{"id":9979,"date":"2023-09-18T14:30:00","date_gmt":"2023-09-18T04:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9979"},"modified":"2023-10-10T06:44:19","modified_gmt":"2023-10-09T20:44:19","slug":"why-did-papua-new-guinea-move-its-embassy-in-israel-to-jerusalem-from-economics-to-faith","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/why-did-papua-new-guinea-move-its-embassy-in-israel-to-jerusalem-from-economics-to-faith\/","title":{"rendered":"Why did Papua New Guinea move its embassy in Israel to Jerusalem\u2014from economics to faith"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sean-jacobs\/\">SEAN JACOBS<\/a>&nbsp; |&nbsp; <\/p>\n\n\n\n<p>Papua New Guinea (PNG) has \u201caroused the ire\u201d\u2014in the <a href=\"https:\/\/www.benarnews.org\/english\/news\/pacific\/png-jerusalem-embassy-09082023035802.html\">words<\/a> of its Opposition Leader\u2014of both Hamas and the Palestinian Authority by opening its Israeli Embassy in Jerusalem earlier this month.<\/p>\n\n\n\n<p>PNG\u2019s move has been labelled a \u201creprehensible decision,\u201d <a href=\"https:\/\/www.benarnews.org\/english\/news\/pacific\/png-jerusalem-embassy-09082023035802.html\">according<\/a> to a Hamas spokesperson, while other Palestinian sources have <a href=\"https:\/\/asiapacificreport.nz\/2023\/09\/08\/palestine-furious-at-png-prime-minister-opening-embassy-in-jerusalem\/\">labelled it<\/a> an \u201caggression against the Palestinian people and their rights,\u201d and that it <a href=\"https:\/\/www.benarnews.org\/english\/news\/pacific\/png-jerusalem-embassy-09082023035802.html\">causes<\/a> \u201cgreat harm\u201d to the two-state solution.<\/p>\n\n\n\n<p>The reactions may seem vociferous to receive\u2014and even bizarre\u2014for a relatively small nation like PNG, which maintains extremely light diplomatic footprints on foreign soil. Indeed, PNG\u2019s <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/5\/papua-new-guinea-opens-israel-embassy-in-west-jerusalem\">bilateral trade<\/a> with Israel is $1 million per annum\u2014hardly earth-shattering in global terms. Its embassy will <a href=\"https:\/\/www.reuters.com\/world\/faith-trade-behind-papua-new-guineas-jerusalem-embassy-2023-09-01\/\">consist of<\/a> only 200 square metres of Jerusalem high-rise space, and will notably be <a href=\"https:\/\/www.abc.net.au\/news\/2023-09-06\/israel-to-bankroll-png-embassy-in-jerusalem\/102818394\">funded<\/a> by Israel\u2014a departure from standard practice.<\/p>\n\n\n\n<p>But PNG is one of only five nations to have <a href=\"https:\/\/www.barrons.com\/news\/papua-new-guinea-is-fifth-nation-to-open-jerusalem-embassy-7ed875e\">placed<\/a> their diplomatic representation in Jerusalem and not Tel Aviv. &nbsp;This explains, in part, sharp and exclusive condemnation from the Palestinian leadership on the international stage.<\/p>\n\n\n\n<p>PNG\u2019s decision raises two questions. The first is functional\u2014what relationship actually exists between both nations? And second, where does PNG\u2019s decision\u2014or perhaps more specifically Prime Minister James Marape\u2019s \u2013 \u2018fit\u2019 in terms of its broader web of alliances and strategy?<\/p>\n\n\n\n<p>I can recall, as a junior attach\u00e9 to PNG\u2019s 2011 Commonwealth Heads of Government (CHOGM) delegation, supporting a very brief bilateral with Israeli representatives in the margins. Israel\u2019s assistance, from memory, was offered where it matters most \u2013 in PNG\u2019s health sector and through in-kind, small-scale on ground medical equipment and expertise.<\/p>\n\n\n\n<p>Both nations established diplomatic relations in 1978. As noted, bilateral trade is slim.<\/p>\n\n\n\n<p>But Marape\u2014and indeed Israel\u2019s Prime Minister Benjamin Netanyahu\u2014share more optimistic and deeper expectations for the relationship. Israel\u2019s technical <a href=\"https:\/\/www.benarnews.org\/english\/news\/pacific\/png-jerusalem-embassy-09082023035802.html\">innovations<\/a> in agriculture, finance, water and health enabled seismic living standard and economic improvements for its people. Marape sees this. And he wants Israel to share.