{"id":9982,"date":"2023-09-20T08:30:00","date_gmt":"2023-09-19T22:30:00","guid":{"rendered":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/?p=9982"},"modified":"2023-10-17T08:36:54","modified_gmt":"2023-10-16T22:36:54","slug":"southeast-asia-snapshot-58","status":"publish","type":"post","link":"https:\/\/testblogs.griffith.edu.au\/asiainsights\/southeast-asia-snapshot-58\/","title":{"rendered":"Southeast Asia snapshot #58"},"content":{"rendered":"\n<p><a href=\"https:\/\/testblogs.griffith.edu.au\/asiainsights\/tag\/sovinda-po\/\">SOVINDA PO<\/a>  |   <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Malaysia, the Philippines, and Vietnam rejected China\u2019s new map\u00a0<\/h4>\n\n\n\n<p>China published a new version of its national map on <a href=\"https:\/\/edition.cnn.com\/2023\/08\/31\/india\/india-china-map-protest-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">28 August 2023<\/a> to correct what China claims as a misrepresentation of China\u2019s territorial borders.&nbsp;<\/p>\n\n\n\n<p>The new map <a href=\"https:\/\/www.nbcnews.com\/news\/world\/china-new-map-anger-india-south-china-sea-border-disputes-rcna102921\" target=\"_blank\" rel=\"noreferrer noopener\">includes<\/a> a U-shaped line that reaffirms Beijing\u2019s claims to sovereign territory over almost all of the South China Sea with the line extending into the exclusive economic zones of a number of countries such as Malaysia, the Philippines, and Vietnam. The new map also <a href=\"https:\/\/www.channelnewsasia.com\/asia\/china-new-map-territory-g20-asean-summit-india-malaysia-russia-indonesia-protest-3737366\" target=\"_blank\" rel=\"noreferrer noopener\">revives the use of a \u201c10-dash\u201d line<\/a> \u2013 with an additional dash to the east of Taiwan \u2013 a break from the usual nine-dash line Beijing has been using in recent years to stake its claims over large swathes of the South China Sea. <a href=\"https:\/\/www.nbcnews.com\/news\/world\/china-new-map-anger-india-south-china-sea-border-disputes-rcna102921\" target=\"_blank\" rel=\"noreferrer noopener\">India and Taiwan<\/a> have strongly opposed Beijing\u2019s new map while Southeast Asian countries such as the Philippines, Malaysia, and Vietnam all rejected the map in a <a href=\"https:\/\/india.postsen.com\/trends\/amp\/1004040\" target=\"_blank\" rel=\"noreferrer noopener\">strongly worded statement<\/a> accusing Beijing of claiming their territory.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Philippines Foreign Affairs department <a href=\"https:\/\/www.cnbc.com\/2023\/09\/01\/philippines-taiwan-malaysia-reject-chinas-latest-south-china-sea-map.html\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cthe map is the latest attempt to legitimize China\u2019s purported sovereignty and jurisdiction over Philippines features and maritime zones with no basis under international law\u201d while Malaysia\u2019s Ministry of Foreign Affairs <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/8\/31\/malaysia-rejects-new-china-map-claiming-entire-south-china-sea\" target=\"_blank\" rel=\"noreferrer noopener\">dismissed<\/a> China\u2019s \u201cunilateral claims\u201d and \u201cMalaysia does not recognize China\u2019s claims in the South China Sea as outlined\u201d. Vietnam&#8217;s official statement <a href=\"https:\/\/www.ndtv.com\/world-news\/after-india-philippines-malaysia-vietnam-and-taiwan-also-reject-new-china-map-4347062\" target=\"_blank\" rel=\"noreferrer noopener\">emphasised that the map is<\/a> \u201cinvalid\u201d and Hanoi \u201cresolutely opposes all China\u2019s claims in the South China Sea based on the dotted \u2013 line\u201d. The Chinese spokesperson <a href=\"https:\/\/www.deccanherald.com\/world\/china-defends-new-map-urges-india-not-to-over-interpretit-2666506\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> \u201cit is a routine practice in China\u2019s exercise of sovereignty in accordance with the law\u201d and China \u201chopes relevant sides can stay objective and calm, and refrain from over-interpreting the issue\u201d. Mr. Allan Behm, Director of the International Security Affairs Program at the Australian Institute, <a href=\"https:\/\/www.channelnewsasia.com\/asia\/china-new-map-territory-g20-asean-summit-india-malaysia-russia-indonesia-protest-3737366\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that the timing of the release of the Chinese new map was to stir \u201cthe pot\u201d and \u201cre-apply pressure\u201d on the G20 and ASEAN summit\u2019s participants by advancing its claims once again.