{"id":9957,"date":"2023-09-06T08:30:00","date_gmt":"2023-09-05T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9957"},"modified":"2023-09-06T08:07:07","modified_gmt":"2023-09-05T22:07:07","slug":"southeast-asia-snapshot-57-2","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-57-2\/","title":{"rendered":"Southeast Asia snapshot #57"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |   <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Singapore to hold a Presidential Election&nbsp;<\/h4>\n\n\n\n<p>On 18 August 2023, the Singapore Election Department announced that the country would hold its <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/singapore-presidential-election-polling-day-sep-1-nomination-aug-22-writ-3651756\">presidential election on 1 September<\/a> with three contesting candidates, including Tharman Shanmugaratnam, Ng Kok Song, and Tan Kin Lian. At the time of writing, the election has not been conducted.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.channelnewsasia.com\/singapore\/tharman-shanmugaratnam-singapore-presidential-election-candidate-pap-3547661\">Tharman Shanmugaratnam<\/a>, 66 years old, was a senior minister and is a well-known figure in Singapore. He <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/tharman-shanmugaratnam-singapore-presidential-election-candidate-pap-3547661\">introduced major economic reforms<\/a> to achieve a broader and more flexible system of meritocracy. He also oversaw the team that provided support to the Covid-19 victims and created jobs for Singaporeans during COVID-19. Mr. Tharman hopes to <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/tharman-shanmugaratnam-presidents-role-important-divisive-challenging-environment-3709836\">\u201cdeepen the culture of respect\u201d<\/a> in Singapore to create a more inclusive society while also understanding that the world will be difficult in the future because of&nbsp; US and China tensions. Mr. Tharman <a href=\"https:\/\/headtopics.com\/sg\/role-of-president-important-in-bringing-people-together-in-a-contested-uncertain-environment-tharm-42407226\">doesn\u2019t support<\/a> the death penalty, as people deserve \u201csecond, third, and fourth chances\u201d. He also has a <a href=\"https:\/\/www.straitstimes.com\/singapore\/rekindling-solidarity-crucial-to-bridge-singapore-s-social-divide-tharman\">positive view<\/a> on LGBTQ issues believing that individuals should not be discriminated against and should be able to live fully regardless of their preferences.&nbsp;<\/p>\n\n\n\n<p>In addition, <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/ng-kok-song-singapore-presidential-election-candidate-gic-3638391\">Ng Kok Song<\/a>, 75 years old, is a former GIC chief investment officer skillful in monetary management and entrepreneurship. He played a critical role in managing investments in public markets and vastly expanding investment capability during his employment at GIC, Singapore\u2019s sovereign wealth fund. Mr. Ng\u2019s policy is to <a href=\"https:\/\/www.straitstimes.com\/singapore\/i-m-not-looking-for-fame-power-money-ng-kok-song-wants-to-safeguard-reserves-and-let-people-vote\">safeguard the country\u2019s reserves<\/a> and allow people to exercise their rights to vote while having no thoughts on acquiring power, fame, or money. With his experience in finance, he claims to <a href=\"https:\/\/dollarsandsense.sg\/gic-chief-investment-officer-presidential-hopeful-ng-kok-song-key-differences-similarities-roles-top-job\/\">ensure<\/a> that Singapore\u2019s reserves would be used wisely by the government and that none of the reserves get squandered.