing RPNGC numbers is\u2014in itself\u2014a runaway challenge for the PNG Government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet a hope outlined in my recent paper\u2014<em><a href=\"https:\/\/www.griffith.edu.au\/__data\/assets\/pdf_file\/0022\/1820560\/RO75-Jacobs-web.pdf\">I Nogat Inap Polis Man na Meri: A police shortage in Papua New Guinea<\/a><\/em>\u2014is that a practical recruitment approach can be adopted to confront PNG\u2019s police shortage, assist in police and state legitimacy, and support the delivery of state-led justice. This is so that policing is not solely left to communities as a result of not having enough police officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such an approach will need to acknowledge nonstate approaches to safety and security, which are common in the developing world. As Bruce Baker <a href=\"http:\/\/www.ndu.edu\/press\/lib\/pdf\/Africa-Security-Brief\/ASB-7.pdf\">underlines<\/a>, in the African context, \u201cmore than 80 percent of justice services are delivered by nonstate providers\u2026 and is the work of customary leaders, religious organizations, ethnic associations, youth groups, street associations, community police forums, neighbourhood organisations, local and international security companies, and local entrepreneurs.\u201d PNG is no different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another significant factor is political commitment, which means creating the conditions for PNG\u2019s politicians and the PNG Government machinery to give police recruitment the drive it deserves amid a sea of other priorities. This could be achieved by adopting a mixed model recruitment approach with the private sector, leveraging training from outside of traditional development assistance and security circles, and even creating appropriate external political consensus in places like the Pacific Islands Forum, given many of PNG\u2019s policing problems have regional implications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is a shared and general view that the number of police recruits and personnel should be considerably higher in PNG.