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The new map is not only signalling China\u2019s new ambition to garner territory, but it will also muster the disputants\u2019 cooperation against Beijing in the long run.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>ASEAN held its 43<sup>rd<\/sup> Summit in Jakart<\/strong>a<\/h4>\n\n\n\n<p>The Association of Southeast Asian Nations (ASEAN) <a rel=\"noreferrer noopener\" href=\"https:\/\/en.vietnamplus.vn\/43rd-asean-summit-opens-in-jakarta\/267377.vnp\" target=\"_blank\">conducted its 43<sup>rd<\/sup> Summit<\/a> in Jakarta, Indonesia from 5<sup>th<\/sup>\u20137<sup>th<\/sup> September 2023 under the theme \u201cASEAN Matters: Epicentrum of Growth\u201d.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Cambodian Prime Minister (PM) Hun Manet, who succeeded his father last month, made his <a href=\"https:\/\/www.phnompenhpost.com\/business\/pm-urges-asean-economic-integration\" target=\"_blank\" rel=\"noreferrer noopener\">debut speech<\/a> encouraging economic integration, highlighting the ongoing geopolitical rivalry, and encouraging trade upgrades while Indonesian President Widodo <a href=\"https:\/\/www.france24.com\/en\/asia-pacific\/20230904-myanmar-crisis-south-china-sea-to-headline-asean-summit-in-indonesia\" target=\"_blank\" rel=\"noreferrer noopener\">addressed <\/a>that the \u201cfuture challenges are getting heavier and they cause competition for influence by the big powers\u201d. The summit was also the second year in a row that Myanmar was not invited to the regional meeting while the <a href=\"https:\/\/en.antaranews.com\/news\/292839\/president-jokowi-welcomes-delegates-of-43rd-asean-summit-in-jakarta\" target=\"_blank\" rel=\"noreferrer noopener\">PM of Timor-Leste attended<\/a> as an observer. While the issues such as the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-09-07\/asean-latest-harris-li-seen-to-clash-on-security-at-forum\" target=\"_blank\" rel=\"noreferrer noopener\">Russia \u2013 Ukraine war<\/a> and the release of <a href=\"https:\/\/www.asahi.com\/ajw\/articles\/15000253#:~:text=Kishida%20told%20reporters%20Wednesday%20in,the%20International%20Atomic%20Energy%20Agency.\" target=\"_blank\" rel=\"noreferrer noopener\">radioactive wastewater from the Fukushima<\/a> power plant were lightly discussed, the Myanmar crisis and China\u2019s growing aggression in the South China Sea dominated the 43<sup>rd<\/sup> Summit.&nbsp;<\/p>\n\n\n\n<p>On the Myanmar issue, the leaders <a href=\"https:\/\/www.france24.com\/en\/live-news\/20230905-asean-leaders-meet-at-summit-dominated-by-myanmar-crisis\" target=\"_blank\" rel=\"noreferrer noopener\">condemned the continued<\/a> acts of violence and <a href=\"https:\/\/www.arabnews.com\/node\/2368081\/world\" target=\"_blank\" rel=\"noreferrer noopener\">urged the Myanmar Armed Forces<\/a> in particular, and all related parties concerned in Myanmar, to de-escalate violence and stop targeted attacks on civilians, houses, and public facilities such as schools, hospitals, and markets. The bloc leaders also <a href=\"https:\/\/english.kyodonews.net\/news\/2023\/09\/3dfc5c3a86ef-asean-leaders-condemn-myanmar-junta-for-continued-violence.html#:~:text=The%20leaders%20also%20decided%20to,be%20resolved%20in%20a%20year.\" target=\"_blank\" rel=\"noreferrer noopener\">decided to set up a troika<\/a> made up of the current, previous, and next ASEAN Chairs to ensure that efforts will continue to deal with the Myanmar crisis which they believe will unlikely be resolved in a year. Moreover, instead of Myanmar as the ASEAN Chair, the Philippines is <a href=\"https:\/\/www.irrawaddy.com\/news\/asean-leaders-urge-myanmar-junta-to-stop-attacks-on-civilians.html#:~:text=The%20leaders%20%E2%80%9Curge%20the%20Myanmar,point%20statement%20seen%20by%20AFP.