<\/p>\n\n\n\n<p>Furthermore, <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/tan-kin-lian-singapore-presidential-election-former-ntuc-income-chief-3693821\">Tan Kin Lian<\/a>, 75 years old, is a former NTUC Income chief executive and is a candidate to run for the presidency for the second time since 2011. As an independent candidate, Mr. Tan was <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/tan-kin-lian-singapore-presidential-election-former-ntuc-income-chief-3693821\">a member<\/a> of the ruling People\u2019s Action Party (PAP) from the 1970s to 2008, who \u201cwants to be the voice of the people\u201d despite leaving the party in 2008. Shall he become Singapore\u2019s head of state, Mr. Tan will bring up the <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/tan-kin-lian-presidential-candidate-nomination-day-speech-supporters-3715286\">issue<\/a> of the <a href=\"https:\/\/www.straitstimes.com\/singapore\/tan-kin-lian-to-raise-concerns-over-cpf-ns-with-govt-if-he-becomes-president\">withdrawal age<\/a> for Central Provident Fund (CPF) savings and the length of national services (NS) with the Government. However, he is <a href=\"https:\/\/www.straitstimes.com\/singapore\/tan-kin-lian-to-raise-concerns-over-cpf-ns-with-govt-if-he-becomes-president\">also aware<\/a> that under Singapore\u2019s Constitution, the president does not possess any executive power to advance his or her policy agenda but is only responsible for safeguarding the national reserves and public service\u2019s integrity.<\/p>\n\n\n\n<p>Prime Minister Lee Hsien Loong <a href=\"https:\/\/asia.nikkei.com\/Politics\/Singapore-set-for-presidential-election-next-month\">urged Singaporeans<\/a> to \u201cvote wisely\u201d for the best candidates in the upcoming election as \u201cthe President represents all Singaporeans and stands as a symbol of unity and aspirations\u201d. Many acknowledged that Mr. <a href=\"https:\/\/www.malaymail.com\/news\/singapore\/2023\/08\/19\/analysis-george-gohs-exit-in-singapores-presidential-election-has-limited-impact-on-rivals-campaign-strategies\/85988\">Tharman would be a strong candidate<\/a> based on his popularity, credibility, and international profile while another hopeful potential politician, Mr. George Goh, <a href=\"https:\/\/blog.seedly.sg\/singapore-presidential-elections\/\">did not qualify<\/a> to stand as a presidential candidate because his experience and ability to manage several smaller private sector companies <a href=\"https:\/\/www.todayonline.com\/singapore\/pec-refutes-george-gohs-claim-it-didnt-explain-rationale-disqualifying-him-presidential-race-makes-decision-public-2236016#:~:text=SINGAPORE%20%E2%80%94%20Mr%20George%20Goh's,on%20Friday%20(Aug%2018).\">is not equivalent<\/a> to managing one very large organization.<\/p>\n\n\n\n<p>The election result showed that Mr. Shanmugaratnam won a landslide victory of 70.4 % of the total vote. Former GIC chief investment office Ng Kok Song won 15.72% while former NTU Income chief Tan Kin Lian got 13.88% of the votes. More than 2.8 million votes were cast while 50,152 rejected votes.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The US, Japan, Australia, and the Philippines conducted joint naval drills<\/h4>\n\n\n\n<p>On 24 August 2023, Japan, the United States, Australia, and the Philippines <a href=\"https:\/\/www.japantimes.co.jp\/news\/2023\/08\/26\/japan\/politics\/us-philippines-australia-japan-military-exercises-south-china-sea\/\">conducted joint naval drills<\/a> in the South China Sea.<\/p>\n\n\n\n<p>The exercise intended to \u201c<a href=\"https:\/\/www.aa.com.tr\/en\/americas\/japan-us-australia-philippines-take-part-in-joint-naval-drills-report\/2976754\">strengthen collaboration<\/a> towards the realization of a free and open Indo-Pacific\u201d after a recent show of Chinese aggression in the disputed waters, on 5 August, in which the Chinese coast guard ships <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/china\/2023\/08\/06\/philippine-military-condemns-chinese-coast-guards-use-of-water-cannon\/\">used water cannons<\/a> against the Philippines vessels in the contested waterway. Japan <a href=\"https:\/\/english.kyodonews.net\/news\/2023\/08\/5262dc07e2af-japan-us-australia-philippines-conduct-joint-naval-drills.html\">sent its largest destroyer<\/a>, JS Izumo, and destroyer Samidare while the US Navy\u2019s combat ship Mobile, Australia\u2019s assault ship Canberra, frigate Anzac and F-35A fighter jets, and the Philippines\u2019 landing ship Davo Del Sur <a href=\"https:\/\/mainichi.jp\/english\/articles\/20230825\/p2g\/00m\/0in\/060000c\">were involved<\/a> in the exercises. Manila and Canberra also <a href=\"https:\/\/www.euronews.com\/2023\/08\/25\/australian-and-filipino-troops-hold-exercises-in-south-china-sea\">conducted a separate drill<\/a> near Scarborough Shoal, on 26 August 2023, for the strategic cooperation between the two countries.