<\/p>\n\n\n\n<p>The other element driving the relationship is faith. \u201cFor us to call ourselves Christian,\u201d Marape <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/5\/papua-new-guinea-opens-israel-embassy-in-west-jerusalem\">said<\/a>, \u201cpaying respect to God will not be complete without recognising that Jerusalem is the universal capital of the people and the nation of Israel.\u201d Since the announcement, news reports have played back Marape\u2019s 2019 comments\u2014upon becoming Prime Minister\u2014for his <a href=\"https:\/\/www.thenationalnews.com\/world\/oceania\/papua-new-guinea-sets-audacious-goal-to-become-richest-black-christian-nation-1.874876\">aspiration<\/a> to make PNG \u201cthe richest black Christian nation on earth.\u201d<\/p>\n\n\n\n<p>Adding faith to the decision mix is more notable than problematic as it pries open a rare instance in PNG of domestic expectations motivating foreign policy. As these PNG scholars <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/missing-foreign-policy-debate-png-s-2022-elections\">observe<\/a>, \u201cforeign policy rarely features in PNG\u2019s political debates,\u201d <a href=\"https:\/\/www.aspistrategist.org.au\/papua-new-guineas-foreign-relations-in-the-era-of-sino-american-rivalry\/\">while<\/a> \u201cits foreign relations are not informed by any rigorous process of foreign policy engagement with domestic stakeholders and interest groups.\u201d Yet faith groups <a href=\"https:\/\/www.reuters.com\/world\/faith-trade-behind-papua-new-guineas-jerusalem-embassy-2023-09-01\/\">appear to<\/a> have strongly supported and lobbied Marape and the PNG Government for this decision for some time.<\/p>\n\n\n\n<p>While domestic or voter interest in foreign policy is unlikely to spike in the years to come, this does highlight the second question above\u2014where does Marape and PNG want to go with foreign policy?<\/p>\n\n\n\n<p>At the time writing, PNG is <a href=\"https:\/\/www.thenational.com.pg\/work-to-start-on-review-of-foreign-policy\/\">developing<\/a> a foreign policy white paper. Its first was created in 1981 by then- Foreign Minister Noel Levi and <a href=\"https:\/\/www.globalsecurity.org\/military\/world\/oceania\/png-forrel.htm\">themed<\/a> \u201cactive and selective engagement.\u201d The delivery of its successor will be welcomed, and ideally lend coherence to the long list of <a href=\"https:\/\/www.abc.net.au\/listen\/programs\/latenightlive\/pacific-update-new-and-old-foreign-players\/102418414\">enhanced relationships<\/a> that PNG has made over the past eighteen months, especially with the United States, France, Britain and India, as well as future growth in PNG-China relations.<\/p>\n\n\n\n<p>One will expect to see a continuation of this\u2014PNG <a href=\"https:\/\/www.thenational.com.pg\/work-to-start-on-review-of-foreign-policy\/\">wants<\/a> to be \u201cfriends to all and enemies to none\u201d\u2014while also \u2018looking north\u2019, which was a key <a href=\"https:\/\/www.globalsecurity.org\/military\/world\/oceania\/png-forrel.htm\">emphasis<\/a> of the 1980s Wingti Governments and catalysed over the past <a href=\"https:\/\/www.lowyinstitute.org\/archive\/papua-new-guinea-asian-century\">decade<\/a> under the Prime Ministership of Peter O\u2019Neill. The resource sector will also be heavily cited.<\/p>\n\n\n\n<p>Ultimately, Marape has got runs on the board with his foreign policy. Domestically, he will also need to create tangible results to elevate himself as \u2018Pacific power broker\u2019 and not a \u2018PM in peril\u2019\u2014as one recent analysis <a href=\"https:\/\/asia.nikkei.com\/Spotlight\/Asia-Insight\/Papua-New-Guinea-s-Marape-Pacific-power-broker-or-PM-in-peril\">observed<\/a>.<\/p>\n\n\n\n<p>The Jerusalem move, in addition to a firmer articulation of priorities, will play to the former.