\" target=\"_blank\" rel=\"noreferrer noopener\">ready and agreed to chair<\/a> ASEAN instead of Myanmar in 2026. In addition, there are also <a href=\"https:\/\/www.thedailystar.net\/news\/world\/news\/asean-leaders-urge-myanmar-junta-stop-attacks-civilians-3411716\" target=\"_blank\" rel=\"noreferrer noopener\">speculations<\/a> that the junta will likely hold its elections in 2025.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The South China Sea issue was also spotlighted in the summit as China recently released its <a rel=\"noreferrer noopener\" href=\"https:\/\/apnews.com\/article\/china-map-territorial-dispute-south-sea-702c45165d7f9cade796700fffa5691e\" target=\"_blank\">new territorial map<\/a> with overlapping claims with several maritime Southeast Asian countries. However, the members <a rel=\"noreferrer noopener\" href=\"https:\/\/asia.nikkei.com\/Location\/Southeast-Asia\/ASEAN\/ASEAN-makes-deals-but-no-progress-on-South-China-Sea-Myanmar#:~:text=China%20has%20overlapping%20claims%20with,serious%20incidents%20in%20the%20area.%22\" target=\"_blank\">reaffirmed their shared<\/a> commitment to safeguarding and promoting peace, security, and stability in the South China Sea. During the meeting, China <a rel=\"noreferrer noopener\" href=\"https:\/\/thediplomat.com\/2023\/09\/chinese-premier-seeks-to-calm-south-china-sea-concerns\/\" target=\"_blank\">made no mention<\/a> of the new \u201cstandard map\u201d that the Chinese government released. Furthermore, the attempts to accelerate the negotiation of the South China Sea\u2019s Code of Conduct (COC) <a rel=\"noreferrer noopener\" href=\"https:\/\/www.internationalaffairs.org.au\/australianoutlook\/asean-summit-2023-will-not-bring-breakthroughs-in-china-asean-relations\/\" target=\"_blank\">have failed<\/a>, and the COC, itself, is unlikely to be <a rel=\"noreferrer noopener\" href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3166421\/south-china-sea-china-asean-code-conduct-unlikely-end-year\" target=\"_blank\">concluded by the end of this year<\/a>. The regional bloc and China remained divided on whether the agreement should be legally binding, its geographic scope and maritime activities.\u00a0<\/p>\n\n\n\n<p>Leaders from South Korea, Canada, India, Japan, and Australia <a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/east-asia-summit-brings-together-us-chinese-russian-asean-officials\/2985627\" target=\"_blank\" rel=\"noreferrer noopener\">were also among<\/a> the participants. However, US Vice President Kamala Harris <a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2023-09-06\/world-leaders-talk-trade-security-in-asean-led-summit\" target=\"_blank\" rel=\"noreferrer noopener\">attended the meeting<\/a> in lieu of President Joe Biden while <a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/chinese-prime-minister-li-to-attend-asean-summit-in-indonesia\/2980927\" target=\"_blank\" rel=\"noreferrer noopener\">Chinese Prime Minister Li Qiang<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/world-leaders-talk-trade-security-asean-led-summit-2023-09-07\/#:~:text=U.S.%20Vice%20President%20Kamala%20Harris,leaders%20of%20other%20partner%20countries.\" target=\"_blank\" rel=\"noreferrer noopener\">Russian Foreign Minister Sergei Lavrov<\/a> presented at the summit in lieu of President Xi Jinping and President Putin. The upgrading of relations with dialogue partners, including the <a href=\"https:\/\/asean.org\/joint-leaders-statement-on-asean-canada-strategic-partnership\/\" target=\"_blank\" rel=\"noreferrer noopener\">Strategic Partnership with Canada<\/a> and a <a href=\"https:\/\/asean.org\/joint-statement-on-the-establishment-of-the-asean-japan-comprehensive-strategic-partnership\/\" target=\"_blank\" rel=\"noreferrer noopener\">Comprehensive Strategic Partnership with Japan<\/a> demonstrated the progressive engagements between ASEAN and its partners.