<\/p>\n\n\n\n<p>Chen Xiangmiao, director of the World Navy Research Center, <a href=\"https:\/\/www.globaltimes.cn\/page\/202308\/1296684.shtml\">believed<\/a> that the trilateral exercise serves to maintain US hegemony, which in their eyes is being challenged by China. The drills, as <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3231960\/south-china-sea-philippines-hosts-us-japan-australia-drills-will-external-players-presence-escalate\">said<\/a> by Ordaniel \u2013 the non-resident director for maritime security at the Pacific Forum, are a \u201cconsequence of China\u2019s bad behavior at sea and by coercing a US-treaty ally, Beijing is seeing more Western maritime forces in the South China Sea, not less\u201d. &nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Srettha Thavisin elected as Thailand\u2019s new Prime Minister<\/h4>\n\n\n\n<p>Thai lawmakers <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/thailands-srettha-to-become-pm-after-securing-endorsement-of-parliament\">approved<\/a> tycoon Srettha Thavisin of the Pheu Thai party as the kingdom\u2019s new Prime Minister (PM), on 22 August 2023, ending three months of political deadlock after May\u2019s election.<\/p>\n\n\n\n<p>Mr. Thavisin <a href=\"https:\/\/www.cnbc.com\/2023\/08\/22\/srettha-thavisin-elected-thailands-new-prime-minister-after-parliamentary-vote.html\">won 482 votes<\/a>, 165 against and 81 abstentions from the 728 politicians in the Thai parliament and <a href=\"https:\/\/www.koreatimes.co.kr\/www\/world\/2023\/08\/501_357615.html\">will lead a coalition of 11 parties<\/a> that includes two pro-military parties affiliated with the outgoing Prime Minister Prayuth Chan-Ocha, while the Move Forward Party was excluded from the coalition. Mr. Thavisin also <a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/thailand-s-new-prime-minister-gets-kings-backing-set-to-form-government\/2974632\">received a formal endorsement<\/a> letter to be appointed prime minister from King Maha Vajiralongkorn securing the royal support for his prime ministerial role. Srettha vowed to transfer 10, 000 baht (USD 286) into digital wallets of people aged over 16 years across the country to be spent in small shops aiming to stimulate private spending to help <a href=\"https:\/\/asia.nikkei.com\/Politics\/Thai-election\/Thailand-s-new-PM-Srettha-to-lead-next-government-5-things-to-know\">boost the sluggish economy while raising<\/a> the minimum daily wage from 300 \u2013 330 baht to 600 baht per day.<\/p>\n\n\n\n<p>Supporters <a href=\"https:\/\/english.news.cn\/20230822\/d3359f0c60074d469d1bc52aa0214d9f\/c.html\">celebrated<\/a> as Srettha Thavisin was elected as Thailand\u2019s new prime minister after winning a simple majority in the parliamentary vote while the US <a href=\"https:\/\/www.state.gov\/selection-of-thai-prime-minister-srettha-thavisin\/\">congratulated<\/a> Mr. Thavisin on his selection as Thailand\u2019s next premier and are looked forward to working with the PM to build US \u2013 Thailand Communique on Strategic Alliance and Partnership. Despite Srettha\u2019s pledge to \u201c<a href=\"https:\/\/www.washingtonpost.com\/world\/2023\/08\/21\/thailand-thaksin-pheu-thai-election-srettha\/\">do the job to the best of his ability<\/a>\u201d, critics <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/8\/22\/srettha-thavisin-elected-thailand-pm-as-thaksin-returns-from-exile\">called the new government<\/a> a betrayal of the election results while the Pheu Thai party leaders defended it as a necessity for ending political deadlock and creating reconciliation.