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Many viewed the absence of President Joe Biden at the ASEAN meeting as <a href=\"https:\/\/foreignpolicy.com\/2023\/09\/05\/biden-asean-summit-us-china-southeast-asia-snub\/#cookie_message_anchor\" target=\"_blank\" rel=\"noreferrer noopener\">a glaring diplomatic snub<\/a> believing that Indonesia and the region <a href=\"https:\/\/www.thejakartapost.com\/opinion\/2023\/08\/11\/bidens-absence-at-jakartas-asean-summit-is-not-surprising.html\" target=\"_blank\" rel=\"noreferrer noopener\">are no longer a top priority<\/a> of the US administration despite the White House&#8217;s <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3232077\/bidens-absence-asean-summit-shows-bloc-has-little-role-us-plans-counter-china\" target=\"_blank\" rel=\"noreferrer noopener\">denial in neglecting<\/a> ASEAN. On the Myanmar issue, Prime Minister <a href=\"https:\/\/www.thestar.com.my\/news\/nation\/2023\/09\/05\/myanmar-needs-to-engage-with-rest-of-asean-on-refugee-problem-says-anwar\" target=\"_blank\" rel=\"noreferrer noopener\">Anwar expressed disappointment<\/a> that there was slow progress on the issue despite Indonesia having taken enormous and unprecedented steps. Due to this slow progress, Timor Leste <a href=\"https:\/\/www.irrawaddy.com\/news\/burma\/timor-pm-says-country-wont-join-asean-if-myanmar-crisis-not-solved.html\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> that it would <a href=\"https:\/\/www.usip.org\/publications\/2023\/09\/myanmars-crisis-looms-over-asean-summit#:~:text=While%20the%20ASEAN%20summit%20touched,for%20an%20ASEAN%20law%20enforcement\" target=\"_blank\" rel=\"noreferrer noopener\">re-think plans to join ASEAN<\/a>, citing the body\u2019s failure to \u201cconvince the military junta to end the violence\u201d. Despite China viewing the Myanmar issue as \u201c<a href=\"https:\/\/www.usip.org\/publications\/2023\/09\/myanmars-crisis-looms-over-asean-summit#:~:text=While%20the%20ASEAN%20summit%20touched,for%20an%20ASEAN%20law%20enforcement\" target=\"_blank\" rel=\"noreferrer noopener\">not so serious<\/a>\u201d, the US Vice President <a href=\"https:\/\/www.voanews.com\/a\/myanmar-s-seat-is-empty-as-vp-harris-speaks-to-asean-leaders-\/7256962.html\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that \u201cthe US will continue to press the regime to end the horrific violence to release all those unjustly detained and to reestablish Myanmar\u2019s path to inclusive democracy\u201d.&nbsp;<\/p>\n\n\n\n<p>On the South China Sea issue, China <a href=\"https:\/\/apnews.com\/article\/asean-south-china-sea-li-qiang-0e0eff908aba28e835423c5607c3553b\" target=\"_blank\" rel=\"noreferrer noopener\">believed<\/a> that \u201cas long as we keep to the right path, no matter what storm may come, China \u2013 ASEAN cooperation will be as firm as ever\u201d while there are those who <a href=\"https:\/\/www.thejakartapost.com\/world\/2023\/09\/07\/asean-falls-silent-on-south-china-sea.html\" target=\"_blank\" rel=\"noreferrer noopener\">viewed the bloc<\/a> as avoiding to confront China and chose to omit this issue from the summit. Marty Natalegawa, the former foreign minister of Indonesia, called ASEAN\u2019s <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/chinas-premier-charm-offensive-asean-summit-protests-beijings-102953494\" target=\"_blank\" rel=\"noreferrer noopener\">failure to condemn<\/a> China\u2019s aggressive acts \u201ca deafening silence\u201d while others <a href=\"http:\/\/www.chinadaily.com.cn\/a\/202309\/06\/WS64f85d1ca310d2dce4bb44c2.html\" target=\"_blank\" rel=\"noreferrer noopener\">believed<\/a> that \u201cthe US is turning the sea into a playground for major power competition, totally disregarding the regional countries\u2019 quest for peace, stability, and development\u201d for its own strategic needs and maintain its global hegemony.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The 43<sup>rd<\/sup> ASEAN Summit concluded with clear evidence that the bloc is facing dire issues both internally and externally which the ASEAN Chair 2024 required to deal with all those complexities.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"
